DE-FOA-0001582: Notice of Intent to Issue DE-FOA-0001419: Wave Energy Test Facility

This Notice is issued so that interested parties are aware of EERE’s intention to issue DE-FOA-0001419: “Wave Energy Test Facility” in the near term. All of the information contained in this Notice is subject to change. EERE will not respond to questions concerning this Notice. Once the FOA has been released, EERE will provide an avenue for potential Applicants to submit questions.

To support the full-scale testing of MHK wave energy devices, the Water Power Program intends to fund the building and commissioning of an open-water, grid-connected, fully energetic domestic wave energy test facility. This Funding Opportunity Announcement would be for the development, and construction of such a facility. 

It is anticipated that the FOA will include the following area of interest.

The overall objective of the FOA is to fund the construction of a national wave energy test facility within U.S. federal (territorial sea or contiguous zone) or state waters. Up to $40 million in federal funding, depending on appropriations, will be provided to fund development and construction activities for a U.S. based grid-connected wave test facility. The facility should have at least three test berths in order to test wave energy devices simultaneously and independently, up to 1 MW each in size. The site should be located in U.S. federal or state waters, subject to full (unprotected) oceanic wave regimes with wave average annual power density ≥ 30 kW/m, and with testing berth water depths ≥ 60m. An industry survey of desired test site conditions should be used to support the site location choice, in terms of water depth and wave power density. The facility should incorporate features to accommodate all wave energy converter types that operate at the test site depth. The site should provide a capability to deploy environmental instrumentation for monitoring and measuring wave energy testing effects.
