The maritime industry set a goal to transition to net-zero emission fuels by 2050. This transformation requires coordination among all aspects of the shipping supply chain including feedstock supply, alternative fuel production, ship and engine manufacturers, port management, safety implementation, and government regulation. One of the largest and most nuanced discussions around emissions reduction is which alternative fuel(s) to utilize, which have primarily included biofuels (biodiesel, renewable diesel, bio-intermediates/residuals), renewable natural gas (RNG), methanol, hydrogen, and ammonia. Each fuel comes with its own set of regionally-sensitive advantages and disadvantages. This has made selection of future fuels extremely difficult and is one reason why the Mission Innovation: Zero Emission Shipping Mission (ZESM), which the United States co-leads with Norway, Denmark, the Global Maritime Forum, and the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping, was formed.

To date, the ZESM created and published our Industry Road Map and Action Plan. The purpose of this RFI is to understand the maritime industry’s current alternative fuels trajectory, the driving forces behind it, and the key barriers to achieving this transition to ensure the current ZESM Industry Road Map and Action Plan still align. ZESM co-lead, the Global Maritime Forum recently released the results of a 2022 survey, titled “The shipping industry’s fuel choices on the path to net zero”, which focused on shippers and a subset of alternative fuels. This RFI intends to supplement this survey and is an attempt to aggregate knowledge from stakeholders to help direct actions regarding future fuels. This is solely a request for information and not a Funding Opportunity Announcement (FOA).

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Wind Energy Technlogies Office (WETO), this Funding Opportunity Announcement (FOA) titled "WETO Offshore Wind 2023 Centers of Excellence FOA".EERE expects to make a total of approximately $4.75 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds.

The Water Power Technologies Office (WPTO) is issuing this Funding Opportunity Announcement (FOA) “Bipartisan Infrastructure Law (BIL), Section 41006(a)(2): U.S. Tidal Energy Advancement” to significantly advance the state of tidal and/or current technologies in the U.S. Awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act[1], more commonly known as the Bipartisan Infrastructure Law (BIL).

Through this FOA, DOE will invest $35,000,000 under Section 41006(a)(2) to fund the first large-scale investment for the development of a pilot tidal and/or current Research, Development and Demonstration (RD&D) site in the U.S., with the aim to position tidal and/or current energy generation as a key clean energy contributor ready for net-zero emissions power sector while creating good jobs. An additional $10,000,000 under Section 41006(a)(2) will be invested in a community-led tidal and/or current energy project, where balancing community energy priorities and technology innovation will accelerate tidal and current energy technologies for the generation of power to promote the resilience and economic development of coastal communities.

This topic seeks to improve the long-term planning process of the bulk power grid by incorporating the unique features of VRE and new technologies that support VRE into the planning process.

The research and development (R&D) activities to be funded under this Lab Call will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this Lab Call will be a critical element of an effort within DOE’s Office of Energy Efficiency and Renewable Energy (EERE) with goals to simultaneously spur technology leadership in microelectronics -- a foundational technology for clean energy -- and to stop exponential growth in microelectronics energy use. Achieving the former goal will accelerate and lower costs of innovation needed to achieve carbon pollution-free electricity by 2035; achieving the latter goal will prevent a spike in GHG emissions in the near term and also avoid strain on the electricity grid as the economy evolves rapidly towards microelectronics-dependent net zero technologies in all sectors by 2050.

This Lab Call is focused on flattening the slope of microelectronics energy use as part of AMMTO’s broader microelectronics R&D Roadmapping effort now called “Energy Efficiency Scaling for two Decades” (EES2). The intent of this Lab Call is to support manufacturing and other R&D on prototype devices to advance them to at least technology readiness level (TRL) 6 where they are ready to be matured and commercialized in lab/industry partnerships.

AMMTO, IEDO, and BTO, in collaboration with OTT, are interested in jointly funding Technology Commercialization Fund (TCF) programs in Fiscal Year 23 (FY23) that reduce embodied energy/carbon of materials and processes, as well as operational energy across the built environment, including residential, commercial, and industrial settings. The Department of Energy (DOE) is committed to pushing the frontiers of science and engineering, catalyzing innovation, and using cutting edge technologies to create real world impacts. The RD&D activities to be funded under this Lab Call will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, the solid-state and flow battery manufacturing technologies in this Lab Call each have the potential to make a unique contribution to decarbonization of the grid, industry, and transportation. Generally, this Lab Call supports battery manufacturing innovation to enable the energy infrastructure needed for carbon pollution-free electricity by 2035 and net zero GHG emissions by 2050.

This Lab Call is divided into two topics: Topic 1) Developing Innovative Solid-State Battery Manufacturing Capabilities, and Topic 2) Developing Innovative Flow Battery Manufacturing Capabilities.

This funding opportunity announcement (FOA) is being issued by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Solar Energy Technologies Office (SETO) to invest in innovative research and development (R&D) that accelerates the large-scale development and deployment of solar technologies to support an equitable transition to a decarbonized electricity system by 2035 and decarbonized energy sector by 2050. This Small Innovative Projects in Solar (SIPS) FOA solicits seedling R&D projects for both photovoltaic and concentrating solar thermal power technologies. The funding opportunity is designed to streamline the application process and to encourage applicants with a diverse range of backgrounds.

This FOA is expected to be re-issued on an annual basis and will provide applicants the opportunity to submit new applications for consideration. EERE intends to modify this FOA at a future time to solicit applications for subsequent fiscal years.

The Vehicle Technologies Office (VTO) is issuing this lab call for fiscal year 2023 (FY2023) to solicit project proposals in new and on-going research areas. Depending on the Area of Interest (AOI), project awards from this year’s Lab Call will initially be funded through either FY2023 or FY2024 appropriations, subject to the availability of funds.

To the extent possible and appropriate, VTO seeks lab projects that involve industry engagement or industry partners and encourages multiple-lab, multi-disciplined team-based approaches. VTO will award only a portion of its total planned FY23 and FY24 lab funding through this lab call process. There is approximately $35.8 million in annual funding available to fund all projects solicited in this Lab Call with the potential for future year funding pending appropriations.

Some labs have continuing multi-year projects that have already gone through the merit review process. These will continue to be reviewed through the annual peer review process. The 2023 Conversion Research and Development FOA supports a main theme core to the BETO Conversion Program’s R&D mission: developing technologies to enable the conversion of waste and renewable resources to fuels and products with substantial greenhouse gas emissions reductions compared to the petroleum incumbent. The FOA addresses two specific technology pathways intended to develop improved technologies for generating clean syngas for upgrading to fuels as well as pathways for renewable chemical production. Each Topic Area seeks to reduce economic and technical risk, enabling BETO to help pave the way for industry to commercialize technologies that may reduce greenhouse gas emissions from hard to decarbonize sectors, such as aviation.

Significant R&D is required to reach the ultimate goal of affordable, low-carbon transportation fuels and chemical products. The R&D activities to be funded under this FOA will support the government-wide approach to addressing the climate crisis by driving innovation and deployment of clean energy technologies. The Topic Areas in this FOA seek to address the following R&D needs:

· R&D on gasification technologies, with an emphasis on syngas contaminant removal approaches that enable effective upgrading of products derived from gasification of renewable resources to liquid transportation fuels.

· R&D on microbial conversion of renewable resources into chemical products, with an emphasis on processes with commercialization potential.

Topic Area 1: Overcoming Barriers to Syngas Conversion

The goal of this Topic Area is to improve the economics and reliability of gasification and syngas cleanup systems by eliminating technical barriers for conversion of renewable carbon and waste feedstocks to low carbon fuels. While upgrading syngas has been widely investigated, additional challenges remain due to process complexity and feedstock limitations associated with syngas cleanup. Projects selected from this Topic Area will facilitate conversion of acceptable biomass and waste feedstocks into SAF with a 70% reduction in lifecycle GHG emissions.

Topic Area 2: Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts

Subtopic 2a: Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts: This Subtopic seeks applications that are focused on engineering microbial hosts or biological (i.e., cell-free) systems to maximize production metrics, such as titer, rate, and/or yield, of a product of interest. Applicants should describe how the improvements they propose move the technology toward commercial relevance; applications will specifically be evaluated as to the likelihood that their technology improvement accelerates commercialization in the near term (~10 years).

Subtopic 2b: Commercialization Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts: This Subtopic seeks applications that aim to improve biochemical production capabilities, with a focus on bioprocess improvements and integration at a larger scale. This includes projects targeting fermentation development and scale up as well as producing volumes of product required for validation with partners; such industrial partnerships should be clearly described.

Lab Call Description:

The Industrial Efficiency and Decarbonization Office (IEDO) is issuing this lab call to solicit proposals to support the Technical Assistance and Workforce Development subprogram. Activities will support the subprogram’s focus on delivering technical assistance and developing partnerships with industry to increase the adoption of energy efficiency, decarbonization technologies, energy management programs, and water/waste reduction technologies and practices across the industrial sector. Topic areas will follow the recommendations of DOE’s Industrial Decarbonization Roadmap and enable expansion and integration of programmatic activities in the areas of energy efficiency, energy management systems, onsite renewables and storage, energy-water nexus, and workforce development. Topic areas include:

Topic 1: Onsite Energy Deployment Program Support – This topic seeks proposals for a technical analysis team that will provide subject matter expertise, research, and analysis covering a broad range of renewable and storage technologies in support of the overall Onsite Energy Program.

Topic 2: Controlled Environment Agriculture (CEA) Accelerator – This topic seeks proposals to launch a CEA Accelerator to demonstrate the energy, water, and decarbonization benefits that can be achieved through efficient operation of CEA.

Topic 3: Multiple Benefits Resources – This topic seeks proposals to establish a protocol to help manufacturers understand how to uncover and quantify multiple or non-energy benefits during energy efficiency and decarbonization assessments in manufacturing plants.

Topic 4: Workforce Development Consortium – This topic seeks proposals to launch a workforce development consortium that will convene and financially support three-to-five key manufacturing workforce organizations running successful regional- or industry-specific programs that can be scaled to national and broad reach.

The intent of this FOA topic is to accelerate the development and commercialization of innovative manufacturing technologies to increase the competitiveness of the domestic Near Net Shape (NNS) manufacturing base and strengthen the clean energy manufacturing supply chains. The technical and economic viability of the proposed manufacturing technologies will be established by producing a full-scale component as part of the requirements. The component must be relevant to a clean energy manufacturing application and have a minimum weight of 10 tons (20,000 lbs.). Project teams are expected to represent multiple segments of the value/supply chain.

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing Funding Opportunity Announcement (FOA) DE-FOA-0002922 on behalf of the Hydrogen and Fuel Cell Technologies Office (HFTO), which coordinates hydrogen activities with offices across the Department of Energy (DOE) as described in the DOE Hydrogen Program Plan. These activities align with the DOE National Clean Hydrogen Strategy and Roadmap and specific DOE initiatives. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act,[1] more commonly known as the Bipartisan Infrastructure Law (BIL).

This FOA implements two provisions within Section 40314 of the BIL, which amended Title VIII of the Energy Policy Act (EPAct) of 2005 to include a new section 815, “Clean Hydrogen Manufacturing and Recycling” and a new section 816, “Clean Hydrogen Electrolysis Program.” The FOA launches the first phase of funding for these programs and will provide up to $750 million in Federal funding, subject to the availability of appropriated funds. This request for information (RFI) is intended to inform the U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) on the specific research, development, and demonstration opportunities to enable cost-effective production of hydrogen, ammonia, liquid fuels—such as gasoline, diesel, jet fuel—and solid fuels using concentrating solar-thermal energy.

In addition, SETO seeks information on thermal energy storage (TES) for concentrating solar power and concentrating solar-thermal (industrial) applications. While TES is an integral feature of concentrating solar-thermal power (CSP) generation, other applications of TES include energy supply for industrial process heat. Multiple modes of TES include sensible heat, latent heat, and thermochemical energy storage. Sensible heat TES using molten nitrate salt is currently used in commercial CSP plants. High temperature sensible heat storage in tanks of large size have had inconsistent operational success. Future generation CSP plants may make use of particles or rock to store thermal energy as they do not suffer from temperature limitations. This RFI will focus on improvements to various TES technologies appropriate for CSP integration for both power and industrial decarbonization applications.

The Office of Technology Transitions (OTT) is issuing this lab call to solicit proposals for the Energy I-Corps (EIC) program. The goal of EIC is to train National Laboratories and Federally Funded Research and Development Centers (FFRDCs) on the pursuit of energy-related technology commercialization. This call solicits proposals from national laboratory and FFRDC technology transfer offices to participate in EIC, for researchers to develop skills in commercialization, and to investigate the market potential for DOE-funded technologies at a critical juncture on the path toward commercialization.

OTT expects to award at least $500k across the three topics included in this lab call. However, additional funding may be available based on proposals alignment with OTT and partner office goals. The topics are as follows:

Topic 1: EIC Pipeline Development - This topic seeks proposals for projects and programming that have the potential to directly increase participation in EIC Training Cohorts (Topic 2) in subsequent EIC lab calls. 

Topic 2: EIC Training Cohort (Cohort 17) - This topic seeks team applications to participate in EIC Cohort 17, an intensive approximately two-month, curriculum-based program to understand market awareness and learn about market pathways for their national lab/FFRDC technology.

Topic 3: Post EIC - This topic intends to support a small subset of the most promising EIC Training Cohort (Topic 2) graduates that have a high likelihood of commercializing their technology. DMREF (Designing Materials to Revolutionize and Engineer our Future) is the principal NSF program responsive to the MGI. Over its inaugural decade, the MGI has driven a transformational paradigm shift in the philosophy of how materials research is performed. The Bioenergy Technologies Office’s (BETO’s) Renewable Carbon Resources (RCR) program develops science-based strategies and technologies to cost-effectively transform renewable carbon resources such as agricultural waste and algae into high-quality, environmentally sustainable, conversion-ready feedstocks for biofuels and bioproducts. This funding opportunity announcement (FOA), through two distinct topic areas – the first focused on climate-smart agricultural practices and the second on algae crop protection – supports BETO’s RCR Program’s strategies for the development of conversion-ready feedstocks for biofuels and bioproducts and supports the Biden Administration’s goal to produce sustainable aviation fuels.

Topic Area 1 projects will assess the efficacy of climate-smart agricultural practices that reduce the carbon intensity (CI) of biomass feedstocks for biofuels. Implementation of climate-smart agricultural practices is essential to produce low CI feedstocks, particularly from agricultural residues to enable sustainable aviation fuel production with lower greenhouse gas emissions. Topic Area 1, Climate-Smart Agricultural Practices for Low Carbon Intensity Feedstocks, has two subtopic areas:

Cultivating algae (micro-, macro-, and cyanobacteria) and converting it to biofuels and bioproducts is an important component of BETO’s strategy for enabling the production of sustainable aviation fuels (SAF). One of the major cost contributors of producing algae is biomass loss due to predation, competition, and pest infestations. Developing effective strategies to protect algal biomass production is essential to meeting BETO’s long-term goals of decarbonizing the transportation and industrial sectors via cost competitive algal-derived biofuels and bioproducts. Topic Area 2, Algae Crop Protection, focuses on developing crop protection methods and strategies for algae cultivation systems.

The Department of Energy’s (DOE’s) Geothermal Technologies Office’s (GTO) 2022 Enhanced Geothermal Shot^TM analysis, building on the 2019 GeoVision report, concludes that with aggressive technology improvements, in areas relevant to enhanced geothermal systems (EGS), geothermal power generation could provide 90 gigawatts-electric (GWe) firm, flexible power to the U.S. grid by 2050.

Enhanced Geothermal Systems are engineered geothermal reservoirs, created where there is hot rock (175-300+°C), but little to no natural permeability and/or fluid saturation. During EGS development, subsurface permeability is enhanced via safe, well-engineered reservoir stimulation processes that re-open pre-existing fractures, create new ones, or a combination of both. These open conduits increase permeability and allow fluid to circulate throughout the hot rock. The fluid transports the otherwise stranded heat to the surface where clean, renewable electricity can be generated with current power generation technologies.

Relative to other geothermal resources, EGS have the potential to provide the most growth in the electric sector, and in the GeoVision scenarios, support noteworthy growth within the non-electric sector for district heating and other direct-use applications. This potential expands if superhot EGS resources (>375°C) are accounted for. Without significant and sustained investment in EGS technology development and demonstrations to refine our ability to access and develop these resources, however, the 90 GWe target will not be achieved.

Technical services can range from initial site screenings to more advanced analysis to support project installations. The purpose of this FOA is to stimulate RD&D to decarbonize the entire life cycle of Water Resource Recovery Facilities (WRRFs), formerly known as Wastewater Treatment Plants (WWTPs). It targets both individual unit processes at earlier stages of technological development, and entire treatment trains at higher levels of technological readiness. It seeks to address both direct and indirect emissions from WRRFs, with the complementary goal of reducing costs, particularly in energy usage and sludge management, to improve the probabilities of real-world adoption.

The eXCHANGE system is currently designed to enforce hard deadlines for Concept Paper and Full Application submissions. The APPLY and SUBMIT buttons automatically disable at the defined submission deadlines. The intention of this design is to consistently enforce a standard deadline for all applicants.

Applicants that experience issues with submissions PRIOR to the FOA Deadline: In the event that an Applicant experiences technical difficulties with a submission, the Applicant should contact the eXCHANGE helpdesk for assistance (exchangehelp@hq.doe.gov). The eXCHANGE helpdesk and/or the EERE eXCHANGE System Administrators (eXCHANGE@ee.doe.gov) will assist the Applicant in resolving all issues.

Applicants that experience issues with submissions that result in a late submission: In the event that an Applicant experiences technical difficulties with a submission that results in a late submission, the Applicant should contact the eXCHANGE helpdesk for assistance (exchangehelp@hq.doe.gov). The eXCHANGE helpdesk and/or the EERE eXCHANGE System Administrators (eXCHANGE@ee.doe.gov) will assist the Applicant in resolving all issues (including finalizing the submission on behalf of, and with the Applicant's concurrence). DOE will only accept late applications when the Applicant has a) encountered technical difficulties beyond their control; b) has contacted the eXCHANGE helpdesk for assistance; and c) has submitted the application through eXCHANGE within 24 hours of the FOA's posted deadline.
