DE-FOA-0003155: Critical Materials Accelerator

The Critical Materials Accelerator aims to validate and prototype technologies and processes that address critical materials challenges by developing alternatives, diversifying and expanding supply, increasing manufacturing and material efficiency, and establishing a circular economy. The Accelerator intends to speed up the adoption of innovation while promoting safe, sustainable, economic, and environmentally just solutions to meet current and future critical materials supply chain needs​.

This FOA solicits proposals that advance innovation to realize the Department’s critical minerals and materials vision of a reliable, resilient, affordable, diverse, sustainable, and secure domestic supply chains for the clean energy economy. Projects funded under this FOA will de-risk innovation and mature technology development in partnership with industry to reduce demand through alternative materials or technologies, extend the lifetime of critical materials, and advance secure and sustainable critical materials manufacturing technologies. Each topic area of the FOA addresses priority technologies and supply chain gaps identified by the Critical Materials Collaborative.

The Biden Administration is committed to ensuring that overburdened, underserved, and underrepresented individuals and communities have access to federal resources, and specifically that 40% of the overall benefits of certain federal investments flow to disadvantaged communities, as described in its Justice40 Initiative. The clean energy transition should advance equity3 for people of color, people with disabilities, and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality. Advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the entire government. As part of the whole of government approach, DOE is taking proactive steps to lower barriers to entry.

EERE supports research, development, demonstration, and deployment (RDD&D) of renewable energy and energy efficiency technologies. DOE funds RDD&D activities in climate and energy technologies through a variety of mechanisms, including external competitive solicitations and through its 17 national laboratories. In addition, DOE programs support building and sustaining an innovation ecosystem for climate and energy technologies, encompassing early career and workforce development, entrepreneurial programs and resources for individuals and organizations, and technical and financial assistance for communities and regions.

The purpose of this RFI is to solicit public feedback about issues related to educational and professional development programming—created and delivered by diverse science and engineering non-profits—that inspires students, alumni, and professionals to explore, pursue, and succeed in STEM-related careers in clean energy. The expansion of the clean energy economy presents an opportunity to include those who have been underrepresented in the clean energy industry.

DE-FOA-0003186: PROGRESSION TO NET-ZERO EMISSION PROPULSION TECHNOLOGIES FOR THE RAIL SECTOR

The U.S. National Blueprint for Transportation Decarbonization set the goal to achieve net-zero carbon emissions in the transportation sector – including rail – by 2050.[1] This transformation requires coordination among all aspects of the rail supply chain including feedstock supply, alternative fuel production, locomotive engine manufacturers, safety implementation, customer demand, and government regulation.

To set domestic rail on an ambitious net-zero emission trajectory, commercially viable, well-to-wheel net-zero emission line-haul locomotives are needed in the domestic fleet by 2030. Thus, an ambitious alliance is needed between the private sector, research institutes and regulatory entities to develop, demonstrate, and deploy net-zero locomotives and infrastructure together by 2030 to make net-zero propulsion the natural choice for railroads. The propulsion technologies under consideration for this RFI for transitional, interim use until 2030 are: biodiesel, renewable diesel, ammonia, methanol, hydrogen fueled internal combustion engines, and ethanol. The technologies under consideration for this RFI for mid- to long-term use are: hydrogen fuel cells, batteries (tenders or built-in), and direct electrification (catenary), or a combination of different technologies. Each alternative propulsion technology comes with its own set of regionally sensitive advantages and disadvantages.

The purpose of this RFI is to aggregate knowledge from rail stakeholders to help direct actions regarding future propulsion technologies, infrastructure requirements, and coordination among key stakeholders to ensure that the rail sector is meeting or exceeding U.S. decarbonization milestones. DOE’s Office of Energy Efficiency and Renewable Energy (EERE) is specifically interested in information on the rail sector stakeholder’s current alternative fuels trajectory, the driving forces behind it, and the key barriers to achieving this transition.

This FOA will advance the Biden Administration’s goals to achieve carbon pollution-free electricity by 2035 and to “deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050 to the benefit of all Americans. The Department of Energy (DOE) is committed to pushing the frontiers of science and engineering, catalyzing clean energy jobs through research, development, demonstration, and deployment (RDD&D), and ensuring environmental justice and inclusion of underserved communities.

This notice of intent is issued so that interested parties are aware of EERE’s intention to issue this FOA in the near term. All the information contained in this notice is subject to change. This Funding Opportunity Announcement (FOA) is issued by the Industrial Efficiency and Decarbonization Office (IEDO) to advance transformational cross-sector technologies and innovations needed to reduce industrial energy use and GHG emissions through high-impact applied research, development, and pilot-scale technology validation and demonstration projects. The RD&D activities to be funded under this FOA will advance the strategies identified in DOE’s Industrial Decarbonization Roadmap and will support the goals of the Industrial Heat Shot, ultimately helping put the nation on a pathway to achieve net-zero carbon emissions by 2050.

The Topic Areas included in this FOA are:

DE-FOA-0003212: Notice of Intent (NOI) to Issue Hydrogen and Fuel Cell Technologies Office Funding Opportunity Announcement to Advance the National Clean Hydrogen Strategy

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Hydrogen and Fuel Cell Technologies Office, a funding opportunity announcement (FOA) entitled “Hydrogen and Fuel Cell Technologies Office FOA to Advance the National Clean Hydrogen Strategy.”

Clean hydrogen and fuel cell technologies are important elements of a comprehensive energy portfolio, particularly for use in hard-to-decarbonize sectors of the economy (such as heavy-duty transportation and industrial applications) and to enable long duration energy storage for a clean electric grid. These elements directly support the Administration’s goals of achieving carbon pollution-free electricity by 2035 and net-zero emissions economy-wide by no later than 2050, benefiting all Americans.

This FOA supports the vision outlined in the U.S. National Clean Hydrogen Strategy and Roadmap, affordable clean hydrogen for a net-zero carbon future and a sustainable, resilient, and equitable economy. The FOA will target Research, Development, Demonstration & Deployment (RDD&D) topics critical to enabling increased adoption of clean hydrogen across sectors, particularly in heavy-duty (HD) vehicles and other heavy-duty transportation applications, which supports the U.S. National Blueprint for Transportation Decarbonization, including the buildout of fueling corridors. Increased adoption of hydrogen technologies will help achieve economies of scale and drive down costs, directly supporting DOE’s Regional Clean Hydrogen Hubs (H2Hubs) Program, an $8 billion federal investment to create networks of hydrogen producers, consumers, and local connective infrastructure to accelerate the use of hydrogen as a clean energy carrier. Improvements in clean hydrogen technologies will also contribute to the long-term viability of the H2Hubs and other commercial-scale deployments. Activities funded under this FOA will also align with the H2@Scale Initiative, which aims to advance affordable hydrogen production, transport, storage, and utilization to enable decarbonization and revenue opportunities across multiple sectors. The FOA’s objectives support DOE’s Hydrogen Shot goal, which targets affordable clean hydrogen production at $1/kg within a decade. In addition to RD&D topics, this FOA will focus on enabling hydrogen deployments through safety and permitting support, equitable community engagement, and developing strategies for effective community benefits.

Hydrogen and fuel cells can help create opportunities and benefits for communities that have been historically underserved, such as improving air quality, providing resiliency, and creating jobs, including good-paying union jobs. Consistent with DOE’s commitment to benefit all Americans, this anticipated FOA will encourage the participation of underserved communities and underrepresented groups.

DE-FOA-0003103: Strategies to Increase Hydropower Flexibility

This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) on behalf of the Water Power Technologies Office (WPTO).

This FOA supports three complementary strategies for increasing the flexibility of hydropower: demonstrating hydropower hybrids, supporting innovative advanced hydropower equipment, and developing new operational strategies. WPTO’s HydroWIRES Initiative seeks to understand, enable, and improve the contribution of hydropower, including pumped storage hydropower (PSH) to reliability, resilience, and integration in the rapidly evolving U.S. electricity system. Hydropower’s flexibility is central to enhancing all these contributions. Through these three topics, this FOA will develop a suite of advancements that improve hydropower flexibility at multiple scales: improved components within the plant, improved hybridized capabilities at the plant interconnection, and improved operations across the fleet.

DE-LC-000L110: FY24 Technology Commercialization Fund Base Annual Appropriations Core Laboratory Infrastructure for Market Readiness Lab Call

This lab call represents the combined effort of fourteen different U.S. Department of Energy (DOE) program offices and the Office of Technology Transitions (OTT). This solicitation offers an opportunity for private industry to partner with DOE’s National Labs to advance energy-related National Lab-developed technology toward commercialization and to reduce the barriers to commercializing lab-developed energy-related technologies and IP. The intent is to increase the volume and speed to which energy-related lab-developed technologies make it to market from an improved lab commercialization ecosystem.

For Fiscal Year 2024 (FY24), DOE continues to implement the previous year’s (FY23) approach for TCF Base Annual Appropriations addressing persistent barriers, bridging known gaps that deter the commercialization of laboratory technologies, and identifying where improvements are still needed. The intent of the Commercialization Enabling Topics (Topics 1, 2, 3, 5, and 6 of this lab call) is to fill in missing infrastructure pieces and strengthen those already there by addressing core commercialization challenges, barriers, and gaps, as well as their root causes (inside and outside of the labs). Additionally, the lab call will seek proposals from DOE’s National Labs to advance the commercialization of individual energy-related technologies (Topic 4).

DE-FOA-0003137: Notice of Intent to Issue: Funding Announcement Number DE-FOA-0003072

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Bioenergy Technologies Office and the Vehicles Technologies Office, a Funding Opportunity Announcement (FOA) entitled “WASTE: Waste Analysis and Strategies for Transportation End-uses”.

If issued, this FOA will support the development of planning and strategies for utilizing organic waste as a feedstock for various transportation fuel end products. For many communities, organic waste streams present a variety of economic, environmental, and social sustainability challenges. These waste streams include food waste, municipal wastewater sludges, animal manure, fats, oils, and greases. There are significant costs associated with management of organic waste, including treatment, stabilization, hauling, and disposal costs or tipping fees. These waste streams also represent major sources of greenhouse gas emissions and contribute to other environmental issues including air and water quality degradation. Increasingly, State and local laws and regulations are requiring that organic waste streams be diverted from landfills, necessitating the implementation of new processing strategies and development of novel business models to meet these requirements.

Municipal entities and local transit authorities also have significant local demand for the energy that can be derived from these waste streams. There are examples where waste-derived biogas or renewable natural gas[1] (RNG) are being used to fuel bus fleets and trash collection vehicles or produce hydrogen for hydrogen-fueled vehicles. These opportunities are often community-specific, and the planned FOA is intended to help communities realize these or similar synergies between waste infrastructure and sustainable transportation needs. Permissible fuels from projects funded under this FOA could include renewable natural gas, partially upgraded biogas, hydrogen, biocrude, renewable diesel, renewable di-methyl-ether, or others.

[1] Note: unless otherwise indicated, for purposes of this FOA, “renewable natural gas” is biogas that has been upgraded to pipeline standard gas and/or another pipeline-transportable, fungible standard.

Recognizing that communities may be at different stages in their planning efforts, the planned FOA will seek a phased approach to achieve the outcomes described above. Topic Area 1 is intended to support feasibility studies. For communities that may have already identified potential solutions for their waste/transportation needs, Topic Area 2 would support more detailed engineering design work to position these entities for future projects and demonstrations.

It is therefore anticipated the FOA may include the following Areas of Interest:

Topic Area 1 is aimed at helping move communities beyond a conceptualization phase by supporting in-depth feasibility analysis relating to waste-to-fuels approaches. While technical assistance programs can accomplish some of these objectives, direct financial assistance can close this capacity gap.

Topic Area 2 is targeted toward communities that have previously completed feasibility analyses and are seeking funding to further refine their project concept. Lack of municipal and non-profit staff capacity and availability of funding often puts detailed design work out of reach for many communities; Topic Area 2 is intended to close that gap for completing detailed engineering design. Topic Area 2 will also allow a limited amount of experimental work, intended to generate the data required to refine the engineering design and/or data needed for permitting or air quality analysis. The experimental work can either take place on-site or be done remotely, provided the waste streams being used are sourced from the recipient community. Model waste streams will not be permitted. The use of real waste streams (as opposed to model waste streams) will increase the likelihood of technical success by ensuring the process is sufficiently robust.

This Notice is issued so that interested parties are aware of the EERE’s intention to issue these FOAs in the near term. All of the information contained in this Notice is subject to change. EERE will not respond to questions concerning this Notice. Once the FOAs have been released, EERE will provide an avenue for potential Applicants to submit questions.

To help inform DOE’s implementation of BIL funds under the provision referenced above, this RFI seeks input on: 1) Siting challenges of wind energy developers related to radar interference, 2) Potential mitigation technologies at the radar and/or turbine level that currently exist or are in development to address wind turbine-radar interference, 3) Commercialization and market adoption of wind-radar interference mitigation measures, and what obstacles need to be overcome to accelerate commercialization and maximize adoption and 4) BIL Provisions and Requirements and Buy America Requirements. The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Building Technologies Office (BTO), a Funding Opportunity Announcement (FOA) titled “Buildings Energy Efficiency Frontiers & Innovation Technologies (BENEFIT) – 2024”.

The 2024 BENEFIT FOA will invest up to $30M (subject to appropriations) across four topic areas:

Topic 1: Heating, Ventilation, and Air Conditioning and Water Heating

Technologies with improved materials, components, equipment design, and engineering, lower cost manufacturing processes, and easier installation.

Topic 2: Innovative, Replicable, and Low-Cost Roof and Attic Retrofits

Technologies for affordable and scalable roof and attic retrofits that improve energy efficiency and address air and water infiltration.

Topic 3: Building Resilience and Capacity Constraints

Novel approaches to maintain essential loads during blackouts and add power capacity to buildings without the need for major infrastructure upgrades; localized thermal management systems and thermally resilient building envelopes to provide cooling and overheating protection against extreme heat events.

Topic 4: Commercial Lighting Retrofit Advancements

Low-cost, high-quality retrofit solutions for lagging sectors in energy-efficient lighting adoption (schools, certain commercial buildings).

The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE), through its Solar Energy Technologies Office (SETO), is issuing a request for information (RFI) on technical challenges and opportunities for grid integration of solar energy systems and other inverter-based resources that include photovoltaics (PV) and energy storage facilities connected to bulk power systems, distribution systems, microgrids, and behind-the-meter systems. This RFI intends to solicit stakeholder feedback from industry, academia, research laboratories, government agencies, end-user groups, and other relevant organizations related to the cost-effective and reliable integration of solar and other variable and power-electronic based energy sources onto the electric grid. Some topic areas are specific to solar and battery energy storage, while others may be relevant to multiple variable or inverter-based resources. This feedback will help EERE and SETO identify key challenges, assess technology gaps, determine research needs and priorities, and develop new research, development, and demonstration (RD&D) initiatives to support rapid solar deployment and the smooth transition to a reliable, secure, resilient, and decarbonized grid of the future. DE-FOA-0003205: Notice of Intent to Issue Funding Opportunity DE-FOA-0003206: IEDO Fiscal Year 2024 Cross-Sector Technologies FOA

This notice is intended to announce a potential FOA that will aim to advance the strategies identified in the Industrial Decarbonization Roadmap and support the goals of the Industrial Heat Shot™ through a focus on cross-sector approaches for industrial decarbonization. Cross-sector technologies are decarbonization- enabling components, equipment, and systems that underpin processes and products across the industrial sector. Key themes of IEDO’s strategy for cross-sector technologies include:

1. Transforming electricity into useful industrial heat cost competitively and without putting undue stress on the grid;
2. Developing combustion systems that enable fuel switching to hydrogen and other low- carbon fuels;
3. Developing systems for the onsite production, storage, delivery, and recovery of energy;
4. Reducing barriers to the integration of low-carbon electricity with industrial loads;
5. Improving the energy efficiency of industrial processes; and
6. Reducing the energy used for industrial water and wastewater treatment.

The FOA will address a subset of these priorities, as described in the topics listed below. Topics 1 and 2 are anticipated to allow for multiple tiers of funding: a lower tier for research and development-only projects and a higher tier for projects that include scope for technology demonstration integrated into industrial operations. All topics are expected to allow applications between Technology Readiness Level (TRL) 3 and 7.

The FOA supports complementary strategies for increasing and improving the flexibility of hydropower at multiple scales.  WPTO’s HydroWIRES Initiative seeks to understand, enable, and improve the contribution of hydropower, including pumped storage hydropower (PSH) to reliability, resilience, and integration in the rapidly evolving U.S. electricity system. DE-FOA-0003182: Energy Program for Innovation Clusters (EPIC) Round 3

EPIC Round 3 Overview:

The Energy Program for Innovation Clusters (EPIC) Round 3 is a $4 million to $9 million (pending FY24 appropriations) program to support incubators developing new programs that support energy entrepreneurs and startups.

The U.S. Department of Energy (DOE’s) Office of Technology Transitions (OTT) developed EPIC to encourage robust growth of regional energy innovation ecosystems across the United States. Innovation ecosystems, or clusters, increase the productivity of startups, drive the direction and pace of innovation, and stimulate the formation of new businesses, which further reinforces the cluster itself.

In this program, (DOE) seeks to fund organizations that aid in the development of new business ventures, including incubators, accelerators, co-working startup communities, or any other organizations that self-identify as advocates for innovation and entrepreneurship. DOE encourages these organizations to compete in EPIC.

This program consists of five components:

1. Phase 1 - Prize Competition: Competitors will design a minimum viable program (MVP) and demonstrate that they have a plan, access to the right networks, and the skills and expertise to successfully implement their MVP. It is expected that during Phase 1, competitors solicit and incorporate feedback from key stakeholders on their program design to ensure they can start implementing quickly in Phase 2.

Any non-governmental entity that meets the eligibility requirements can apply to Phase 1. Winners will each receive a $150,000 cash prize.

2. Phase 2 – Prize Competition Resulting in a Cooperative Agreement: Only winners of Phase 1 are eligible to compete in Phase 2. In Phase 2, competitors will begin implementation of their MVP and should move as quickly as possible from MVP planning and program design to implementation. It is expected that by the end of Phase 2, competitors have recruited startups, successfully implemented a portion of their MVP, can speak to progress toward the metrics proposed in Phase 1, and have developed a 3-year plan to transition from MVP to full program.

Winners of Phase 2 will enter directly into negotiations with OTT for a $1,000,000 multiyear cooperative agreement to scale their MVP.

3. Cooperative Agreement: The cooperative agreement will provide the winners of EPIC Phase 2 with a multiyear, stable source of funding - contingent on satisfactory performance of agreed upon goals - to scale the highest potential EPIC MVPs to support energy tech startups and grow their regional innovation ecosystems. All cooperative agreements will be governed by 2CFR200 and 2CFR910.

4. Startup Pitch Competitions: As part of EPIC, OTT and NREL will host at least two national pitch competitions for energy-related startups. The competing startups will be nominated by EPIC winners (past and present). Competing startups must be focused on hard-tech development. $105,000 is available to energy-related startups for each pitch competition.

5. Bonus Prizes: EPIC is intended to serve as a scalable and replicable framework for efficiently deploying support to incubators serving energy entrepreneurs and startups. At any time, DOE Technical Program Offices may leverage this framework by sponsoring one or more Bonus Prizes up to $600,000 in additional prizes. These Bonus Prizes may be added to any of the three previous categories (Prize Competition, Cooperative Agreement, or Startup Pitch Competition). At this time there are not any current Bonus Prizes, but they may be added at any point. Any updates will be posted on the HeroX page.

Amendment 000001 - The purpose of this amendment is to extend the submission deadline for DE-FOA-0003157 Request for Information (RFI) Sustainable Aviation Fuel Grand Challenge Building Supply Chains from November 2, 2023 to November 17, 2023.

The Sustainable Aviation Fuel (SAF) Grand Challenge set forth long-term goals to reduce cost, enhance sustainability, and expand domestic production of sustainable aviation fuel. The SAF Grand Challenge Roadmap outlines a whole-of-government approach, with coordinated policies and specific activities, that should be undertaken by federal agencies to support achievement of both the 2030 and 2050 SAF Grand Challenge goals.

The SAF Grand Challenge Roadmap lists “Building Supply Chains” as one of six major action areas with the potential to impact the SAF Grand Challenge objectives. This action area encompasses an extremely complicated system of systems and this RFI seeks feedback from stakeholders to better understand the challenges facing critical elements within the SAF supply chain and to identify opportunities to enable the rapid development of effective supply chains capable of meeting future SAF demand.

Responses to this RFI must be submitted electronically to SAFSupplyChainRFI@ee.doe.gov no later than 5:00pm (ET) on November 17, 2023. Responses must be provided as attachments to an email. It is recommended that attachments with file sizes exceeding 25MB be compressed (i.e., zipped) to ensure message delivery. This effort not only promotes secure and sustainable practices but also creates valuable American manufacturing jobs. DE-LC-000L107: FY24 Spring Energy I-Corps Lab Call

The Office of Technology Transitions (OTT) is issuing this lab call to solicit proposals for the Energy I-Corps (EIC) program. The goal of EIC is to train researchers at the National Laboratories, plants, and sites to learn about market pathways for their technology. This call solicits proposals from National Laboratory, plant, and site technology transfer offices to participate in EIC, for researchers to develop skills in commercialization, and to investigate the market potential for DOE-funded technologies at a critical juncture on the path toward commercialization.

OTT expects to award up to $500K across Topics 1 and 3 in this instance of the EIC lab call. However, additional funding may be available based on proposals alignment with DOE program office goals. Decisions on Topic 2 funding will be made by individual DOE program offices and partner agencies.

DOE expects to select EIC projects in the following three topics:

Topic 1: EIC Pipeline Development - This topic seeks proposals for projects and programming that have the potential to directly increase participation in EIC Training Cohorts (Topic 2) in future EIC lab calls. Deadline - November 3, 2023; 3pm ET

Topic 2: EIC Training Cohort (Cohort 18) - This topic seeks team applications to participate in EIC Cohort 18. Selected teams of researchers will participate in an intensive two-month, curriculum-based program to learn the principles of the business model canvas, define value proposition, and identify customer segments. Teams will develop hypotheses on these elements and interview at least 75 stakeholders as part of the customer discovery process to iterate on their business model canvas and to better understand the market’s adoption readiness of the lab technology. Deadline - October 27, 2023; 3pm ET

Topic 3: Post EIC - This topic intends to support a small subset of the most promising EIC Training Cohort (Topic 2) graduates and U.S. National Science Foundation's Innovation Corps graduates who have a high likelihood of commercializing their National Lab, plant, site technology. The funds are not meant to support the teams’ full commercialization effort. Instead, the funds are intended to cover costs of the next actionable step in technology commercialization and facilitate the teams in reaching their next source of more substantive support to continue their commercialization journey. DE-FOA-0003058: Advancing U.S. Thin-Film Solar Photovoltaics

The Advancing U.S. Thin-Film Solar Photovoltaics FOA will focus on accelerating the capabilities of two thin-film photovoltaic (PV) technologies: metal-halide perovskite PV and cadmium telluride (CdTe) PV technologies. It will fund innovative industrial research and development (R&D) projects that will enable future commercialization of hybrid tandem perovskite PV, defined as a perovskite PV in combination with another technology such as silicon or CdTe. It will also fund industrial research, development, and demonstration (RD&D) projects across the materials, equipment, installation, and performance monitoring sectors to improve the competitiveness of the domestic CdTe PV industry. This FOA promotes American leadership in thin-film PV technology by promoting the domestic manufacture of thin-film PV modules. With this goal in mind, only for-profit entities and teams led by for-profit entities may apply to this FOA (see Section III.A for more details on eligibility criteria) and all work must be performed in the United States (see Section IV.I.iii. and Appendix C).

The activities under this anticipated FOA support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, the planned FOA would invest in research and development to support continued innovation and cost reduction for high-voltage direct current (HVDC) voltage source converter (VSC) transmission systems.This investment is intended to enable future cost-effective grid upgrades required to integrate increasing renewable energy generation on to the grid, both onshore and offshore.

DOE is compling a "Teaming Partner List" to facilitate the formation of new project teams for this FOA. DE-FOA-0003156: Development of Green Shipping Corridors Between the United States and the United Kingdom

The United States (U.S.) envisions green shipping corridors as maritime routes that showcase zero- and near zero- emission lifecycle fuels and technologies with the ambition to achieve zero greenhouse gas emissions across all aspects of the corridor in support of sector-wide decarbonization no later than 2050. Green shipping corridors can spur early and rapid adoption of these fuels and technologies placing the maritime industry on a pathway to full decarbonization.

Analysis has shown that achieving long-term decarbonization of the maritime industry to meet the International Maritime Organization’s (IMO) objective of reaching net-zero greenhouse gas (GHG) emissions from international shipping close to 2050 would require 5% of the international fuel mix be made up of well-to-wake zero- and near zero- emission fuels by 2030. To reach this tipping point, demonstration of not only standalone technologies, but entire shipping networks and systems is needed.

The U.S. and the United Kingdom (UK) are publishing simultaneous, but separate Requests for Information (RFIs) to help lay the groundwork for the establishment of green shipping corridors between the two countries. The purpose of this RFI is to solicit feedback from maritime stakeholders including ports, shippers, cargo owners, fuel producers, marine terminal operators (MTO), trade organizations, industry, academia, research laboratories, government agencies, and other stakeholders on issues related to the establishment of green shipping corridors between the U.S. and the UK.

Responses to this RFI must be submitted electronically to GreenShipping@ee.doe.gov no later than 5:00pm (ET) on September 29th, 2023. Responses must be provided as attachments to an email. It is recommended that attachments with file sizes exceeding 25MB be compressed (i.e., zipped) to ensure message delivery. Responses must be provided as a Microsoft Word (.docx) attachment to the email, and no more than 10 pages in length, 12 point font, 1 inch margins. Only electronic responses will be accepted.

This is a Request for Information (RFI) issued by the U.S. Department of Energy (DOE) on behalf of the Advanced Materials and Manufacturing Technologies Office (AMMTO) and the Fossil Energy and Carbon Management Office (FECM). The intent of this RFI is to better understand the perceived value of high-performance computing (HPC) capabilities to manufacturers and the experiences of companies that have interacted with the High Performance Computing for Energy Innovation (HPC4EI) program.

The purpose of this RFI is to solicit feedback from the public, including key stakeholders in the manufacturing sector, especially from small and medium-sized manufacturers (SMMs) based in the U.S., past participants in funded programs through the DOE HPC4EI initiative, including HPC4Mfg (Manufacturing) and HPC4Mtls (Materials), and companies that may have an interest in participating in future HPC4EI programs.

This RFI is not a Funding Opportunity Announcement (FOA); therefore, DOE is not accepting applications at this time. This FOA calls for diverse teams to assess impact of the developed technologies on all the life stages of PV systems in terms of energy use, cost, and environmental impact. The holistic technological solutions developed in the projects funded by this FOA will facilitate rapid growth of PV deployment in the U.S. in the next decade.

Topic Area 1: MORE Connection: Connecting PV Materials, Design, Installation, Performance, and End of Life

This Topic Area will use $12 million of non-Bipartisan Infrastructure Law (BIL) funding to fund collaborations of diverse stakeholders who can bring expertise from all life stages of the PV system lifecycle to reduce cost and lifecycle impacts of a PV system and its components, including co-located storage. Projects funded in this topic area will develop technology and design solutions to optimize the interconnected energy, economic, and environmental impact metrics in pursuit of rapid and sustainable scale-up of PV technologies.

Specific areas of interest include:

· Design of PV systems and PV system components that minimizes the use of materials, especially critical materials.

· Development of characterization and non-destructive testing of bill of materials (BOM) of PV system components throughout their life.

· Development and implementation of holistic design for engineering, procurement, and construction (EPC) of PV systems that can simultaneously optimize energy, economic, and environmental metrics during the system’s useful life under relevant operating conditions, in a high deployment environment.

· Scalable hardware and software solutions for robust, error-free, low-maintenance tools, components, and methods for installation, quality management, and maintenance.

Topic Area 2: Solar Partnership to Advance Recycling and Circularity (Solar PARC)

This topic area uses funds designated by the BIL and seeks to fund one research partnership at a maximum of $8 million dedicated to improving materials recovery efficiency and developing safe end-of-life (EOL) practices for PV system components, including modules, inverters, and other balance-of-system (BOS) components. The partnership will focus on technologies and methods to enable low-cost reuse, refurbishing, repair, and recycling of photovoltaic materials, and best practices for safe disposal of these materials, and will include data collection, analysis, and working groups to enable effective collaborations and technology transfer.

DE-FOA-0003057: Bipartisan Infrastructure Law: Silicon Solar Manufacturing, and Dual-use Photovoltaics Incubator

Mod 000001: Added “Applicant Education Services” section IV.A.ii.

This funding opportunity announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE), Solar Energy Technologies Office (SETO). Some of the awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL).

BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, drive the creation of good-paying union jobs, tackle the climate crisis, and ensure strong access to economic, environmental, and other benefits for disadvantaged communities. BIL appropriates more than $62 billion to the U.S. Department of Energy (DOE)4 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the technologies of tomorrow through clean energy demonstrations.

DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20505 to benefit all Americans.

This FOA will invest appropriations of $45 million over three years for development of new solar photovoltaics (PV) technologies to improve U.S. domestic manufacturing and competitiveness and secure our domestic energy supply chains.

The activities under this FOA are partly funded by BIL section 41007(c)(2)—the Advanced Solar Energy Manufacturing Initiative, which appropriates $20 million to carry out this activity, and was authorized by the Energy Act of 2020. In addition, appropriations from fiscal year 2023 will be used, authorized under Division Z Section 3004(b) of the Energy Act of 2020, (42 U.S.C. 16238(b)). These activities support the broader government-wide approach to strengthening critical domestic manufacturing and supply chains and to maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice. These BIL sections are focused on: Photovoltaics and Manufacturability of low cost, high quality solar systems

This funding opportunity has two topic areas. Topic 1 is focused on demonstration activities that support the domestic silicon PV module supply chain. Topic 2 is focused on RD&D and product development for dual-use PV with the aim of developing these market segments in the United States and increasing deployment.In both Topic Areas, SETO funding aims to retire technical, business, and market risks of solar hardware to validate pathways to commercial success through customer engagement and trials. Successful awardees will be well positioned to attract follow-on private investment, grow their businesses, generate revenue, and create jobs. This will help address SETO’s aims to support U.S. manufacturing across the solar value chain..

TPL-0000020: Teaming Partner List for DE-FOA-0003058: Advancing U.S. Thin-Film Solar Photovoltaics

This Teaming Partner List is for the Advancing U.S. Thin-Film Solar Photovoltaics Funding Opportunity Announcement (FOA). This FOA will focus on accelerating the capabilities of two thin-film photovoltaic (PV) technologies: metal-halide perovskite PV and cadmium telluride (CdTe) PV technologies. It will fund innovative industrial research and development (R&D) projects that will enable future commercialization of hybrid tandem perovskite PV, defined as a perovskite PV in combination with another technology such as silicon or CdTe. It will also fund industrial research, development, and demonstration (RD&D) projects across the materials, equipment, installation, and performance monitoring sectors to improve the competitiveness of the domestic CdTe PV industry. This FOA promotes American leadership in thin-film PV technology by promoting the domestic manufacture of thin-film PV modules. With this goal in mind, only for-profit entities and teams led by for-profit entities may apply to this FOA and all work must be performed in the United States.

The United States has world-leading domestic research and development (R&D) capabilities in thin-film PV across a multitude of universities and national laboratories. The United States is also in the process of rebuilding PV manufacturing equipment capabilities. It is expected that private for-profit entities, who are the target prime recipients for this FOA, will benefit greatly from developing strong partnerships with this ecosystem. As such, teaming arrangements are strongly encouraged.

This Teaming Partner List is available to facilitate the widest possible national participation in the formation of applicant teams for the FOA. The Teaming Partner List allows organizations that may wish to participate on a project to express their interest to other applicants and explore potential partnerships.

This FOA will encourage potential applicants to form partnerships with academia, national laboratories, other industry members, supply chain partners, equipment developers, and with institutions representing diverse individuals such as, but not limited to, tribal communities; minority-serving institutions (MSI), including historically black colleges and universities (HBCU) and other minority institutions (OMI); minority business enterprises; minority-, woman-, and veteran-owned businesses; entities located in an underserved community or through linkages with Opportunity Zones. Applicants are particularly encouraged to partner with a diverse set of organizations to advance demonstration and field-testing activities.

DE-FOA-0003060: Notice of Intent to Issue Funding Opportunity Announcement (FOA) “Advancing U.S. Thin-Film Solar”

The U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) intends to release the Advancing U.S. Thin-Film Solar Funding Opportunity Announcement (FOA) of up to $36 million for research, development, and demonstration projects on two major thin-film photovoltaic (PV) technologies: metal halide perovskite PV and cadmium telluride (CdTe) PV. This FOA will promote American leadership in thin-film PV technology, and the domestic manufacture of thin-film PV modules. This FOA will also support SETO in meeting Congressional direction provided in fiscal year 2023 to spend no less than $25 million each to support the advancement of both perovskite PV and CdTe PV technologies ($50 million in total). The FOA is expected to be released in September 2023 and is expected to be restricted to for-profit lead applicants.

Up to $20 million will fund projects on industrial perovskite PV research and development to enable future commercialization by reaching specific thresholds of efficiency, long-term reliability, manufacturability, and economic viability. Quantitative guidelines within the NOI describe what a competitive application is expected to include for a given funding level. This information is being communicated through the NOI so potential applicants can take advantage of the intervening time before a FOA is released to identify and fill possible gaps in their capabilities.

Up to $16 million will fund projects to advance cadmium telluride (CdTe) PV research, development, demonstration, and commercialization across the materials, equipment, installation, and performance monitoring supply chain to improve the competitiveness of the domestic CdTe PV technology industry.  

SETO anticipates to award 3 or more financial assistance awards in the form of cooperative agreements. These awards will last 18-36 months, with $3 million to 20 million federal share per project and a cost share requirement of 20-50%.

DE-FOA-0002897: Bipartisan Infrastructure Law (BIL) - Consumer Electronics Battery Recycling, Reprocessing, and Battery Collection

Amendment 000003: The purpose of this Amendment is to incorporate information about EPA webinars and training materials with guidance on how to effectively encourage behavior change for recycling education. See Section I.B. Topic Area 1.

This program will provide funding to support the recycling of consumer electronics batteries and battery-containing devices to help build a robust domestic critical material supply chain for EV batteries in the United States. The funding will accomplish this by: 1) Increase participation by consumers in recycling programs; 2) Improve the economics of consumer battery recycling to create a market for recycling, including battery recycling research, development, and demonstration activities to create innovative and practical approaches to increase the reuse and recycling of batteries; and 3) Increase the number of these programs, including state and local programs to assist in the establishment or enhancement of state consumer electronics battery collection, recycling, and reprocessing programs and to establish collection points at retailers.

DE-FOA-0003107: Zero-Emission Shipping Mission (ZESM): Progression to Net-Zero Emission Fuels State of the Industry

The maritime industry set a goal to transition to net-zero emission fuels by 2050. This transformation requires coordination among all aspects of the shipping supply chain including feedstock supply, alternative fuel production, ship and engine manufacturers, port management, safety implementation, and government regulation. One of the largest and most nuanced discussions around emissions reduction is which alternative fuel(s) to utilize, which have primarily included biofuels (biodiesel, renewable diesel, bio-intermediates/residuals), renewable natural gas (RNG), methanol, hydrogen, and ammonia. Each fuel comes with its own set of regionally-sensitive advantages and disadvantages. This has made selection of future fuels extremely difficult and is one reason why the Mission Innovation: Zero Emission Shipping Mission (ZESM), which the United States co-leads with Norway, Denmark, the Global Maritime Forum, and the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping, was formed.

To date, the ZESM created and published our Industry Road Map and Action Plan. The purpose of this RFI is to understand the maritime industry’s current alternative fuels trajectory, the driving forces behind it, and the key barriers to achieving this transition to ensure the current ZESM Industry Road Map and Action Plan still align. ZESM co-lead, the Global Maritime Forum recently released the results of a 2022 survey, titled “The shipping industry’s fuel choices on the path to net zero”, which focused on shippers and a subset of alternative fuels. This RFI intends to supplement this survey and is an attempt to aggregate knowledge from stakeholders to help direct actions regarding future fuels. This is solely a request for information and not a Funding Opportunity Announcement (FOA).

The Water Power Technologies Office (WPTO) is issuing this Funding Opportunity Announcement (FOA) “Bipartisan Infrastructure Law (BIL), Section 41006(a)(2): U.S. Tidal Energy Advancement” to significantly advance the state of tidal and/or current technologies in the U.S. Awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act[1], more commonly known as the Bipartisan Infrastructure Law (BIL).

DE-TA2-0002845: Bipartisan Infrastructure Law (BIL), Section 41006(a)(2) U.S. Tidal Energy Advancement

Modification 0003:

The purpose of this modification is to include language for TA2 applications outlining requirements for Letters of Intent, Letters of Support, and Letters of Commitment on page 45 and to update Letters of Commitment language in Section IV.D.iv on page 94. These are required for TA2.

Modification 0002:

The purpose of this modification is to clarify language to:

Better distinguish between site market transformation and technology transformation plan (pages 20, 27, 28, 38, 121, 121).

Further clarifying teaming arrangements in full applications between site developer and technology developers, demonstrating past successful relevant experiences and further demonstrating commitments between partners (page 124).

Highlight of the importance of site commercialization and technology integration, removing potentially confusing references to any 'product' commercialization (page 121).

Highlight stakeholder support to commercialization of the site in the Industry Adoption Plan (page 122).

Modification 0001:

Topic Area 2 Applicants only

The Water Power Technologies Office (WPTO) is issuing this Funding Opportunity Announcement (FOA) “Bipartisan Infrastructure Law (BIL), Section 41006(a)(2): U.S. Tidal Energy Advancement” to significantly advance the state of tidal and/or current technologies in the U.S. Awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act[1], more commonly known as the Bipartisan Infrastructure Law (BIL).

Through this FOA, DOE will invest $35,000,000 under Section 41006(a)(2) to fund the first large-scale investment for the development of a pilot tidal and/or current Research, Development and Demonstration (RD&D) site in the U.S., with the aim to position tidal and/or current energy generation as a key clean energy contributor ready for net-zero emissions power sector while creating good jobs. An additional $10,000,000 under Section 41006(a)(2) will be invested in a community-led tidal and/or current energy project, where balancing community energy priorities and technology innovation will accelerate tidal and current energy technologies for the generation of power to promote the resilience and economic development of coastal communities.

DE-FOA-0003084: Notice of Intent to issue Critical Materials Assessment Request for Information

The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) number DE-FOA-003085 regarding the DOE Critical Materials Assessment for energy. This RFI seeks public comment to improve the DOE Critical Materials Assessment including the methodology inclusive of the underlying data and assumptions, results, and draft list of critical materials. Specially, this RFI seeks input on the following categories: (1) Data and information to support revision of the analysis and (2) Improvements to the methodology.


This Notice of Intent (NOI) is for informational purposes only. Any information contained in this NOI is subject to change. Questions and comments regarding this NOI are not being sought and will not be accepted for consideration at this time.


EERE plans to issue the RFI on or about May 31, 2023 via the EERE eXCHANGE website https://eere-eXCHANGE.energy.gov/. This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Solar Energy Technologies Office (SETO). This FOA will advance the Biden Administration’s goals to achieve carbon pollution-free electricity by 2035 and to “deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050” to the benefit of all Americans.

The research, development, and demonstration (RD&D) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving innovations that can lead to the large-scale deployment of clean energy technologies.

This FOA will fund research in three (3) Topics Areas that develop technologies to address emerging challenges and enhance the benefits of variable renewable energy sources (VRE), inverter-based resources (IBR), and distributed energy resources (DER), in utility long-term planning activities and the daily operation of the grid. The new state-of-the-art planning and operations tools developed under this FOA will enable solar energy to be more optimally utilized over time and allow it to be utilized in place of traditional generation, providing Americans with more cheap and secure sources of clean energy.

Topic Area 1: System Planning Tools for Future Power Systems

This topic seeks to improve the long-term planning process of the bulk power grid by incorporating the unique features of VRE and new technologies that support VRE into the planning process.

Topic Area 2: Variability Management in Grid Operations

Projects funded under this topic area will develop tools for grid operators to optimally utilize and control IBR connected to the bulk power grid, as well as large numbers of DER, to achieve a more reliable and predictable grid with high penetrations of VRE.

Topic Area 3: Rapid System Health and Risk Assessment Tools for Grid Operators

This topic seeks to develop software tools, and the data systems that support them, for grid operators to identify emerging system risks that are driven by the faster dynamics and uncertain operating states of IBR.
