DE-FOA-0002168: ENERGY INFRASTRUCTURE DEPLOYMENT ON TRIBAL LANDS - 2020

This Funding Opportunity Announcement (FOA) is consistent with the principles of tribal sovereignty and self-determination, and with an all of-the-above energy strategy that recognizes the breadth of energy resources on Tribal Lands, and each Tribe’s right to use them as they see fit. Projects sought under this FOA are fuel and technology neutral. Specifically, DOE’s Office of Indian Energy is soliciting applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations to:

(1) Install energy generating system(s) and/or energy efficiency measure(s) for Tribal Building(s) (Topic Area 1); or,

(2) Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or,

(3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or,

(4) Deploy energy infrastructure and integrated energy system(s) to electrify Tribal Buildings (Topic Area 4).

Applications from a consortium of Indian Tribes (Tribal Consortium) will be accepted but must be submitted by a single Indian Tribe acting as the Applicant and representing the Consortium. Applications may also be submitted on behalf of Indian Tribe(s) by an authorized Tribal Organization, provided evidence of that authority is included as part of the application.

The intended results of the 50% cost-shared projects selected under this FOA are to reduce or stabilize energy costs and increase energy security and resiliency for Indian Tribes and tribal members.

DOE expects to make approximately $3.5 million to $15 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. The actual level of funding, if any, depends on Congressional appropriations. DOE anticipates making approximately 5 to 15 awards under this FOA. DOE may issue awards in one, multiple, or none of the topic areas.

Informational Webinar:

An informational webinar was held on December 10, 2019 to provide information on the FOA to potential applicants. In addition to describing the FOA in detail, information was provided on who is eligible to apply, what an application needs to include, cost share and other requirements, how to ask questions, and how applications will be selected for funding. If you were unable to attend the webinar, please see links to the webinar presentation below:

DE-FOA-0002167: Notice of Intent to Issue Funding Opportunity Announcement No. DE-FOA-0002168 Energy Infrastructure Deployment on Tribal Lands - 2020

Notice of Intent (NOI) to Issue Funding Opportunity Announcement No. DE-FOA-0002168 Energy Infrastructure Deployment on Tribal Lands – 2020

The Department of Energy’s (DOE’s) Office of Indian Energy is charged by Congress under the Indian Tribal Energy Development and Self Determination Act of 2005 (Energy Policy Act of 2005 (EPAct 2005), Title V, § 502, codified at 42 USC § 7144e and 25 USC § 3501 et seq.), to “provide, direct, foster, coordinate, and implement energy planning, education, management, conservation, and delivery programs that –

(1) Promote Indian tribal energy development, efficiency, and use;

(2) Reduce and stabilize energy costs;

(3) Enhance and strengthen Indian tribal energy and economic infrastructure relating to natural resource development and electrification; and

(4) Bring electric power and service to Indian land and homes for tribal members located on Indian lands or acquired, constructed, or improved (in whole or in part) with Federal funds.” 42 USC § 7144e(b).

Through this planned Funding Opportunity Announcement (FOA), DOE’s Office of Indian Energy will be continuing its efforts to maximize the deployment of energy solutions for the benefit of American Indians and Alaska Natives and help build the knowledge, skills, and resources needed to implement those energy solutions.

Specifically, DOE’s Office of Indian Energy may solicit applications from Indian Tribes, which, for purposes of this NOI, include Alaska Native Regional Corporations and Village Corporations and Tribal Energy Resource Development Organizations to:

Install energy generating system(s) and/or energy efficiency measure(s) for tribal building(s) (Topic Area 1); or,

Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or,

Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or,

Deploy energy infrastructure or integrated energy system(s) to electrify tribal buildings (Topic Area 4).

DOE envisions awarding multiple financial assistance awards in the form of grants. The estimated period of performance for each award will be approximately from one (1) to two (2) years, but no longer than three (3) years including a 12 month mandatory verification period.

This Notice is issued so that interested parties are aware of DOE’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. DOE will not respond to questions concerning this Notice. However, once the FOA has been released, DOE will provide an avenue for potential Applicants to submit questions.

DOE’s Office of Indian Energy plans to issue the FOA on or about October or November 2019 via the EERE Exchange website (https://eere-exchange.energy.gov/). If Applicants wish to be notified when the FOA is issued, they should subscribe to the DOE Office of Indian Energy email list on the website homepage (www.energy.gov/indianenergy). When the FOA is released, applications will be accepted only through EERE Exchange. NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE.

This is a Notice of Intent (NOI) only. DOE may issue a FOA as described herein, may issue a FOA that is significantly different than the FOA described herein, or DOE may not issue a FOA at all.

DE-FOA-0001535: Fiscal Year (FY) 2016 Vehicle Technologies Multi-Topic Funding Opportunity Announcement

***Amendment 000003 to DE-FOA-0001535***

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Vehicle Technologies Office (VTO), this FOA entitled “Fiscal Year (FY) 2016 Vehicle Technologies Multi-Topic Funding Opportunity Announcement”.

This FOA will include three (3) areas of interest: 1) Plug-in Electric Drive Vehicle Program, 2) Direct Injection Propane Engine and 3) Alternative Fuel Vehicle Community Partner Projects. These topics will be detailed in later sections of this FOA.

This FOA supports DOE’s strategic goal of protecting the U.S. national and economic security by reducing imports and promoting a diverse supply of reliable, affordable, and environmentally sound energy. More specifically this FOA helps to achieve, by 2020, U.S. petroleum reduction of over 2.5 billion gallons per year through voluntary adoption of alternative fuel vehicles and infrastructure.

This goal will be achieved by reducing petroleum consumption through vehicle efficiency technologies; replacing petroleum fuels with alternative fuels, non-petroleum fuel blends, and electric drive technology vehicles; and reducing petroleum consumption through idle reduction technologies as well as through reduction in personal vehicle miles traveled or other means.
