DE-FOA-0002206: Connected Communities

A Connected Community (CC) is a group of grid-interactive efficient buildings GEB with diverse, flexible end use equipment and other distributed energy resources (DERs) that collectively work to maximize building, community, and grid efficiency. Under this FOA, DOE will select a portfolio of “Connected Community” projects totaling up to $65 million in varying climates, geographies, building types, building vintages, DERs utility/grid/regulatory structures and resource bases. Through funding these projects, DOE hopes to find and share technical and market solutions that will increase demand flexibility and energy efficiency.

Modification 0001: The purpose of this modification was to add Section I.C.: Teaming List, to page 18 of the FOA.

Modification 0002: The purposes of this modification were to:
1. Remove the down select language under section II.A.i. Award Information, Estimated Funding on page 20;
2. Clarify language around the Open Source Software Distribution Plan on page 46 to make it encouraged but not required;
3. Replace Appendix H - Project Evaluation.

Modification 0003: The purposes of this modification were to:
1. Extend the Concept Paper submission due date to be March 3, 2021;
2. Extend the Full Application submission due date to be March 17, 2021.

Questions regarding the FOA must be submitted to CCPilotsFOA@ee.doe.gov

Answer to questions will be posted to an excel spreadsheet found in the announcement Documents section of the FOA posting.

EERE Exchange is designed to enforce the deadlines specified in this FOA. The “Apply” and “Submit” buttons will automatically disable at the defined submission deadlines. Should applicants experience problems with EERE Exchange, the following information may be helpful.

Applicants that experience issues with submission PRIOR to the FOA deadline: In the event that an applicant experiences technical difficulties with a submission, the applicant should contact the EERE Exchange helpdesk for assistance (EERE-ExchangeSupport@hq.doe.gov). The EERE Exchange helpdesk and/or the EERE Exchange system administrators will assist applicants in resolving issues.

Applicants that experience issues with submissions that result in late submissions: In the event that an applicant experiences technical difficulties so severe that they are unable to submit their application by the deadline, the applicant should contact the EERE Exchange helpdesk for assistance (EERE-ExchangeSupport@hq.doe.gov). The EERE Exchange helpdesk and/or the EERE Exchange system administrators will assist the applicant in resolving all issues (including finalizing submission on behalf of and with the applicant’s concurrence). Please note, network traffic is at its heaviest during the final hours and minutes prior to submittal deadline. Applicants who experience this during the final hours or minutes and are unsuccessful in uploading documents will not be able to use this process.

DE-FOA-0002249: Notice of Intent to Issue Funding Opportunity Announcement No. DE-FOA-0002206 Connected Communities

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Building Technologies Office (BTO), a Funding Opportunity Announcement (FOA) entitled “Connected Communities.” The goal of this planned FOA would be to demonstrate the ability of efficient buildings to interact with the grid to provide demand flexibility. This includes the ability to shift and modulate load in both existing and new communities across diverse climates, geography, building types and grid/regulatory structures, while maintaining (if not enhancing) occupant satisfaction and productivity. This builds on BTO’s current Grid-Interactive Efficient Buildings (GEB) work. Improving the energy efficiency and demand flexibility of buildings alleviates pressure on the electric grid and extends our energy resources.

The purpose of this Notice is to provide potential applicants advance notice that the Buildings Technologies Office, on behalf of the DOE Office of Energy Efficiency and Renewable Energy (EERE), intends to issue a FOA titled, Connected Communities. NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent. Prospective applicants to the FOA should begin developing partnerships, formulating ideas, and gathering data in anticipation of the issuance of this FOA. It is anticipated that this FOA will be posted to EERE Exchange August 2020.
