DE-FOA-0001081: Marine and Hydrokinetic (MHK) Demonstrations at the Navy's Wave Energy Test Site (WETS)

The purpose of this modification is to increase the page limit of the Technical Volume to 25 pages and update the Technical Volume Table sections to denote pages advised per section versus a percentage in Section IV.C.


The Water Program is seeking applications from wave energy conversion technology developers that are in advanced stages of technology development and are prepared to design, build and test technology at close to full-scale in the ocean environment.  This FOA seeks to deploy two (2) wave energy converter (WEC) systems, one at each of the Department of Navy’s Wave Energy Test Site (WETS) berths located at 60 meters and 80 meters depths in Kaneohe, HI for testing, evaluation and comparison of performance, reliability and levelized cost of energy (LCOE).  This effort will provide the industry with the opportunity to test the most current and effective technology archetypes.  Project results will be used to inform the Program's research and development portfolio planning, provide data for validating design and cost models and tools, and identify deployment issues that can be addressed through government action.  Through this initiative, DOE and the Navy will collect important performance and cost data, while supporting the Department of Defense's renewable energy goals.  A comprehensive set of measurements will be taken over the duration of the deployment to enable quantitative comparisons of WEC system performance and reliability.  Metrics of success include annual energy production, availability, reliability, operations and maintenance cost, and overall LCOE.

The funding opportunity will be conducted in two budget periods.  During Budget Period I, the recipient will plan and design the WEC system and start necessary permitting and DOE’s National Environmental Policy Act (NEPA) process for demonstration at WETS.  Budget Period II activities will include final permitting, fabrication, deployment and testing of the WEC system for approximately 12 months at the Navy’s WETS.

The purpose of this Notice is to provide potential applicants advance notice that the Wind & Water Power Technologies Office (WWPTO), on behalf of the DOE Office of Energy Efficiency and Renewable Energy (EERE), intends to issue a FOA titled, “Competitive Marine and Hydrokinetic (MHK) Demonstrations at the Navy's Wave Energy Test Site (WETS)”.

Testing, evaluation, and comparison of multiple close to full-scale wave energy conversion (WEC) systems will help industry identify and focus on the most promising device archetypes.  This FOA intends to support the deployment of two WEC systems for a period of approximately one year at water depths of approximately 60 and 80 meters at the Navy’s WETS in Kaneohe, HI, for comparison of performance, reliability, and levelized cost of energy (LCOE).

NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent.  EERE will not respond to questions concerning this Notice. Once the FOA has been released, EERE will provide an avenue for potential Applicants to submit questions. Prospective applicants to the FOA should begin developing partnerships, formulating ideas, and gathering data in anticipation of the issuance of this FOA. It is anticipated that this FOA will be posted to EERE Exchange in the second quarter of calendar year 2014.  All of the information contained in this Notice is subject to change.

DE-FOA-0000705: In-Water Wave Energy Conversion (WEC) Device Testing Support

The Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Wind and Water Power Program (WWPP), is issuing a Funding Opportunity Announcement (FOA) entitled “In-Water Wave Energy Conversion (WEC) Device Testing Support.”

The DOE is working closely with The Department of Navy (Navy) to support and promote wave energy technologies. This FOA will support the testing of one WEC device at the Navy’s existing 30m Wave Energy Test Site (WETS) located at Marine Corps Base Hawaii (MCBH), Kaneohe Bay, Hawaii. Only WEC buoy (point-absorber) device types are being considered for funding at this time.

The purpose of this Notice is to provide potential applicants advance notice of a proposed upcoming FOA initially titled “In-Water Wave Energy Conversion (WEC) Device Testing Support.”  NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE.  Prospective applicants to the FOA should begin developing partnerships, formulating ideas, and gathering data in anticipation of the issuance of this FOA.  It is anticipated that this FOA will be posted to EERE Exchange in FY12.  Please do not respond or submit questions in response to this Notice of Intent.

On behalf of the DOE Office of Energy Efficiency and Renewable Energy (EERE), the Wind and Water Power Program (WWPP) intends to issue a Funding Opportunity Announcement titled “In-Water Wave Energy Conversion (WEC) Device Testing Support.”

DOE intends to fund one industry-led project that will deploy a long-term (one year) in-water WEC device.  The device will be deployed at the Navy Wave Energy Test Site (WETS) facility in Kaneohe Bay on the Hawaiian Island of Oahu.
