The
U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP),
within the Office of Energy Efficiency and Renewable Energy (EERE), works with
key individuals to accomplish energy change within organizations by bringing
expertise from all levels of project and policy implementation to enable
Federal agencies to meet energy-related goals and to provide energy leadership
to the country. The Assisting Federal Facilities with Energy Conservation
Technologies (AFFECT) Funding Opportunity Announcement (FOA) will provide
direct funding to Federal agencies for the development of capital projects to
initiate, supplement, improve or otherwise increase the viability and
deployment of energy efficiency and renewable energy investments at U.S.
Federal government-owned facilities. The intent of the AFFECT FOA is for these
capital projects to help facilitate the wider adoption of these technologies at
other Federal facilities. Using the authority provided in Public Law 102-486,
funding provided under the AFFECT FOA will implement FEMP’s continuing efforts
to promote widespread energy efficiency and renewable energy technology
deployment in the Federal sector. Projects selected for funding under the
AFFECT FOA will support FEMP’s ongoing effort to build agency capacity through
project implementation, encourage energy cost savings, and promote significant
recipient involvement through cost leveraging from both Federal and non-Federal
sources.
There
are two topic areas to which an application may be submitted under this FOA: 1)
Combined Heat and Power (CHP) and 2) Renewable Energy.

- Under "General" and in the field "Organization Type", please select "Government Owned and Operated (GOGO)" from the drop-down menu for U.S. Federal Agencies and Sub-Agencies. National Laboratory Contractors may select "Federally Funded Research and Development Center (FFRDC)" if applicable.
- Under "Funds and Costs" and in the field "Federal Share", please enter the amount of proposed funds requested from FEMP.
- Under "Funds and Costs" and in the field "Non-Federal Share", please enter the amount of proposed cost leverage.
- After filling in the initial blanks for the "Letter of Intent", proceed to the "Full Application" page to upload your "1-page Letter of Intent" described in the FOA. Once the letter of intent has been uploaded, there will be no confirmation. However, EERE Exchange will be alerted that a LOI has been uploaded. Please note do not click "Submit" after uploading your "Letter of Intent File". You will be able to upload the remaining application documents from this page before submitting the full application package.
