DE-FOA-0001574 Assisting Federal Facilities with Energy Conservation Technologies 2016 Funding Opportunity Announcement (FOA) Federal Energy Management (FEMP) 6/27/2016 05:00 PM ET 8/4/2016 05:00 PM ET

DE-FOA-0001574: Assisting Federal Facilities with Energy Conservation Technologies 2016

NOTICE:  The submission deadline for Full Applications has been extended to 08/04/2016, 5:00pm ET.  Please see updated Modification 00001 of the Funding Opportunity Announcement below for additional changes.

As part of DOE’s Office of Energy Efficiency and Renewable Energy (EERE), the Federal Energy Management Program (FEMP) works with key individuals to accomplish energy change within Federal agencies. By bringing expertise from all levels of project and policy implementation, FEMP assists Federal agencies to meet energy-related goals and provide energy leadership to the country. The Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) Funding Opportunity Announcement (FOA) 2016 will provide direct funding to Federal agencies for the development of an institutionalized process to initiate, supplement, improve or otherwise increase the viability and deployment of energy efficiency at U.S. Federal government-owned facilities through use of the ENABLE Energy Savings Performance Contract (ESPC). Through the AFFECT FOA, FEMP intends to facilitate the wider adoption of the ENABLE process at all Federal facilities. Using authority provided in the Energy Policy Act of 1992, P.L. 102-486, Section 152(f), codified at 42 U.S.C. 8256(b), funding awarded under the AFFECT FOA will implement FEMP’s continuing efforts to promote widespread energy efficiency and renewable energy technology deployment in the Federal sector.

This FOA will have only one topic area: establishing a program that provides an effective agency process to utilize the ENABLE-ESPC in six months or less and subsequently applying the process to identified energy savings projects.

There are two mandatory parts to the application process:

- Letter of Intent (Submission deadline: June 27, 2016 5:00pm ET )
