Question 1: May I request a PDF copy of the F-PACE DOE FOA? I am unable to download the DOC copy without corruption of the intended content/formatting.
Answer 1:

1. A PDF version of the Foundational Program to Advance Cell Efficiency (F-PACE) Funding Opportunity Announcement is now posted under "FOA Documents" on the Exchange website.  Please visit https://eere-exchange.energy.gov/default.aspx.

Question 2: Our organization anticipates the submission of multiple proposals in response the latest 4 solar technology solicitations from EERE. Your instructions were as follows: “It is recommended that each organization or business unit, whether acting as a team or single entity, utilize one account as the appropriate contact information for each submission.” So, should each PI register and submit his or her application individually or should the organization submit all applications from all its PIs under or thru one account registration?
Answer 2:

2. If an organization (such as an FFRDC or a University) intends to submit multiple distinct proposals, it is recommended that  the organization create one account registration in cases where the organization has a central grants contact person (such as a Sponsored Programs Office at a University).  The Exchange system assigns a distinct control number to each proposal, so each proposal submission will be reviewed independently.

If the organization does not have a central grants contact person, it is recommended that each Principal Investigator registers and submits his/her proposal separately.

Question 3: We are a global company whose headquarters are in Europe. We have laboratories throughout the world. In the US we have several manufacturing sites and significant operations. Is it correct that 90% of the funding must be spent in the US for us to get an award?
Answer 3:

3. Please refer to Section III.A., Eligible Applicants, in the FOA. Foreign entities, such as your company, may be eligible as the Prime Recipient for an award under this FOA if your company has (1) a place of business in the United States or its Territories AND (2) can demonstrate that your company's use of DOE funds will be in the economic interests of the United States (including, for example; creation of domestic manufacturing capability; use of American products, materials or labor; payment of United States taxes; or United States technological advancements).  There is no pre-determined amount of funds that you must spend in the U.S. if you meet these eligibility criteria.

Entities that do not meet this eligibility criteria are not eligible to apply as the prime applicant.  However, entities not meeting this criteria are allowed as subrecipients to an eligible applicant provided that, in aggregate, not more than 20% of the total estimated federal funding is provided to entities that do not meet the eligibility criteria.

Question 4: For the F-PACE FOA, section C.2 indicates a 4 page limit for the concept paper including the cover page, but I can’t find a description of what is required on the cover page. What is required on the cover page for the concept paper? Is it the same as for the full application cover page described in D.3.i?
Answer 4:

4. Yes.  The cover page for the concept paper should include the following: name and type of organization, the announcement number, the project title, and both the technical and business points of contact for the applicant, denoting the names, titles, addresses, telephone and facsimile numbers, and electronic mail addresses.  The cover page should also identify the names for all other participants (subrecipients).  Finally, the cover page must specify which topic the applicant is applying to.

Question 5: We are confused as to whether one can submit proposals related to OTHER materials which may be at a very preliminary stage compared to CdTe, CIGS, Thin film Si. Clearly, organic solar cell materials and devices are in this category. They are mostly at TRL 2, 3 and 4 but not at 10% efficiency and it is very difficult to estimate what their LCOE will be or what the eventual efficiency will be. All material and device systems improve over time and one expects that the organic materials can also be at 20%+ in the future. Concepts such as tandem organic cells are already being discussed in the literature to increase the efficiency. When CIGS and CdTe started out, they were certainly not at 10% level and yet DOE supported research on them for 20+ years. Will proposals that address fundamental research in such materials and devices at TRL 2, 3 or 4 be considered responsive to the F-PACE solicitation under Topics 1 and 3, or will they be ruled out as not meeting the criteria?
Answer 5:

5. The F-PACE program is not intended to be encompassing of all PV technologies.  It is specifically focused on taking currently mature, recently-commercialized, or near-commercial module technologies, located at the end of this pipeline, and improving them with new cell or sub-cell technology R&D occurring at the beginning of this pipeline.

For all topics, the minimum entrance criteria is a module technology that meets the definition of recently commercialized or near commercial.  For Topic 1, proposed research must be at a initial TRL of 3 or 4.  This topic does not have a minimum efficiency metric for entrance, but applicants must demonstrate that the technology will be advanced at least one TRL by the end of the project.  For Topic 2, it is correct that the minimum entrance criteria is a cell or device functioning at greater than 10% efficiency and an initial TRL of 4.  For Topic 3, the entrance criteria for topics 1 and 2 apply. 

Question 6: Is there a limit to how many proposals a PI can be on under F-PACE? There is a limit under NextGEN, but we did not see one under F-PACE.
Answer 6:

6. No, there is no limit on the number of applications that can be submitted by a PI.

Question 7: I am doing research into improving the efficiency of organic photovoltaic solar cells and was wondering if my research might be funded under this program. Is there a contact person I can call and have a conversation with to see if my research might be funded by this program?
Answer 7:

7. Unfortunately, the F-PACE program is competitive and discussions with DOE regarding prospective applications, while the announcement is open, are prohibited. DOE cannot predetermine the suitability or viability of proposed research in advance of the merit review process.  It is up to prospective applicants to review the requirements of the FOA and assess the merits of their proposed project to determine whether or not to apply.

Question 8: When I try to pull up these full announcements, I get linked to DE-FOA-0000493. Is there another place to get the announcements?
Answer 8:

8. There are multiple Funding Opportunity Announcements listed on the EERE eXCHANGE website (http://eere.energy.gov/financing/exchange).  Please scroll down to view all funding opportunities available on eXCHANGE. 

Question 9: Can the concept paper narrative start on the cover page, or must it begin on the second page?
Answer 9:

9. The Cover Page should be a stand-alone page that includes the same information as described in Section IV.D.3i of the FOA.  The narrative must start on page 2.

Question 10: On page 19 of the FOA, it states that SF-424 must be filled out for the complete project period. Is it intended that for the concept paper we fill out all nine year-by-year sheets for the three years as well as the cumulative? Or is it sufficient either to fill out only the cumulative (which is less detailed) or perhaps only the three sheets for one year but with the numbers representing all three years?
Answer 10:

10. Page 19 of the FOA requests the SF-424 Application for Federal Assistance, which is a 6 page word document.  The SF-424R&R is a different form, and is not required for the Concept Paper stage.  On the SF-424 Application for Financial Assistance, enter the dollar amounts requested on page 3, question 18 for the complete project period (not just the first year, first phase or other subset of the project period).

Question 11: I have a question on the F-PACE solicitation. It says something like this component "may" allow international participation. My question is: will DOE allow for an international co-PI (including expenditure of US funds outside the US)? The prospects for success of the program will be enhanced by having full buy-in by all participants.
Answer 11:

11. Please refer to the description of Topic 3: Barrier Focus Teams, which begins on page 11 of the FOA.  International PIs may be a part of a synergistic team of 3-5 PIs.  However, the eligibility requirements in section 3.A of the FOA still apply.  If applying as a consortium, one member of the consortium that is an established legal U.S entity must be designated as the lead applicant.  International organizations must be designated as subrecipients.  In aggregate, not more than 20% of the total estimated DOE and NSF funding can be provided to entities that do not meet the eligibility criteria and those entities must provide at least 20% cost sharing of their portion of the total project cost.  

Question 12: In Section I, page 11, of the F-PACE FOA (DE-FOA-0000492), it is stated that “applications submitted to Topic 2 must… provide an entrance baseline and an exit deliverable, including but not limited [to] a cell or device functioning at >10% efficiency (AM1.5), on which the performance metrics (including but not limited to efficiency) will be measured and independently verified by a 3rd party.” However, elsewhere in the FOA (e.g. Section V, page 30, Criterion 6 for concept paper review), the requirement for independent 3rd party verification of the >10% efficiency entrance criterion is not specified. Do applicants need to have their >10% efficient baseline solar cell measured at an independent 3rd party, or are measurements done on applicants’ equipment sufficient to meet the program’s entrance criterion?
Answer 12:

12. Third-party certification of performance for the entrance baseline is not required at the time of application to this FOA.  However, if third-party measurement of the entrance cell is not available, then supporting data should be included in the application that supports the assertion that the entrance cell performance is >10% cell; additionally, the project management plan should include third-party certification of the entrance cell as the first milestone.

Question 13: I could not locate the information on how many pre-applications are allowed as PI and Co-PI.
Answer 13:

13. There is no limit on how many pre-applications are allowed per Principal Investigator (PI) or Co-Principal (Co-PI). Please see Section I FOA Description, Special Requirements on pages 12-13, which states:

  • Entities that apply for multiple awards must demonstrate that all work for each application can be completed as a standalone effort. There must be a single prime recipient identified in each application.

  • Applicants must indicate the Topic to which they are applying in their full application narrative. Applicants may submit applications to multiple Topics; however, separate applications must be submitted for each Topic. If your organization is submitting more than one Application to different topic areas, you must identify an application number and the Topic Area Number at the end of each file name (e.g., Company-1-Topic1).

  • Topic 3 only: The Barrier Focus Team must consist of at least 3-5 PIs from at least 2 institutions, and at least one of the PIs must have PV cell expertise. “Institutions” can be separate universities, companies, or national labs. Different departments or divisions within a university, company, or national lab are not considered different institutions.

Question 14: We are interested in submitting to the F-PACE-FOA-0000492 solicitation under Topic 1. Are organic photovoltaic materials also of interest in this solicitation or are you only interested in inorganic?
Answer 14:

14. For all topics, the minimum entrance criteria is a module technology that meets the definition of recently commercialized or near commercial.  For Topic 1, proposed research must be at a initial TRL of 3 or 4.  This topic does not have a minimum efficiency metric for entrance, but applicants must demonstrate that the technology will be advanced at least one TRL by the end of the project.  Any technology, organic or inorganic, that meets this criteria is eligible.

Question 15: For DE-FOA-0000492 “F-PACE” is an FFRDC authorization letter required as part of the Concept Paper?
Answer 15:

15. No, the FFRDC authorization letter is only required as a component of the Project Narrative in the Final Full Application.  Please refer to section IV.D.3.vi of the FOA for further information.

Question 16: Is there a naming convention required for the concept paper documents? The SF424, and the concept paper.
Answer 16:

16. For the Concept Paper documents, please follow a similar naming convention as to what is outlined in section IV.D of the FOA:

  • SF-424: Control#_Institution_App424.pdf

  • Concept Paper: Control#_Institution_ConceptPaper.pdf

Question 17: I am filling out an Application for Federal Assistance SF-424 for the F-PACE funding opportunity. I have the following questions: What is the CFDA Title for this opportunity? Could you please define the Federal Entity Identifier? Could you please define what the Competition Identification Number is for this opportunity?
Answer 17:

Question 20: DOE is looking for the following information to be included in applications under Topic 3 of this FOA (at p.12): 1. Identify performance metrics that define the critical parameters relevant to the success of the project, and identify target values for these metrics. 2. Specify physical specimens that will provide an entrance baseline and an exit deliverable, on which the performance metrics will be measured and independently verified by a third party. 3. Describe how the targeted improvements in the performance metric are connected to a reduction in the cost per watt or Levelized Cost of Energy (LCOE) compared to the state-of-the-art in a PV device. Does this information need to be included in the Concept Paper as well?
Answer 20:

20. As noted in Section IV.C.2 of the FOA, the Concept Paper should provide a clear, concise statement of the specific objectives, primary approaches, and expected outcomes and impacts of the proposed project.  It should address each of the Merit Review Criteria for Concept Papers listed in Section V.A.2 for the Topic under which the applicant is proposing a project.  It must provide sufficient information that reviewers will be able to evaluate the technical merits of the preliminary application in accordance with these merit review criteria.  The justification for the proposed project should include a clear statement of the importance of the project in terms of the utility of the outcomes and the target community of beneficiaries.  For multi-organizational or multi-investigator projects, briefly describe the roles and the work to be performed by each participant/investigator.

Question 21: If my organization chooses to use one registered user who is authorized to submit on behalf of the organization (such as a sponsored programs office in a university), how do I assign permissions to individual Principal Investigators?
Answer 21:

21. The organization's registered user will be the primary user for the organization who will apply to funding opportunities by completing an initial information sheet for each submission and click the create Concept Paper button.  The system will then generate a control number for the submissions and move it to the primary applicant's My Submissions section.  From there the primary applicant will click on My Submissions, then click on the control number for the submission.  The primary applicant will then click on the share button at the bottom of the screen.  To share permissions the primary applicant will insert the email address of a registered EERE Exchange user.  Once permissions are granted the other EERE users will be able to begin updating the submission data in EERE Exchange.

Question 22: Our organization will be submitting a concept paper for DE-FOA-0000492 and based on the information in the solicitation, it appears that our organization is eligible for the cost share waiver (we are a 501(c)(3) nonprofit). Are we required to formally request a cost share waiver? Or is the cost share waiver automatic based on our type of organization?
Answer 22:

22. As stated in section III.B of the FOA, the cost share waiver is only available for Topic 1 applications from Non-profit organizations (as defined in 10 CFR 600.3), Institutions of Higher Education, U.S. National Laboratories, or U.S. Federally Funded Research and Development Centers (FFRDC).  The cost share waiver is automatic, based on the type of organization applying under Topic 1. 

 

Cost sharing above the minimum required and the likelihood of technology to be commercialized as evidenced by industry participation and/or industry cost share may be considered during selection (see Section V.A.3).

Question 23: Are federal agencies eligible to submit an application to this Funding Opportunity Announcement as the prime applicant?
Answer 23:

23. If the federal agency has its own statutory authority to apply for other federal awards, it would be eligible.  To establish such eligibility to apply for funding under this announcement, a cognizant Contracting Officer from the agency should provide a written verification letter along with its application materials. 

The following wording is acceptable for the verification letter:

“In consultation with legal counsel for the _____________ [federal agency], I have verified that this agency does have the statutory authority to apply for funding under this DOE funding opportunity announcement [insert FOA #] and to participate in the performance of the proposed project.  The work proposed for this agency is consistent with or complementary to the missions of the agency, authorized by the following statute ________________.”

Question 24: Is the SF-424 – Application for Federal Assistance the only required form with the submission of an Institution concept paper?
Answer 24:

24. As stated in section IV.C of the FOA, there are two documents required to be uploaded to in the Concept Paper application:

  1. SF-424 Application for Federal Assistance
  2. Concept Paper Narrative

Question 25: The submission site for the concept application requires an abstract be entered which is the same as the full application abstract. Since no one has been selected for a full application what are you requiring be entered in that section?
Answer 25:

25. As stated in section IV.C of the FOA, the application process includes two phases: a concept paper application phase and a full application phase. Following completion of the concept paper phase, applicants will be notified as to whether or not they are encouraged to submit a full application. If you are encouraged to submit a full application, please follow the Exchange instructions regarding the abstract. Applicants may use a brief (one or two sentence) description of the proposed project in the abstract field required by the EERE Exchange online form.

 
Question 26: I am working on a Concept Paper for submission. As I understand, the submittal is limited to three pages. Does this CONCEPT PAPER include a budget estimate? How can I introduce the Bio’s of the team members?
Answer 26:

26. As stated in section IV.C.2 of the FOA, the Concept Paper must not exceed 4 pages, including cover page, charts, graphs, maps, and photographs.  It must provide sufficient information that reviewers will be able to evaluate the technical merits of the preliminary application in accordance with the Merit Review Criteria for Concept Papers listed in Section V.A.2 of the FOA.  See section IV.C.2 for full details on the Concept Paper requirements.

It is not necessary to include a budget in the Concept Paper, unless it significantly contributes to the reviewers' ability to evaluate the technical merits of the proposed project.  The budget estimate is entered on the "Funds and Costs" tab of your application in Exchange.  On this tab, you are asked to enter both the Federal share and the non-Federal share of project costs.  The full budget should be provided in the Full Application (see section IV.D.5-8 of the FOA). 

As stated in section IV.C.2 of the FOA, projects with multiple organizations or multiple investigators must briefly describe in the Concept Paper the roles and the work to be performed by each participant/investigator.  The full bio and resume should be provided in the Full Application (see section IV.D.3 of the FOA). 

 
Question 27: We are putting together a team for a solution to DE-FOA-0000492, Topic 3. Our company has experts in the US and some very unique expertise in our European office. The Topic suggests, “They also could potentially leverage international collaborations.” Is it preferable to the DOE to list both a PI in the US headquarters AND a PI in the European office, or just a PI in the US?
Answer 27:

27. DOE has no preference with regard to a single PI or multiple PIs.  For a discussion of international collaboration, please see the Eligibility Requirements in section III of the FOA.  The applicant, whether a single organization or team/partnership/consortium, must indicate if the project will include multiple PIs.  The decision to use multiple PIs for a project is the sole responsibility of the applicant.  If multiple PIs will be designated, the application must identify the Contact PI/Project Coordinator and provide a “Coordination and Management Plan” that describes the organization structure of the project as it pertains to the designation of multiple PIs.  This plan should, at a minimum, include:

  • Process for making decisions on scientific/technical direction; 
  • Publications;
  • Intellectual property issues;
  • Communication plans;
  • Procedures for resolving conflicts; and
  • PIs’ roles and administrative, technical and scientific responsibilities for the project

An amendment to the FOA to incorporate this language will be posted on May 10, 2011, after the Concept Paper closing date.

Question 28: The current question number 10 on the FOA DE-FOA-0000492 Q&A says that the SF-424 Application for Federal Assistance, is a 6 page word document. I downloaded the word document on 5/4/11. However, on 5/5/11 I just tried downloading the SF-424 Application and it is now a PDF document. Which document should be used? Please advise soon, because I am sure I will not be the only person confused after reading the Q&A and then trying to download the SF-424 Application for Federal Assistance
Answer 28: 28.  Please use the pdf version of the SF-424 Application for Federal Assistance. The word version of the SF-424 Application for Federal Assistance originally posted was out of date.
Question 29: We are interested in submitting concept papers/preliminary proposals in response to DE-FOA-0000387 and DE-FOA-0000492. During the application process, there was a field asking for an abstract. My question is: Is a abstract required for concept paper/preliminary proposal submission?
Answer 29: 29.  A full abstract is not required to be submitted with the concept paper submission.  Applicants may use a brief (one or two sentence) description of the proposed project in the abstract field required by the EERE Exchange online form. Please also see Question 25.
Question 30: We are preparing a concept paper for the F-PACE call. The project involves three institutes. I am wondering if only the lead institute needs to submit the SF-424 form, or if each participant needs to submit one copy?
Answer 30: 30.  Only the lead institute needs to submit the SF-424 form.
Question 31: What do I do if I'm having technical issues on the eXCHANGE system that are beyond my control, and which prevent me from submitting my Concept Paper on time? I'm getting an error message that reads “An Error Has Occurred - An unexpected error occurred on our website. The website administrator has been notified.”
Answer 31: 31.    All Concept Papers must be submitted using the eXCHANGE system.  In the event that an applicant encounters an error submitting a Concept Paper to the eXCHANGE system, such as the one described, and they are unable to successfully complete their submission prior to the closing, the applicant should immediately submit their application via e-mail to the FOA mailbox (F-PACE@go.doe.gov).  Along with the required submission documents, the applicant should provide a detailed description of the error encountered, including screen shots showing the error, and a copy of any emails sent to EERE-ExchangeSupport@hq.doe.gov, as appropriate.  DOE will evaluate acceptance of the Concept Paper on a case-by-case basis.
Question 32: I am writing this to inquire about the results of the F-PACE FOA. When I checked the status of my concept paper under "my submissions", it indicates "in review". Have all the full application invitations been sent already, on 5/23/2011?
Answer 32: 32.    You will receive an email from EERE Exchange when the status of your concept paper has been posted.  DOE expects that decisions will be posted this week.
Question 33: We are submitting full proposals to DE-FOA-000387,492, and 493. In some cases, we will have subcontractors, who due to their costs charged to the projects, are required to be identified as Team Members. As Team Members, they must submit to us, so that we may in turn submit, their confidential salary and indirect rate data. The Team Members do not want to share this data directly with us. Under these circumstances, we have normally been able to allow subcontractors to submit their confidential data directly to the funding agency. However, these proposals must all be uploaded, and cannot be mailed or emailed. How can we get supply this confidential data, and respect our subcontractor’s need for confidentiality?"
Answer 33: 33.    Applicants have two options.  Applicants can sign confidentiality agreements with Subcontractors/Team Members, stating they will maintain the salary and indirect rate information in a confidential manner, and only share the information with the Department of Energy.  The second option is that the subcontractors can submit information directly to the mailbox for each FOA, if necessary.  However, we will need a letter from the Applicant to give the subcontractor permission to submit the information separately and give the Department of Energy permission to speak to the subcontractor directly should we have any questions.
Question 34: I am writing to inquire if invitations to submit full proposals, which were expected 5/23, have been sent. If decisions have not yet been made, please advise as to when they might be expected.
Answer 34: As of the morning of Friday, May 27, decisions remain pending for full proposals.  DOE anticipates publishing the final decisions early next week.
Question 35: Since invitations for submission of full proposals for F-PACE seem to be delayed by at least a week – do you anticipate the dates for full proposal submission to change? Right now the due date for full proposals is 6/23 - according to the initial FOA.
Answer 35: 35.    We anticipate extending the due date for full proposals.  An amendment will be posted to the FOA indicating the new due date.
Question 36: In the FOA, provision is made for a cost share waiver if applicant is doing a Topic 1. However, on the EERE application within the Funds and Costs tab, cost share is required for all years of the project. Please clarify.
Answer 36: 36.  Please refer to section III.B of the FOA for cost sharing requirements.  The Funds and Costs tab experienced a glitch, and will be remedied shortly.
Question 37: We submitted two pre-proposals: for DE-FOA-0000387 and DE-FOA-0000492 and received two responses: one pre-proposal was "Encouraged" and response summary is more generic and the other one was "Invited" and the response summary is more specific. Would you please explain the difference between "Encouraged" and "Invited" if any?
Answer 37: 37.   For FOA DE-FOA-0000387, the two possible responses were "Invited" or "Not Invited".  The pre-application was a down-select mechanism, therefore only applicants with "Invited" pre-applications are allowed to submit a full application.

For FOA DE-FOA-0000492, the two possible responses were "Encouraged" or "Discouraged".  In this case, there was not a down-select, and therefore there is no restriction against "Discouraged" concept paper applicants submitting full applications.

Question 38: I have been trying to find and download a Guide To Submit the Full Application. Could you please send me a link to download this material?

Question 39: We have been invited to submit a full proposal. One of our subs is a FFRDC. My understanding is that an FFRDC’s costs are not segregated into funded and shared; that is, all of their incurred costs are reimbursed by DOE. Are all of their costs combined with all costs of the lead and any other subs, when calculating the amount the entire team is required to cost share?
Answer 39:

39.   Except under Topic 1 of this FOA, the applicant’s cost share requirement will be based on the total cost of the project, including the applicant’s and the FFRDC contractor’s portions of the effort.  The applicant, if successful, will be the responsible authority regarding the settlement and satisfaction of all contractual and administrative issues, including but not limited to, disputes and claims arising out of any agreement between the applicant and the FFRDC contractor. 

FFRDC funding should be included in the budget submitted in response to this FOA.  In the event an applicant is selected for negotiation of an award, the value of, and funding for, the FFRDC contractor portion of the work will not normally be included in the award to a successful applicant.  Usually, DOE will fund a DOE FFRDC contractor through the DOE field work proposal system and other FFRDC contractors through an interagency agreement with the sponsoring agency. 

Question 40: Is there any information available now (or will there be in the future) regarding the total number of concept papers submitted for F-PACE, and the number encouraged to submit full applications?
Answer 40: 40. No, we will not be releasing information on total number of concept papers submitted for F-PACE and the number encouraged to submit full applications.

Question 44: I am working out the budget for our F-PACE FOA and I was wondering if the PI or anyone else is required to travel for the Project Management and Reporting portion of the project.
Answer 44: 44.  Please budget one trip per year to the annual DOE Solar Program Review Meeting.  These meetings generally take place in Washington, D.C.
Question 45: Can you please advise as to what format the budget justification should be in? The naming mechanism for the budget justification file says it should be an Excel. However, there is no template provided on the EERE website. Is a Word format budget justification acceptable or is a specific Excel template required?
Answer 45: 45.   No, there is not a specific preferred Excel template for the budget justification.  Please simply ensure that you justify the costs proposed in each Object Class Category/Cost Classification category (reference Section IV.D.6 of the FOA).
Question 46: Are the "Facilities and Other Resources" and "Primary Equipment" lists included in the 15-page limit for the project narrative?
Answer 46: 46.  Yes, the Project Timetable and Milestones, Table of Participants and Roles, Facilities and Other Resources and Primary Equipment are included in the 15 page limit of the project narrative.  Please refer to section IV.D.3 of the FOA for additional information.
Question 47: I have just recently come across the FOA for the F-PACE application and believe that my application is highly suitable for this particular funding opportunity. Having just recently discovered this FOA however, I was not aware of the Concept Paper Submission Deadline until after it had already passed. I was writing to inquire if it is still possible to submit my application even after missing the initial deadline. If you would be able to allow me to submit my Concept Paper within the next few days and permit me to then hand in my final application by June 30th, it would be highly appreciated. If it isn't possible to enter my application into this FOA, would you know of any other Funding Opportunities available that fit the same criteria as this one.
Answer 47: 47.  Unfortunately, only Applicants who submitted Concept Paper Applications by the due date and whose Concept Paper Applications were deemed compliant will be allowed to submit a Full Application.

Question 48: Is an Applicant required to have a DUNS number, registration in CCR, and registration in FedConnect in order to submit an application to this FOA?
Answer 48: 48.  These registration requirements could take several weeks to process and are necessary in order for a potential applicant to receive an award under this announcement. Therefore, all potential applicants lacking a DUNS number, or not yet registered with CCR or FedConnect should complete those registrations as soon as possible. Applicants that do not have this requirement in place prior to September 1, 2011 may not receive an award under the announcement.
Question 49: For the pre-proposals that were encouraged to the full proposal stage, is it permissible to exchange a co-PI with a PI in the full proposal?
Answer 49: 49.  Yes.
Question 50: Could you please tell me to whom the Contracting Officer’s authorization letter for the subject FOA should be addressed?
Answer 50: 50.  The FFRDC's Contracting Officer Authorization Letter should be addressed to the Contracting Officer for the FOA. 
Question 51: We are the lead on a proposal we are submitting for DE-FOA-0000492, Topic 3. We have both non-FFRDC and FFRDC team members. When we cost the project, we will include all members’ costs. Because FFRDCs do not cost share, when calculating the cost sharing required on the project, should this include FFRDC costs, or do we exclude FFRDC costs when calculating the cost share needed? Also, we understand that DOE normally funds the FFRDC directly, but the lead (applicant) is responsible for all contractual and administrative issues. Because the lead has this responsibility, may the lead apply it’s normal G/A indirect rate on the FFRDC’s funded costs?
Answer 51: 51.  Yes, include FFRDC costs when calculating the cost sharing required on the project (please reference Question 39, which states: "the applicant’s cost share requirement will be based on the total cost of the project, including the applicant’s and the FFRDC contractor’s portions of the effort").

Without delving into the specifics of your particular indirect rate agreement, DOE cannot comment on whether it is acceptable for the lead to apply its normal G&A indirect rate on the FFRDC's funded costs.  If your proposal is selected for award, individual rate questions will be resolved during the negotiation process.

Question 52: Question: Will it be permissible to set up a subcontract to carry out some portion of the project? There is a chance that in the course of the project a particular subtask needs to be performed, but it cannot be determined in advance whether the subcontract will be needed.
Answer 52: 52.  Yes.  Proposals selected for award may add or remove subcontractors during the negotiations process.  After an award is made, however, the recipient must obtain written Contracting Officer approval to add or remove subcontractors.
Question 53: If a national laboratory is the lead on the proposal partnering with industry or university, would the partnering funds flow directly from DOE to the partner, or would the funds flow to the national laboratory to be sent out by the laboratory to the partner as subcontract funds?
Answer 53: 53.  If a national laboratory is the lead on the proposal partnering with industry or university, the funds flow to the national laboratory to be sent out by the laboratory to the partner as subcontract funds.  Please see Section III.C of the FOA, which states:

"Please be advised that those entities that form teams with National Laboratories in which the Laboratory is a Prime Recipient (i.e., lead participant) will be required to enter into subcontracts with the Laboratory.  As such, the terms and conditions of the Management and Operating contract between the Laboratory and the Department of Energy will be in effect for any subcontracts, and not the traditional provisions associated with a financial assistance award.  National Laboratories acting as Prime Recipients must make all applicable terms and conditions available to their subcontractors prior to submission of their applications.  Any entities considering such teaming arrangements should request the Laboratory to provide the applicable terms and conditions prior to the Prime Recipient submitting a response to this FOA."

Question 54: My question is regarding which SF 424R&R form is to be used for the F-PACE full application. The text in paragraph 5 of Section IV of the FOA states that we ‘use the SF 424R&R Excel, "Budget Information Non-Construction Programs" form’, found on the Energy.gov website. The EERE website has a list of Application Documents under DE-FOA-0000492, which shows a different SF 424R&R form. There is yet another (3-year fillable) SF 424 R&R found on the Energy.gov website. Please advise which is the right one. Also, please confirm if the due date has been moved to June 30 instead of June 23, 2011.
Answer 54: 54.  Section IV.D of the FOA states that applicants should use the application documents found at http://eere.energy.gov/financing/exchange, (NOT the Energy.gov website).  Please use the SF-424 Research and Related Budget (SF 424R&R) listed under FOA 492's "Required Application Documents" section.  This is an excel document.  The document found below it in the "Required Application Documents" section is a word document titled "SF-424 R&R Instructions".  Please consult this word document for guidance on how to fill out the SF-424 R&R excel document, as well as further instructions for providing a budget justification to support the SF-424 R&R.  Both a SF-424 R&R Budget and a Budget Justification must be provided in the Full Application.  Please consult Section IV.D of the FOA for additional information on application requirements.

The FOA 492 due date has been moved to June 30th, 2011 at 11:59 pm Eastern Time.

Question 55: If one submitted a Concept Paper for Topic 2 and was thereafter invited to submit a Full Application, may one re-focus its Full Application to Topic 1 and/or Topic 3 (rather than Topic 2), or is one restricted to only submit the Full Application against Topic 2?
Answer 55:

 

55.  Unless there was an error in the initial Topic designation, the full application must be submitted under same Topic to which the Concept Paper was submitted.

Question 56: We are a small business (collaborating with Universities), and as such, don’t have post-doctoral, graduate, or undergraduate students (see 2nd tab, budget 1B). Instead, we have engineers, and technicians. Do you have a dedicated SF424RRBudget file for small businesses, or do you recommend a different solution?
Answer 56: 56.  On the Budget 1B tab of the SF-424 R&R Budget, please use cells F23 through F38 to write in your specific types of personnel (engineers, technicians, etc.).  These cells allow you to fill in any personnel types that are not already listed on the budget.
Question 57: In the merit review criteria in the FOA it says “Criterion 1: Foundational Scientific Advancement Toward $0.50 per watt Module Goal” and “1.2.1 Extent to which the proposed research is critically required for advancing the state of the art to meet $0.50 per watt modules in the targeted technology, including a convincing pathway for enabling commercial and near commercial semiconductor-based PV systems with module costs of $0.50 per watt, …” We interpret these statements as the proposed research needs to provide critical advancement to the $0.50/W module target, but the proposed research itself does not necessarily reach the $0.50/W module target. Is our interpretation correct?
Answer 57: 57.  The objective of The Solar Energy Technologies Program is to successfully achieve all of the goals of the SunShot Initiative by the end of the decade (see: http://www1.eere.energy.gov/solar/sunshot/).

Criterion 1 places a key scoring criterion on the achievement of the specific SunShot goal of $0.50/modules by 2020. Since this is a three year award we recognize that $0.50/W may not be achieved by the completion of an award, however, a clear and definitive pathway to achieving $0.50/W modules must be included in the full application. A successful applicant is expected to be able to clearly articulate and quantify the expected benefit of the work they are proposing. We expect an analysis detailing where the applicant believes costs to be today, how they believe cost will be reduced, where cost will be at the completion of this work, and the technical pathway the proposed technology will take to achieve $0.50/W modules by 2020. An application which does not clearly define a technical pathway to achieving $0.50/W modules by 2020 will not score well on Criterion 1.

Question 58: On page 20 (FOA) Section D, Item 6 (Prime Recipient Budget Justification)...is the PMC123.1 the applicable form?
Answer 58: 58.  No, there is not a specific preferred Excel template for the budget justification.  Please simply ensure that you justify the costs proposed in each Object Class Category/Cost Classification category (reference Section IV.D.6 of the FOA).  You may use the PMC 123.1 if you like, but it is not a mandatory format.
Question 59: Pursuant to FOA DE-FOA-0000492 list of required documents, specifically the Budget Justification (FOA page 22, section D, item 6) is not listed as a Required Application Document within the EERE-Exchange.energy.gov Funding Opportunity Announcement page. I would assume the required documents within the FOA amendment 002 takes precedence? Please confirm.
Answer 59: 59.  You are correct, the full list of required documents is found in Section IV.D of the FOA.  The template documents listed under "Required Application Documents" within the EERE-Exchange Funding Opportunity Announcement page are provided for your convenience, so that you can download all templates from one location.  Required application documents that do not have a template are not included on the website, therefore the "Required Application Documents" section of Exchange is not an exhaustive list.
Question 60: Can we add a Collaborating Sub-Recipient on the full proposal that was not listed on the concept paper?
Answer 60: 60.  Yes.
Question 61: I have not seen a response to my inquiry of June 8 posted on the FAQ page - can you please indicate if a response is forthcoming? The question is as follows: The online submission template does not allow the selection of locations outside of the United States to indicate where portions of the work may be performed. Can you clarify if it is necessary to indicate international locations where small portions of a project may be completed or if the location of the US based investigator of those projects elements is sufficient.
Answer 61: 61.  We are working on adding international locations to Exchange.  For now,  listing only the location of the U.S. based work is sufficient.
Question 62: Form SF-424, item 13 requests “Competition Identification Number” and “Title”. Please clarify.
Answer 62: 62.  Leave item 13 blank.
Question 63: Thank you for your time in reviewing this question regarding cost-share. I have a calculation for the cost of our lab and came up with a per person annual amount. For my portion of the 20% cost-share, I would like to use a percentage of the lab cost as that cost share. The other 80% of the lab would be charged to the project (federal share). This would be for the individuals who are direct to the project, of course. The remainder of the lab costs overall are absorbed by the funding that we receive from our parent company for R&D.
Answer 63:

63.  It is acceptable to charge a percentage of total direct personnel compensation as cost share.  Cost sharing must meet the criteria outlined in Title 10 of the Code of Federal Regulations (CFR) Part 600 (applicable subpart depends on type of entity). In general, all cost sharing and matching contributions, including cash and third party in-kind, must meet the following the criteria:

-- Are verifiable from the recipient's records;

-- Are not included as contributions for any other federally-assisted project or program;

-- Are necessary and reasonable for proper and efficient accomplishment of project or program objectives;

-- Are allowable under the applicable cost principles;

-- Are not paid by the Federal Government under another award, except where authorized by Federal statue to be used as cost sharing or matching;

-- Are provided for in the approved budget; and

-- Conform to other provisions outlined in the regulations, as applicable.

Cost sharing must be "verifiable from the recipient's records," which means that the recipient must be able to capture in their accounting system records that cost sharing was spent for the project. 

Question 64: I have three questions regarding the F-PACE application we are working on. • First, we are considering changing the principle investigator, from myself to another researcher at the company. Is it OK if the PI on our full proposal is not the same as the PI in our concept paper? • Second, we are considering revising the technology plan which was outlined in the concept paper. Is it OK if the tasks and timelines in the full application do not completely match what was described in the concept paper? • Third, are you able to give me any indication as to the concept paper success rate—that is, the percentage of applicants who submitted concept papers who were encouraged to submit full applications in response?
Answer 64: 64.  Yes, it is okay if the PI on the full proposal is not the same as the PI in the concept paper

Second, applicants are not bound to the tasks and timelines described in the concept paper and may modify these, as appropriate, in the full application.

Third, please refer to Question 40.  We will not be releasing information on total number of concept papers submitted for F-PACE, nor the number encouraged to submit full applications
Question 65: We are preparing a full F-PACE proposal under DE-FOA-0000492. Our institution is the lead and we have two subcontractors. "Upload & Submit" screen has room only for one subcontractor's budget and budget justification. How should be enter second subcontractor's budget and budget justification?
Answer 65: 65.  Multiple subrecipient budget files can be uploaded as a New Additional File, under Additional Files in the Upload and Submit tab.
Question 66: Can the budget justification be a word document? The table in the solicitation says it must be an XLS file, but the sample looks to be a word document.
Answer 66: 66.  No, the budget justification must be an excel document.  There is no sample for the budget justification, merely instructions, which are written in a word document.
Question 67: We have been invited to submit a full application on the F-PACE topic. When further considering the tasks required for our proposed program we feel that our team would be stronger with the addition of another co-PI at another university. While this co-PI was not on the original team information submitted with at the concept paper stage, are we able to add another team member (co-PI) at this time for the full application who will receive a portion of the funds requested? The amount of total funds requested during the concept stage will not change.
Answer 67: 67.  Yes.
Question 68: Please confirm the required documents for a subrecipient under a Full Submission.
Answer 68: 68.  Please refer to Section IV.D of the FOA.  Both an SF-424 R&R Budget and a Budget Justification are required for subrecipients that perform work estimated to be more than $100,000 or 50% of the total work effort (whichever is less).  If the subrecipient is an FFRDC, please also submit the "Authorization for non-DOE or DOE FFRDCs", as described in Section III.C of the FOA.  The FFRDC authorization is required for all FFRDCs, regardless of total costs.
Question 69: The instructions for the budget justification form state that it must be a .xls file. However, the instructions also requests vendor quotes, labor distributions, etc. to justify costs. I believe this form would be more clear if it was submitted as a .pdf with a scans of the cost justification documents. Would this be an option, or does the application strictly review only .xls budget justification forms.
Answer 69: 69.  The budget justification must be an excel file.  You can paste any additional backup documentation (vendor quotes, labor distributions, etc.) into additional tabs of the excel file.
Question 70: We had submitted a pre-application for the F-PACE project, and I have a question regarding it. One of the Co-PI's listed in the concept paper is shifting out of our university to an academic institution outside the US, and would like to get a subaward for that school, Is it possible to make a change at this point?
Answer 70: 70.  Yes, as referenced in Questions 60 and 67, it is permissible to change PIs, co-PIs and subrecipients from the concept paper to the full application.
Question 71: In a dish-CPV system, what components are considered Module components, and which components could be classified as Balance of Systems?
Answer 71: 71.  In CPV applications the Solar Energy Technologies Program defines the module as everything needed to collect the light and produce power. In this case the module would be the entire device fixed to focal point of the dish as well as the mirror needed to collect the light. In other CPV systems which utilize lenses the module would follow the same definition; this time including the lenses and secondary optic as well as the, receiver assembly, housing, etc in the module cost.
Question 72: I want to confirm the answer to a question about the F-PACE Project Narrative for the Final Full Application. In addition to the cover page, is a separate page with a table of contents for the narrative required? To be even more specific, of the 15-page limit for the narrative, is it required that 1 page is the cover page, and 1 page is a table of contents, leaving 13 pages for the technical proposal?
Answer 72: 72.  Yes.
Question 73: I seem to be having a problem with the SF 424 R&R form. I downloaded it directly from the “Required Application Documents” section. This Excel document I believe it may be corrupt. When I enter in the senior/key person information for all required personnel and include the non federal portion for each person I am able to do this. However, I noticed that at the bottom of part of the document where it shows the Totals it does not calculate the non-federal correctly it only shows the non-fed for the first person only. How can I get an working excel form?
Answer 73: 73.  You are correct, there is an error in the formula in cell AL97 of tab “Budget 1 A”.  To repair the formula, complete the following:

1.     Click on “Review” in the Excel menu bar

2.     Click on “Unprotect Sheet” (there is no password).

3.     Paste the following into cell AL97: “=SUM(AL19,AL28,AL37,AL46,AL66,AL75,AL84,AL93,AL95)”

Once you unprotect the worksheet, you will be able to correct any additional formula errors.

Question 74: The F-PACE FOA does not seem to have much DOE technical/administrative etc. contact information. To whom in DOE should the commitment letters be addressed?
Answer 74: 74.  The commitment letters should be addressed to the F-PACE Contracting Officer, Lalida Crawford.
Question 75: I am writing to inquire if two Co-PIs can be added to a full proposal if they were not included or listed in the Concept Paper submitted in May. If two Co-PIs are added to the full proposal, is there a penalty associated with the addition or is this acceptable? Second, can someone be listed as a PI or a Co-PI in more than one F-PACE proposal without penalty?
Answer 75: 75.  Yes, two -Co-PIs can be added to a full proposal if they were not included in the Concept Paper.  No, there is no penalty for being listed as a PI or Co-PI in multiple proposals.
Question 76: We are a small business and would like to understand the following. How should we account for R&D Overhead and G&A in the budget file SF424RRBudget? If there is no opportunity for adding R&D Overhead, how should we account for access to capital expenditure, facilities, preventative maintenance, and the like?
Answer 76: 76.  Please use the Budget H-K tabs, which allows you to input indirect costs, such as R&D overhead and G&A.
Question 77: I am putting together a full application in response to the solicitation number DE-FOA-0000492, Foundational Program to Advance Cell Efficiency (F-PACE). One of the collaborating institutions in the project is [name removed] in [European City]. Since they are a non-profit organization, do they need to do the cost-share. We are submitting to Topic 1.
Answer 77:

77.  The Topic 1 cost share waiver does not apply to entities that do not meet the eligibility criteria in Section III.A of the FOA.  If the foreign collaborator on your project does not have a place of business in the United States or its Territories, the foreign collaborator must provide at least 20% cost sharing of their portion of the total project cost.   

Question 78: Is there a way to allow the subawardees to submit their budgets and budget justifications in a manner that would be private to them? Since they are suppliers to us, they have some desire to keep their specific costs private. We would know their aggregate budget amount so we can include them in the Subawardee portion of our prime recipient SF424 for the overall project.
Answer 78: 78.  Prime Applicants and Subrecipients have two options.  Applicants can sign confidentiality agreements with Subcontractors/Team Members, stating they will maintain the confidential information (i.e. salary and indirect rate information) in a confidential manner, and only share the information with the Department of Energy. 

The second option is that the subcontractors can submit this information directly to the question mailbox for each FOA, if necessary.  However, we will need a letter from the Prime Applicant to give the Subcontractor permission to submit the information separately and give the Department of Energy permission to speak to the subcontractor directly should we have any questions.

Question 79: Our organization is eligible for a waiver of cost share requirements. When the application is submitted it is necessary to include some sort of a waiver form?
Answer 79: 79.  No.  An entity's registration with the Central Contractor Registry (CCR) will generally demonstrate if the applicant is an eligible entity for the cost-share waiver.  DOE reserves the right to request additional documentation, if necessary. 

Please note that CCR registration is not required to submit an application, however, Applicants that do not have this requirement in place prior to September 1, 2011 may not receive an award under the announcement. 

Question 80: I have three issues with forms that are required for submission of full proposals in response to FOA0000492. (1) Regarding the form for “Prime Recipient SF 424 Research and Related”, the instructions clearly say: “Use the SF 424R&R Excel, "Budget Information Non-Construction Programs" form. As far as I can tell, this form has OMB Approval No. 0348-0044. However, the form provided on line has OMB Number 4040-0001 and is much more detailed. Which form is supposed to be used? (2) From the instructions, I understand that the budget justification form is an XLS file. Is there a format for this file, or am I supposed to make up my own format? The instructions say: “Further instructions for providing a budget justification to support the SF424R&R can be found at http://eere.energy.gov/financing/Exchange.” However, I can find no information at this web site with further information about preparing a budget justification. (3) The summary slide template file (.ppt) on the web site appears to be corrupted. I am able to download slide templates from other FOAs, but not FOA0000492. Could you please e-mail me a template or tell me where I can get an uncorrupted file?
Answer 80: 80. (1) Please use the form provided on the Exchange website.

80. (3) We have tested the Summary Slide download, and have not found it to be corrupted.  If you still encounter problems, you may use the Summary Slide template from one of the other SunShot FOAs.

Question 81: We interpreted the FOA-0000492 Project Narrative page limitation of 15 pages as being a Cover Page and 14 pages for the Final Technical Proposal. The guidance for the Final Technical Proposal did not specify a Table-of-Contents as being required for helping to evaluate the application against the merit review criteria. Is this interpretation correct?
Answer 81: 81.  Section IV.D.3 of the FOA requires a table of contents as part of the Final Technical Proposal, stating: "The project narrative must not exceed 15 pages, including cover page, table of contents, charts, graphs, maps, and photographs, when printed using standard 8.5” by 11” paper with 1 inch margins (top, bottom, left, and right), single spaced.  Please refer Question 72, for additional information on the table of contents in the Project Narrative.
Question 82: We are submitting a proposal to this solicitation and we have one question on the Statement of Project Objectives. We have a few citations for this document, and we were wondering if they will count as part of our 4-5 page limit? They are identical to the ones we have in the Project Narrative, so we can reference those instead. Is that acceptable?
Answer 82: 82.  Yes, it is acceptable to reference the SOPO citations in the Bibliography and References section of the Final Technical Proposal.
Question 83: I was wondering when the announcement will be made on the awards for: DE-FOA-0000492: Foundational Program to Advance Cell Efficiency (F-PACE)

Question 84: Under “Questions and Answers” you write: “the applicant must first register and create an account on the main EERE eXCHANGE site. Does this mean we should use the one account as an institution in submitting applications for any of our PIs, or should our PIs each create an account and submit their application material (and concept papers) separately and individually? 19. In either case, should the Business Point of Contact be a representative from our Sponsored Programs office or the Departmental Administrator attached to the office of the PI?

Also should I attach these letters at the end of the project narrative file, after the letters of commitment?
Answer 85: Letters of support from industry are NOT included in the 15 page limitation for the project narrative file. Yes, please attach any letters of support at the end of the project narrative file, after the letters of commitment.
Question 86: 1. How many awards were made for this particular FOA? 2. How many proposals were received for this FOA? 3. If possible, please share with us a copy of a successful proposal.
Answer 86:

1.      Eighteen proposals were selected for negotiation leading to award.   

2.      Unfortunately, as in Question # 40, which referred to concept paper applications, we will not be releasing information regarding number of full proposals received for this FOA.

3.     The successful applications will not be made publicly viewable through any DOE controlled website.
