Question 1: What is the date by which concept paper encourage/discourage notification will be sent to applicants?
Answer 1: It is estimated that concept paper notifications will be sent on or around 2/26/16. 
Question 2: The table on page 30 of the FOA lists a period of performance (POP) for each area of interest (AOI). For topics that don’t list a POP range, is the duration listed a minimum, a maximum, or an exact required length? For example, could I propose an 18 month program to AOI 11 or can I only propose a 36 month effort?
Answer 2: The POP specified in the FOA is the DOE’s estimate of the length of time needed to perform the type of work solicited; however, the time frame is not binding.  Applicants should provide a POP reflective of the resources and level of effort their individual project would take.
 
Question 3: The Estimated-Funding Table located in Section II.A of the FOA lists the anticipated minimum award size for any one individual award (Fed share). Is the anticipated minimum size a hard minimum limit?
Answer 3: The estimated funding levels are based upon similar, past projects and portfolio analysis in order to solicit for a suite of projects which meet program needs.  Minimum funding levels are not binding, but reflective of the estimated scope of the projects the DOE envisions.   Applicants should provide a budget which reflects resources and level of effort their individual project would take. 
Question 4: In the Area of Interest 5 Description, the power for peak power capability requires a duration of 2 seconds. Is the duration correct? In past DOE road -maps 18 secs or longer has been used for peak power capability.
Answer 4: Yes the text in the FOA is correct – the peak duration is at least 2 seconds.
 
Question 5: Is a Data Management Plan required as part of the Full Application? It is listed in the table of required forms, but the Data Management Plan description says the it is due 45 days post-award.
Answer 5: Yes, it's listed as a required document, but it only needs to be submitted if you are selected for award.  It does not need to be submitted with your application package.
Question 6: Are the requirements for AOI7 supposed to be exactly the same as the requirements AOI8?
Answer 6: This was addressed in Amendment 000002, which was issued on 01-29-16.
Question 7: I am wondering if the development, modeling, and characterization of vertical high voltage wide bandgap semiconductors (GaN/SiC) for the power electronic circuitry in electric vehicular applications is relevant to this FOA?
Answer 7: It is the responsibility of the Applicant to carefully review the FOA to determine whether to submit a concept paper.  DOE will not provide this type of advisement outside of the Concept Paper process. 
Question 8: What are the steps required to engage with LightMat in conjunction with the application under the FOA, AOI 3?
Answer 8: As discussed in the AOI 3 Description in the FOA document, as part of the application process, project teams are encouraged to interface with the LightMat Consortium (http://LightMat.org) led by Pacific Northwest National Lab (PNNL).
 
Question 9: Should proposed LightMat activities be reflected in the Concept Paper?
Answer 9: The concept paper may include a high-level description of the LightMat tools needed for the project. The applicant should determine the content of the concept paper following the guidelines in the FOA documentation.
 
Question 10: Is a DOE Field Work Proposal under Section IV D 9 required for LightMat activities?
Answer 10: **UPDATED ANSWER** The LightMat Consortium at PNNL is an ongoing DOE program, and a Field Work Proposal (FWP) already exists for this effort therefore and individual FWP between the applicant and PNNL is not necessary. 
Question 11: In AOI 3, should the LightMat resources be included in the overall project budget as both expenditures and cost share by Light Mat?
Answer 11: As stated in the AOI 3 Description, access to these tools will be provided by DOE at no cost to the project up to $1M. Costs above $1M must be paid for by the applicant outside of project costs.
 
Question 12: Does use of the LightMat resources require an authorization for DOE/FFRDCs under Section III E 1b?
Answer 12:

Yes, since PNNL is an FFRDC, their participation requires this authorization.

Question 13: Should the LightMat activities be reflected in the Work Breakdown Structure (WBS) structure as a separate task?
Answer 13: Coordination with LightMat and activities performed by an Applicant should be included in the WBS structure as it would involve Recipient resources.  However, LightMat resources should not be included in the WBS.
 
Question 14: Can a partnering OEM be a foreign company with R&D center outside the US?
Answer 14:

The FOA does not exclude participation by a foreign company as a partner; however, it should be noted per Section III (A) 2: "All work (100% of all direct labor, including contract/subrecipient labor) performed under EERE Awards must be performed in the United States. This requirement does not apply to the purchase of supplies and equipment; however, the Prime Recipient should make every effort to purchase supplies and equipment within the United States. The Prime Recipient must flow down this requirement to its Subrecipients." 

Question 15: Can you clarify the criteria for evaluating concept papers under AOI #1? They seem to be incorrect in the FOA, referring to workplace safety.
Answer 15: This was corrected in Amendment 000002, which was posted on January 29.  Subsequently, Amendment 000003 was posted February 2.
Question 16: Will advanced component technologies for gaseous and liquid fuels be considered under AOI 9?
Answer 16:

Unfortunately, due to the competitive nature of this process, we are unable to state if a particular technology or concept is or is not of interest. Applicants should review the technical description associated with each Area of Interest (AOI) to determine an approach based on the  nature and scope of the proposed technology, prior to submitting concept papers.

In accordance with the FOA, Section III. G. Questions Regarding Eligibility: "EERE will not make eligibility determinations for potential applicants prior to the date on which applications to this FOA must be submitted. The decision whether to submit an application in response to this FOA lies solely with the applicant."

EERE will not provide submission recommendations on concept papers prior to submission of a Concept paper.  At that time, EERE makes an independent assessment of each Concept Paper based on the criteria in Section V.A.1 of the FOA.  EERE will encourage a subset of Applicants based upon this assessment to submit Full Applications. Other Applicants will be discouraged based upon this assessment from submitting a Full Application.  An applicant who receives a “discouraged” notification may still submit a Full Application. However, by discouraging the submission of a Full Application, EERE intends to convey its lack of programmatic interest in the proposed project.

Question 17: Can you please explain the cost share portion of this FOA in deeper detail and give an example.
Answer 17: Cost share is discussed in detail in Section III (B) of the FOA.  Applicants are encouraged to refer to 2 CFR 200.306 as amended by 2 CFR 910.130 & 10 CFR 603.525-555 for additional guidance on cost sharing.
 
Question 18: Do we need to submit budget information during concept paper stage?
Answer 18: Concept paper requirements are discussed in Section IV.C.1 of the FOA, and budget information is not required at the time of the concept paper.  However, keep in mind that the Exchange system will require entering a proposed cost share as a step in the submission process.  Any proposed cost share at the Concept Paper stage of the application process can be updated or amended at the time of full application submission.  Budget information is not required in the concept paper document. 
Question 19: Has the latest amendment been posted on eere-exchange? If not, when will it be posted?
Answer 19: Amendment 000002 was posted on January 29, 2016.  Subsequently, Amendment 000003 was posted on February 2, 2016. 
Question 20: If we are proposing a topic that is closely related to two AOIs, such as 6 and 7. Can we choose to be reviewed in both AOIs or must we choose one of them.
Answer 20:

In accordance with Section III (D. Responsiveness Criteria) of the FOA, "Applicants may submit more than one Full Application to this FOA, provided that each application describes a unique, scientifically distinct project.  All concept papers and applications must be for a stand-alone project that is not dependent or contingent upon another application submitted to this or any other FOA."  Multiple Applications for the same project will only be evaluated under one AOI.

Question 21: For the Field Work Proposal (FWP); has a B&R code, Program code, or Program Manager been chosen for this call or shall we state TBD on our FWP?
Answer 21: Yes, a TBD may be used for these fields in the FWP.
 
Question 22: Are we going to get a copy of the webinar?
Answer 22: The webinar will not be posted, nor will the slides be released.  All the information discussed during the webinar came directly from the FOA.

Question 24: Can you please mention about the expected TRL levels for AOI 2?
Answer 24: The FOA areas of interest and the technical review criteria do not identify or specify the technical maturity of the technology in terms of technology readiness levels. Please refer to the specific area of interest descriptions in Section I of the FOA, and the technical review criteria for technology research, development, demonstration, or deployment requirements located in Section V.A of the FOA.
Question 25: Does the development of alternative fuels for internal combustion engines lie within the AOIs?
Answer 25:

Question 26: What is the minimum stage of technology for a submission?
Answer 26:

Technology stage is dependent upon the relevant Area of Interest.  Applicants should review the technical description associated with each Area of Interest (AOI), located in Section I of the FOA, to determine if their approach is within the desired development stage.

Question 27: Would active aerodynamic systems (that improve fuel efficiency) be considered in the general topic section?
Answer 27:

Question 28: Please confirm the deadlines. The dates mentioned in the webinar looked different.
Answer 28: Any content within the webinar that appears discrepant from the FOA language is superseded by the FOA language.  All Applicants are must carefully read the FOA guidelines and adhere to them, and regularly check the EERE eXCHANGE website for any amendments to the FOA.  All Applicants are encouraged to register on grants.gov in order to automatically receive notification of FOA amendments.
Question 29: Is my company's technology area less likely for selection if another company has received funding for the same or similar topic previously?
Answer 29: Concept papers may be submitted that propose projects that are based on a program that has been previously funded or is currently funded by DOE.  It must be noted that the proposed technology or project must be innovative and NOT DUPLICATE work that is currently or recently funded by DOE.  Concept Papers that propose work that is duplicative of work that is currently or has recently been funded by DOE will be discouraged and not funded.
 
Question 30: Is my company's technology area less likely for selection if another company has received funding for the same or similar topic previously?
Answer 30: Concept papers may be submitted that propose projects that are based on a program that has been previously funded or is currently funded by DOE.  It must be noted that the proposed technology or project must be innovative and NOT DUPLICATE work that is currently or recently funded by DOE.  Concept Papers that propose work that is duplicative of work that is currently or has recently been funded by DOE will be discouraged and not funded. 
Question 31: Some of these programs have small number of awards and high award values - are state or local applications possible at those high values or even for values lower than the floor ($750,000 for example in AOI1)?
Answer 31:

The anticipated funding levels are guidelines to assist the applicant in determining the appropriate scope of their proposed project.  These numbers are based upon EERE budgets and funding available for particular AOIs within the FOA.

Question 32: Please explain how the cost share percentage will increase with the % of work being performed by the Prime?
Answer 32: Cost share is discussed in detail in Section III (B) of the FOA.  Specifically, Section III (B) 1. Legal Responsibility: "Although the cost share requirement applies to the project as a whole, including work performed by members of the project team other than the Prime Recipient, the Prime Recipient is legally responsible for paying the entire cost share. The Prime Recipient’s cost share obligation is expressed in the Assistance Agreement as a static amount in U.S. dollars (cost share amount) and as a percentage of the Total Project Cost (cost share percentage). If the funding agreement is terminated prior to the end of the project period, the Prime Recipient is required to contribute at least the cost share percentage of total expenditures incurred through the date of termination."  Also see Section III B (2. Cost Share Allocation): "Each Project Team is free to determine how best to allocate the cost share requirement among the team members. The amount contributed by individual Project Team members may vary, as long as the cost share requirement for the project as a whole is met."

Question 33: If a prime applicant (university) is qualified for 10% cost share, does that apply to the whole project, or, does the 10% cost share apply to prime applicant’s other team members /subcontractors which are for profit businesses?
Answer 33:

Consistent with Section III.B of the FOA, "The recipient cost share requirement for applied research and development activities projects is reduced to 10% and applied when the  Prime Applicant selected for an award is a domestic institution of higher education; domestic nonprofit; or U.S. State, local or tribal government, and  performs more than 50% of the project work, as measured by the total project cost."  For projects that are eligible for the cost share reduction, the cost share requirement of 10% applies to the total project costs. The Prime Recipient is responsible for ensuring that the cost share requirement is met. Consistent with III.B.1 of the FOA, "The Prime Recipient is solely responsible for managing cost share contributions by the Project Team and enforcing cost share obligation assumed by Project Team members in subawards or related agreements."

Question 34: if a gov't entity and a non profit are applying with a joint project, who is best to have as lead?
Answer 34: Notwithstanding Section III (Eligibility Information), it is the DOE's preference to have the prime as the entity who has the most control over project resources.
Question 35: Areas of interests seem to trend on high voltage topics. Is that the case?
Answer 35:

The technical parameters for each topic are contained in the Area of Interest Descriptions in Section I of the FOA. 

Question 36: For AOI 2, is bidirectional power flow required for vehicle to grid connection?
Answer 36:

Question 37: Are wide bandgap semiconductors (GaN/SiC) applicable to the 'power electronics' portion of this FOA?
Answer 37:

Question 38: It is clear that direct labor costs for the project are 100% in US. Does this also apply to the cost share portion? Or could cost share be from foreign country?
Answer 38:

All project costs (DOE and cost share) are subject to the same cost principles, including the requirement that 100% of the labor be performed in the US.

Question 39: My institution has several DUNS numbers. Does it make a difference which one to use?
Answer 39: Applicants should use the DUNS number which corresponds with the entity who is financially responsible for the business unit performing the work.
 
Question 40: Does the cooperative nature of the funding imply a publication obligation on recipients?
Answer 40: EERE encourages Recipients to publish results to the greatest extent practicable, while not compromising patent protections, trade secrets, or Intellectual Property provisions.
Question 41: Are there targetted size areas for AOI 1? (municipal, state, etc)?
Answer 41: The FOA does not require a specific size for the targeted areas. Please refer to the technical review criteria in Section V.A of the regarding potential impact for the area of interest.
 
Question 42: Is there a contact person for this FOA to ask further questions if we have any?
Answer 42:

Question 43: Are reviewers going to be primarily academic, industrial, or a combination?
Answer 43: EERE selects experts that are relevant respective AOIs, which may consist of academic, private sector, FFRDC, or federal personnel.
Question 44: Would innovative enabling technologies for Renewable Natural Gas use in transportation be an appropriate topic for AOI 11?
Answer 44:

Question 45: May one proposal address two areas of interest: in particular (7) advanced material characterization and (8) advanced materials modeling?
Answer 45:

In accordance with Section III (D. Responsiveness Criteria) of the FOA, "Applicants may submit more than one Full Application to this FOA, provided that each application describes a unique, scientifically distinct project.  All concept papers and applications must be for a stand-alone project that is not dependent or contingent upon another application submitted to this or any other FOA."  Multiple Applications for the same project will only be evaluated under one AOI.

Question 46: The merit review event in June 16, is it a review of the projects submitted this year?
Answer 46: Projects will not be selected prior to the 2016 Annual Merit Review (AMR).  If sufficient progress has been made on individual projects selected under this FOA, EERE may request presentation at the 2017 AMR.  Applicants should budget travel for AMR attendance during all years of their project. 
Question 47: For the concept paper, do team members need to submit any confirmation, or can the team members be changed for the full application?
Answer 47: Letters of support are not required for the Concept Paper.  Partners should be identified, if applicable.  There is no requirement that partners remain the same between Concept Paper and Full Application.
 
Question 48: If the proposed project is applicable to more than one AOI (for example area 6 and 8), how would the award amount limit be determined? Is it the maximum of either AOI, a sum of both, or some other determination?
Answer 48: In accordance with Section III (D. Responsiveness Criteria) of the FOA, "Applicants may submit more than one Full Application to this FOA, provided that each application describes a unique, scientifically distinct project.  All concept papers and applications must be for a stand-alone project that is not dependent or contingent upon another application submitted to this or any other FOA."  Multiple Applications for the same project will only be evaluated under one AOI.
 
Question 49: Are small business companies eligible?
Answer 49: Yes, please see the eligibility requirements which are described in detail in Section III.

Question 50: Since Federally Funded Research and Development Centers (FFRDCs) are eligible to apply for funding as a Subrecipient, is there a limit on the percentage of the total award the FFRDC can receive as a Subrecipient.
Answer 50: There is no limit on the total cost and FFRDC can receive as a Subrecipient.  However, non-federal cost share will be required for the entire project.
 
Question 51: Is lithiated anode considered an interest of AOI 6?
Answer 51:

Question 52: Has a full proposal submission with receiving suggestion of "Discouraged" for a Concept Paper, been awarded in the past?
Answer 52: EERE does not disclose procurement-sensitive information.

Legal Responsibility: "Although the cost share requirement applies to the project as a whole, including work performed by members of the project team other than the Prime Recipient, the Prime Recipient is legally responsible for paying the entire cost share. The Prime Recipient’s cost share obligation is expressed in the Assistance Agreement as a static amount in U.S. dollars (cost share amount) and as a percentage of the Total Project Cost (cost share percentage). If the funding agreement is terminated prior to the end of the project period, the Prime Recipient is required to contribute at least the cost share percentage of total expenditures incurred through the date of termination."  Also see Section III B (2. Cost Share Allocation): "Each Project Team is free to determine how best to allocate the cost share requirement among the team members. Responsiveness Criteria) of the FOA, "Applicants may submit more than one Full Application to this FOA, provided that each application describes a unique, scientifically distinct project.  All concept papers and applications must be for a stand-alone project that is not dependent or contingent upon another application submitted to this or any other FOA."  Multiple Applications for the same project will only be evaluated under one AOI. 
Question 72: If the budget submitted with the full application does not meet the federal cost sharing regulations, are costs allowable in the budget?

Question 76: When an "Encouraged" Concept Paper is identified, do you provide any additional guidance?
Answer 76: Consistent with Section IV.C.1 of the FOA, EERE will include general comments provided from reviewers on an Applicant’s Concept Paper in the discourage notification sent to Applicants at the close of that phase.  Applicants who receive an “encourage” notification will not be provided with comments from reviewers.
 
Question 77: Is there any impact on the proposal evaluation by the type or mix of participants for the proposal (such as vendors, component manufacturers for vehicles)?
Answer 77: Depending upon the AOI, some partnering arrangements are recommended.  Please see the AOI descriptions in Section I of the FOA.  The mix of partners should be appropriate for the project scope and overall objectives of the pertinent AOI.
 
Question 78: Have consortias a higher probability of being granted than single for-profit entities?

Question 88: Does AOI 10 require all three fuels or can projects focus on one fuel type?

CLARIFY PLEASE: Example, if an implemented application saves 10 lbs, compared to existing material then the cost to produce this new component using the new mateiral and/or new technology must cost less than $25? Please clarify what is meant here.
Answer 90:

The cost per pound of weight saved target assesses the total additional cost of implementing a new technology in a high volume vehicle (compared to a conventional baseline technology) divided by the total weight saved. Therefore, implementing a technology with a manufacturing cost increase of $25 (versus a high volume, production vehicle baseline) that saves 10 lbs. would be equivalent to $2.50 per pound of weight saved.

Question 91: Do the staff or vehicles and equipment utilized for the mobile showcases need to be generic/3rd party or can they be brand affiliated?

Can we use Microsoft Word to create this document and then save it as a PDF file for submission?

Question 96: If the Prime Applicant is a consortium, and the consortium includes members that are domestic institutions of higher education (US universities) and those member universities are performing more than 50% of the project work (as measured by the total project costs), can that proposed project utilize the lower cost sharing percentage afforded to a Prime Applicant that is a single university performing more than 50% of the project work?
Answer 96: No, consistent with Section III.B of the FOA, Prime Applicants who do not qualify for the cost share reduction must meet the minimum cost share requirements for the total cost of the project (including that portion of the work performed by subawardees who are a domestic institution of higher education; a domestic nonprofit; or U.S. State, local or tribal government; a Federal Laboratory; or an FFRDC) as established according to the AOI. 
Question 97: How should we indicate on our SF-LLL that no funds have been used to influenced or attempted to influence a government official in connection with our application?
Answer 97: If you do not meet the criteria stated in Section IV.D of the FOA for submitting the form, then you are not required to submit it.  
Question 98: If a concept paper was submitted and received a letter of encouragement, can the Title of the project be changed in the full application submission? Can the Abstract be changed in the full application submission?
Answer 98: The FOA does not require that the project title and abstract be identical for the Concept Paper and Full Application.  However, the Concept Paper phase provides Applicants feedback as to whether or not their project would be of programmatic interest.  If an Applicant received an “encourage” notification for a Concept Paper and the Full Application differs substantially from the original Concept Paper it may no longer be of programmatic interest.
Question 99: I had a question about the requirements for Statement of Project Objectives (SOPO) document, which is part of the Full Application submission. Page 42 of the FOA (amendment #4) lists requirements for the Full Application that include the following: (1) Use Times New Roman typeface; (2) The Control Number must be prominently displayed on the upper right corner of the header of every page; and (3) Page numbers must be included in the footer of every page. The DOE-provided SOPO template (i.e., SOPO_Format.docx) also states that the SOPO “must utilize the following format”. However, SOPO_Format.docx uses a Calibri font (instead of Times New Roman), and its page headers and footers are empty. Which of these conflicting SOPO formatting requirements should be followed?
Answer 99: An updated SOPO template is now available in Exchange.
Question 100: The cover page of the EERE Environmental Questionnaire requests a “DOE Technology Office Point of Contact” and “DOE Grant Management Specialist.” How should we respond to both?
Answer 100: It is acceptable to complete these fields with “to be determined” for the purposes of the application.

Question 102: Can you please clarify what criteria are used to distinguish between an R&D Phase and a Demonstration Phase for AOI2?
Answer 102: Per Section I of the FOA, vehicle and infrastructure demonstration will be initiated after technology integration has been completed.  Applicants should determine the split between technology integration and demonstration based upon their proposed work.
 
Question 103: What percentage of the cost of the fleet vehicles can be covered under FOA-1384 AOI 2? What percentage of the lease cost of the fleet vehicles can be covered under FOA-1384 AOI 2?
Answer 103:

Vehicle acquisition and lease costs must comply with 2 CFR 200.436 and 2 CFR 200.465.

Question 104: Regarding Area 1: Can EV vehicles be rented for demonstration events, and would the rental charge be an allowable expense?
Answer 104:

Per Section I of the FOA (AOI 1):

"Vehicle and electric vehicle supply equipment depreciation or lease values are allowable in accordance with 2 CFR §200.436 and 2 CFR §200.465 respectively."

 
Question 105: The list of required documents includes “Letters of Commitment,” but says these are only required “if applicable.” If a subrecipient/subawardee is not contributing cost-share to the project, do you need to submit a letter of commitment for that subrecipient/subawardee? If so, what do those commitment letters need to include? The instructions for commitment letters on p. 63 just say “Letters of Commitment from parties participating in the project, exclusive of vendors, who will not be contributing cost share, but will be integral to the success of the project,” without providing additional detail.
Answer 105: Letters of support for cost-sharing partners should be provided on company letterhead, and indicate the level of support provided as well as the type (e.g. cash, labor hours, etc.) and a description of the scope anticipated (i.e. SOPO Task or narrative description).  Letter should be signed by a company representative that is capable to commit (or reasonably be able to obtain) company resources for the project.  If a subrecipient/subawardee is not providing cost share to a project, a letter of support is not required. 
Question 106: Are subrecipients participating in a proposal required to complete an Environmental Questionnaire? This was not clear in the sponsor guidelines.
Answer 106: The Prime applicant is responsible for completing the Environmental Questionnaire and submitting it with the full application package.
 
Question 107: Can amounts paid to LightMat under AOI3, in excess of the $1M maximum, be used as part of the recipient’s cost share requirement?
Answer 107: No.  Per Section I of the FOA:  Upon award, Recipients may, at their discretion, choose to access National Laboratory tools and expert researchers within the LightMat Consortium. Access to these tools will be provided by DOE at no cost to the project up to $1M. Costs above $1M must be paid for by the applicant outside of project costs. The specific National Laboratory resources planned for use under the project should be clearly identified in the application. 
Question 108: Can you please clarify – on Page 63 of the FOA, paragraph 15 implies that all software developed or used in projects under this FOA must have an Open Source Software Distribution Plan. For a project that is not software oriented, is focused on field demonstration of hardware, and where there is no intent of distributing software from the project, is an Open Source Software Distribution Plan required? Will all software have to be released as open source? Would this include embedded firmware?
Answer 108: No.  The Open Source Software Distribution Plan only applies to software developed under an award from this FOA.  Embedded firmware is not considered to be software.  Details of intellectual property will be negotiated and formalized prior to any awards resulting from this FOA.
 
Question 109: For the Open Source Software Distribution Plan required for this FOA, what will you accept as the open source licensing format?
Answer 109:

Appendix E of the FOA provides several acceptable licensing formats.  Any format licenses proposed must be consistent with the requirements in Appendix E.

Question 110: The SF-424 line 13 is labeled Competition Identification Number. What is that number for DE-FOA-0001384?
Answer 110:

You could use your application's Exchange Control Number, or “To Be Determined”. 

Question 111: For a AOI where the required minimum non-federal cost share is 20%, would DOE’s selection assessment of a project be improved if the Prime Applicant proposes a 21% non-federal cost share instead of the minimum 20% cost share?
Answer 111:

Applications will be evaluated in accordance with the Technical Review Criteria provided in Section V(A)(2) of the FOA.  In addition to the Technical Review Criteria, the Program Policy Factors provided in Section V(C)(1) may also be utilized in determining which Full Applications are selected for award negotiations. 

Question 112: Building codes & standards and operational guidelines/recommended practices applicable to work on and/or storage of NG/LPG/H2 vehicles in maintenance garages and parking garages are distinctly different than those applicable to fuel station design and operation. Was it the intent of this FOA to request that responders provide comprehensive training and related materials on BOTH these topics (maintenance garages and parking garages & fuel stations), or just the garages and maintenance facilities that appear to be the primary focus of the FOA as stated in the opening and closing paragraphs?
Answer 112: The intent of AOI 10 is to provide safety training, guidance, and tours of showcase facilities related to garage facility upgrades and building modifications that will support the use EPACT-defined gaseous fuels for vehicles (natural gas, propane, and hydrogen).  Vehicle refueling operations and fueling infrastructure may be included as part of the project, but are not required.  Applications may address single or multiple fuels.
Question 113: If proprietary software is utilized to meet the project’s objective, then does the provision of an open source API which provides access to specific functionality within that proprietary software satisfy the open source software requirement?
Answer 113:

Yes.  It is not the intent of the Open Source Software Distribution Plan to provide any access to proprietary software.  The only software or code which is subject to the provisions are that developed under costs incurred under an award resulting from this FOA.

Question 114: Can you please clarify the apparent contradiction that exists between the requirement for a plan which provides a measurable commitment to support US manufacturing and the requirement that any software produced under this FOA will be distributed as Open Source Software? This doesn’t appear to support a sound commercialization plan for the cost share grant recipient, who could not ensure that the open sourced software would be used for US production.
Answer 114: There is no contradiction.  The U.S. Manufacturing Plan represents a commitment to support U.S. manufacturing as a result of its award.  Its intent is to support U.S. manufacturing, but it is not reasonable to expect that technologies supporting U.S. industries will not be used by foreign-owned companies.
Question 115: Can we add copies of reference papers in an addendum and if so will it count towards the total page number?
Answer 115:

No.  Any reference papers or supporting technical information may be included in the Technical Volume, and are subject to the maximum page length requirements.  Per Section IV(D)(2) of the FOA, Full Application Content Requirements, there is no provision for an addendum to the Technical Volume.  Any materials in pages exceeding the page length requirement will not be reviewed.

Per Section IV(D)(2) of the FOA:

"The Technical Volume to the Full Application may not be more than 30 pages, including the cover page, table of contents, and all citations, charts, graphs, maps, photos, or other graphics, and must include all of the information in the table below. The page limitation does not include the Statement of Project Objectives, which is a separate document and not included as part of the technical volume. The applicant should consider the weighting of each of the evaluation criteria (see Section V.A.2 of the FOA) when preparing the Technical Volume."

Question 116: We are in the process of preparing a proposal to respond to the solicitation referenced above and have a question regarding the attached FFRDC Budget Justification Worksheet. We will have an FFRDC participating on our project, but it is a non-DOE FFRDC. Since our FFRDC is a non-DOE FFRDC, is the attached budget worksheet still required? It seems that the FFRDC Budget Justification Worksheet is only for DOE FFRDCs. Please confirm. Also, if the FFRDC Budget Justification Worksheet is only for DOE FFRDCs, is there any special budget form required for the non-DOE FFRDCs?
Answer 116:

Yes, consistent with Section IV of the FOA the Field Work Proposal is applicable to DOE FFRDCs.  There is not a "special" budget form for non-DOE FFRDCs.  Consistent with Section IV.D, a non-DOE/NNSA FFRDC would typically be funded through an interagency agreement with the sponsoring agency.

 
Question 117: Is there a funding amount (value of overall budget or % of project workload) or other threshold that determines the level of invoicing detail a subcontractor is required to provide? For example, is a subcontractor who receives only $90,000 required to submit the same level of detailed monthly invoices as the prime contractor who would be receiving $900,000 budget, if successfully awarded?
Answer 117:

Consistent with VI.B.2 of the FOA, the administrative requirements for DOE grants and cooperative agreements are contained in 2 CFR Part 200 as amended by 2 CFR Part 910.   The EERE standard award special terms and conditions can be accessed at http://www1.eere.energy.gov/financing/pdfs/special_terms_conditions.pdf.  Please note that invoicing requirements depend on the entity type.
