Question 1: I am contacting you because you are listed as the Grants and Agreements Specialist for DE-FOA-0000479. Grants.gov mentioned that the Solar Energy Grid Integration Systems - Advanced Concepts FOA has an amendment #1, however, there does not seem to be an updated full announcement on the EERE Exchange. What was amendment #1 and is there an updated full announcement?
Answer 1: The Funding Opportunity Announcement (FOA): Solar Energy Grid Integration Systems – Advanced Concepts DE-FOA-0000479 has not been modified.  A 'contacts' update was completed in Grants.gov, which created a modification in the system, however the FOA has not been modified.
Question 2: We are seriously interested in FOA-000479, but the documents that are linked are for FOA-0000493. Please point me to the proper documents.
Answer 2:

Question 3: Is the Department of Energy interested in accepting project applications which specifically address Smart-Grid Functionality related to advanced technology demonstrations in grid integration, solar power forecasting, and solar generation management including data aggregation and monitoring software?
Answer 3:

The objective of this Funding Opportunity Announcement (FOA) is to fund projects that develop technologies in power electronics that reduce the overall photovoltaic (PV) system costs, allow high penetrations of solar technologies onto the grid, and enhance the performance, reliability, and safety of the PV system.  The purpose of this FOA is to develop and demonstrate technologies that allow high penetrations of solar technologies onto the grid, reduce overall BOS costs, and/or harvest more energy from the sun. 

Based on the description provided, the proposed activities would be considered responsive to the objectives of this FOA.

Question 4: How do I get grants for solar to be put on my home to help save money and make power for my city power company?
Answer 4: Unfortunately, Funding Opportunity Announcement DE-FOA0000479 is not intended to provide direct funding to homeowners for personal energy cost reduction and power generation. Information on Residential Solar Tax Credits can be found at: http://www.dsireusa.org/library/includes/incentive2.cfm?Incentive_Code=US37F&State=Federal¤tpageid=1&ee=0&re=1. All other Federal grant opportunities can be found at www.grants.gov.
Question 5: We have several projects we are working on and would like more information on grants available. Where is the best place to search for grant opportunities?
Answer 5: All Federal grant opportunities can be found at www.grants.gov.
Question 6: We are noting in the solicitation the cost share percentages by topic. Please advise if it will be acceptable to propose more cost share earlier in the program and less at the end of the program as long as the total cost share requirement is met?
Answer 6:

Each of the 2 topics under this FOA have specific cost share requirements for each phase of the project.  All selected projects will be required to meet the minimum cost share for that phase.  For further details please see Section II.C. Maximum and Minimum Award Size.

Question 7: What is required as part of the preliminary application?
Answer 7: To meet the requirements of the preliminary application please submit the Application for Federal Assistance SF424 and a Narrative file both as PDF documents, please see Section IV.C. Content and Form of Preliminary Application in the Funding Opportunity Announcement for further details.  The preliminary application is considered a preapplication and the Application for Federal Assistance SF424 is used for this purpose. Each applicant submitting a full application will be required to submit an Application for Federal Assistance SF424 at that point as well.
Question 8: For a Topic 2 grant, Is it possible to count the costs of a solar installation that is planned but not in development against the cost share portion of the grant? This solar installation would then be paired with a battery.
Answer 8:

In general, provided that the costs come from non-Federal sources and are allowable and allocable to the project (see Appendix C and 10 CFR Part 600 for the applicable cost sharing requirements) they may be counted as cost share.

However, please note that the objective of this Funding Opportunity Announcement (FOA) is to fund projects that develop technologies in power electronics that reduce the overall photovoltaic (PV) system costs, allow high penetrations of solar technologies onto the grid, and enhance the performance, reliability, and safety of the PV system.  If the solar installation proposed is part of a pilot demonstration to demonstrate the feasibility of new power electronics technologies in the field (identified as Topic 2, Phase 3 in the FOA) then the project may be responsive to the FOA objectives, but this solicitation is not intended to provide direct funding for solar installations.

Question 9: Given the Under Secretary’s recent direction regarding cost sharing requirements for FFRDCs, Universities, and not-for-profits on FOAs involving research in Technology Readiness Levels (TRLs) 1 through 3, will the cost share requirement be reconsidered on this FOA?
Answer 9: The Cost Share Waiver granted by the Under Secretary for EERE on April 7, 2011 was applicable to specific Funding Opportunity Announcements involving research in Technology Readiness Levels (TRLs) 1 through 3.  The waiver did not include the Solar Energy Grid Integration Systems - Advanced Concepts FOA.  There are no plans to change the cost sharing requirements for this FOA. 
Question 10: For the Bibliography & Reference section in the preliminary application, it needs to be a separate PDF document from the project narrative in order to be read - correct?
Answer 10:

The Bibliography & Reference section should be included in the Preliminary Application Narrative File document.  As noted in the FOA, this section will not count toward the 4 page limit.

Question 11: In preparing the general and team members information, there are boxes that we need to put percent effort (either lead organization or team members). How is the percentage defined?
Answer 11:

To report the percent of total work effort for each organization, the response should be based on the percent of dollars for each entity: prime recipient and subrecipient(s). 

Please note that entities that do not meet the eligibility criterion listed under Section III, Eligibility Information, on Page 10 of the Funding Opportunity Announcement are not eligible to apply as the prime applicant.  However, entities not meeting this criterion are allowed as subrecipients to an eligible applicant provided that, in aggregate, not more than 20% of the total estimated DOE funding is provided to entities that do not meet the eligibility criteria.

Question 12: What is the relationship between the phases cited in Section III-B of the FOA and the Years of the Agreement as discussed in Section II-C? For instance, if the applicant has completed Phase I on its own and without assistance, and is seeking support for the continued efforts described as Phases 2 and 3, does one arbitrarily call the first year of funding "Phase I" regardless of what is implied in Section II-C?
Answer 12:

The table in Section III.B of the FOA and the language in Section II.C is meant to illustrate the anticipated focus and required cost share by phase for each topic, along with the anticipated timeframes for each phase.  The actual cost share requirement will be determined by the type of activities proposed (See Appendix C and 10 CFR Part 600 for the applicable cost sharing requirements). 

If an applicant has already completed the initial research and development of their technology, they may propose just the prototype development and pilot demonstration phases.  The application should justify the technology readiness and include a clear description of what activities are being proposed.  In this case the prototype development would be Phase 1 of the project and the pilot demonstration would be considered Phase 2.  However, please note that the cost share requirement would still be 20% for the prototype development and 50% for the pilot demonstration.    

Question 13: Where can I find a template for the SF424 Application?
Answer 13:

The Application forms and/or instructions can be found on the EERE eXCHANGE website at http://eere.energy.gov/financing/exchange.

Question 14: Will Letters of Intent due 5/19/11 require official institutional signatures or can the Principal Investigator login and submit independently from any OSP sign-off?
Answer 14: A Letter of Intent is not required for this Funding Opportunity Announcement (DE-FOA0000479).
Question 15: Please confirm that the cover page is included in the 4 page submittal, not as a separate page.
Answer 15: The Cover page is included in Narrative File  (4-page limit).
Question 16: Can I turn in a pre-application without full CCR registration?
Answer 16: A DUNS number or CCR registration is not required in order to submit an Application through the EERE eXCHANGE site.  However, a DUNS Number, registration with the Central Contractor Registry (CCR), and registration in FedConnect are required to receive an award under the Announcement.  Therefore, all potential applicants lacking a DUNS number, or not yet registered with CCR or FedConnect should complete those registrations as soon as possible.
Question 17: PRELIMINARY APPLICATION SF-424 – Application for Federal Assistance Complete all required fields in accordance with the instructions on the form. The list of certifications and assurances in Field 21 can be found at http://management.energy.gov/business_doe/business_forms.htm, under Certifications and Assurances. Note: The dates and dollar amounts on the SF 424 are for the complete project period and not just the first year, first phase or other subset of the project period. On the referenced webpage there seem to be to different types of forms. Neither of these exactly matches the request above.
Answer 17: Please review Section IV B. and C. of the FOA for the requirements of the Preliminary Application. The SF-424 Application for Federal Assistance is available for download at the EERE Exchange website at https://eere-exchange.energy.gov/Default.aspx under FOA Documents.
Question 18: Does the “Financial Assistance Certifications and Assurances for Use with SF 424 form” need to be signed and submitted as a supporting document to the SF 424 when submitting a Preliminary Application?
Answer 18:

The SF424 Application for Federal Assistance includes the following statement, which is sufficient for the application submission:

By signing this application, I certify (1) to the statements contained in the list of certifications** and (2) that the statements herein are true, complete and accurate to the best of my knowledge. I also provide the required assurances** and agree to comply with any resulting terms if I accept an award. I am aware that any false, fictitious, or fraudulent statements or claims may subject me to criminal, civil, or administrative penalties. (U.S. Code, Title 218, Section 1001).

** The list of certifications and assurances, or an internet site where you may obtain this list, is contained in the announcement or agency specific instructions.

Question 19: In the key deliverables section, does “cost targets for those deliverables” refer to the target cost in $ per watt for the delivered solution, or the amount of the contract sought through this FOA to deliver the solution?
Answer 19: This question refers to the Special Requirements section for both topics which states that successful applicants will include a description of key deliverables that will be provided at the end of each phase and the specific performance and cost targets for those deliverables.  The cost targets refer to the cost per watt (i.e. $0.10 per watt for power electronics) specified in the Funding Opportunity Announcement.  The DOE will be conducting independent verification of performance and cost assumptions of key deliverables at the end of each phase of all projects funded through this FOA.
Question 20: Can the narrative portion of the narrative file begin on the cover page after the information required for the cover page has been entered?
Answer 20: Yes, the narrative portion of the narrative file can begin on the cover page.
Question 21: On the online application a Percentage of Effort is allocated to each participating entity. Should this percentage match the percentage of budget that the entity will use in the proposal?
Answer 21: When completing the percentage of effort for each participating entity, equate the percentage of effort to the percentage of the project budget per entity.
Question 22: Our office did not make the preliminary applications due date. Is there a grace period to submit a prelim application?
Answer 22:

As stated in the Funding Opportunity Announcement, applicants must submit a Preliminary Application by May 9, 2011, not later than 11:59 PM Eastern Time to be eligible to submit a Full Application.  Only Applicants who submitted Preliminary Applications by the due date, whose Preliminary Applications are deemed compliant, and who receive an invitation to submit a full application will be eligible to submit a Full Application.  All Application submissions must be made via the EERE Exchange at http://eere.energy.gov/financing/exchange. Applications received after the noted deadlines or by any other means will not be reviewed or considered for award. 

Question 23: The preliminary application our company submitted had typos. I am wondering if it is something that can be fixed?
Answer 23: Edits to the Preliminary Application will not be allowed, as the due date has now passed. However, if the Preliminary Application is deemed compliant and you are invited to submit a full application, you will be able to make edits to the Full Application in EERE eXCHANGE up to the deadline for Full Applications, which is on June 23, 2011 11:59PM Eastern Time.
Question 24: We submitted a pre-proposal under DE-FOA-0000479 and realized today that in the PDF submitted 2 of the images lost their text. Is there any chance to edit the submission?
Answer 24:

Edits to the Preliminary Applications will not be allowed, as the due date has now passed.  However, if the Preliminary Application is deemed compliant and you are invited to submit a full application, edits to the Full Application in EERE eXCHANGE are allowable up to the deadline for Full Applications, which is on June 23, 2011 11:59PM Eastern Time.

Question 25: What do I do if I'm having technical issues on the eXCHANGE system that are beyond my control, and which prevent me from submitting my Concept Paper on time? I'm getting an error message that reads “An Error Has Occurred - An unexpected error occurred on our website. The website administrator has been notified.”
Answer 25: All Preliminary Applications must be submitted using the eXCHANGE system.  In the event that an applicant encounters an error submitting a Preliminary Application to the eXCHANGE system, such as the one described, and they are unable to successfully complete their submission prior to the closing, the applicant should immediately submit their application via e-mail to the FOA mailbox (PowerElectronics@go.doe.gov).  Along with the required submission documents, the applicant should provide a detailed description of the error encountered, including screen shots showing the error, and a copy of any emails sent to EERE-ExchangeSupport@hq.doe.gov, as appropriate.  DOE will evaluate acceptance of the application on a case-by-case basis.
Question 26: Prime Recipient SF424 Research and Related(XLS) – Description is the High level budget Spreadsheet. – I believe that this is the file: SF424Budget.xls that is available on the website (please confirm).
Answer 26: Yes, the SF424 Research and Related(XLS) file is available on the eXCHANGE website. Please see SECTION IV – APPLICATION AND SUBMISSION INFORMATION of the Funding Opportunity Announcement for clarification on required documents.
Question 27: Prime Recipient Budget Justification (XLS) – Description is the Detail Budget Spreadsheet- I don’t see a set format for this on the website with the application materials. Do you have one, or can it be any format as long as it is in Excel?
Answer 27: The Budget Justification (XLS) file should be in your own format. Please see SECTION IV – APPLICATION AND SUBMISSION INFORMATION of the Funding Opportunity Announcement for clarification on required documents.
Question 28: I assume that the subrecipient documents (>$100K budget) would be the same format as above, just named differently. Correct?
Answer 28: Yes, subrecipients over the $100,000 threshold will require the same budget requirements for submission.
Question 29: In review of Section D. Content and Form of Full Application checklist for documents to submit under FOA 479, we have noticed that there are conflicting file names for saving the Final Project Narrative (in the full application write-up). On Page 14 (in the content checklist) DOE references “Control#_Final_Narrative.pdf”. However, on Page 15 (Final Project Narrative – Mandatory) DOE references “Control#_Institution_Technical.PDF.” Please advise which naming convention we should use.
Answer 29: Please use: Control#_Institution_Technical.PDF
Question 30: Our preliminary application was accepted and we are considering partnering with another applicant who also was invited to submit a full application. Is it possible to combine our applications, provided the combined application meets all the relevant requirements? Is there a process in place for having a new control number issued or should we identify one of the applicants as the lead and submit the application under an existing control number?
Answer 30:

If an applicant would like to partner with another applicant, both of whom were invited to submit a full application, the team should identify which applicant is the lead and submit the full application under that applicant's existing control number.

Question 31: We have been invited to submit a full proposal for the above FOA. We are partnering with a major PV inverter manufacturer who has recently set up a large manufacturing and R&D facility for PV inverters in the US. We would also like to have close collaboration with the company’s R&D Center in Europe, though a major part of the work and funds used will be in the US. The question is on whether a part of the DOE funds can be used to support the work done in the Europe facility. If so, are there any restrictions on the allowable categories – personnel, indirect cost, equipment, and is there an upper limit to the percentage spent outside the US?
Answer 31:

An eligible applicant is 1) a legal entity established pursuant to United States Federal or State laws, with operations in the United States or its Territories or; 2) a foreign legal entity having a place of business in the United States or its Territories.  An eligible entity must be able to demonstrate that its use of DOE funds will be in the economic interests of the United States, including, for example; creation of domestic manufacturing capability; use of American products, materials or labor; payment of United States taxes; or United States technological advancements.  

Eligible applicants include but are not limited to: (1) institutions of higher education; (2) National Laboratories; (3) nonprofit and for-profit private entities; (4) State and local governments; (5) consortia of entities (1) through (4). If applying as a consortium, one member of the consortium that is an established legal entity must be designated as the lead applicant.

Entities that do not meet this eligibility criterion are not eligible to apply as the prime applicant.  However, entities not meeting this criterion are allowed as subrecipients to an eligible applicant provided that, in aggregate, not more than 20% of the total estimated DOE funding is provided to entities that do not meet the eligibility criteria.  

Nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995 are not eligible to apply or to be a subrecipient to an eligible applicant.

 Please see the following sections and Parts of the Federal Financial Assistance Regulations 10 CFR 600 for further discussion regarding eligibility:

Question 32: Typically the NEPA Environmental Checklist is completed by the Prime and all Subcontractors (with greater than $100k of funding). It is not clear on this FOA if we need to get the NEPA Environmental forms completed by the subs, or if only the Prime needs to complete.
Answer 32:

The NEPA Environmental Checklist must include all activities under the proposed project.  Therefore, the NEPA Environmental Checklist should describe if the work is being performed at multiple project/performance site location(s), such as at a subcontractor's facility.  If selected for negotiation of an award, a separate Environmental R&D Questionnaire for each facility may be required.  

Question 33: Is an Applicant required to have a DUNS number, registration in CCR, and registration in FedConnect in order to submit an application to this FOA?
Answer 33:

These registration requirements could take several weeks to process and are necessary in order for a potential applicant to receive an award under this announcement. Therefore, all potential applicants lacking a DUNS number, or not yet registered with CCR or FedConnect should complete those registrations as soon as possible. Applicants that do not have this requirement in place prior to September 1, 2011 may not receive an award under the announcement.

Question 34: I would like to know if it is too late to start the application process for this grant.
Answer 34:

Please see the application process outlined in the Funding Opportunity Announcement, Section IV – Application and Submission Information, for Solar Energy Grid Integration Systems – Advanced Concepts.

The application process includes two phases: a preliminary application phase and a full application phase.  Following completion of the preliminary application phase, applicants will be notified as to whether or not they are eligible to submit a full application.  Only applicants who are favorably selected in the preliminary application phase will be eligible to submit full applications. If you did not submit a preliminary application by 05/09/2011 and get notified of your eligibility to submit a full application, you may not start the application process for this Funding Opportunity now. Full applications are due 06/23/2011 11:59 PM ET.

Question 35: The FOA does not indicate this solicitation is ARRA funded. Does this mean there will be no Buy American requirements for contractors to comply with?
Answer 35:

Grants under this Funding Opportunity Announcement are not part of the American Recovery and Reinvestment Act and therefore Buy American requirements does not apply.  Please see Section III, which states, an eligible entity must be able to demonstrate that its use of DOE funds will be in the economic interests of the United States, including, for example; creation of domestic manufacturing capability; use of American products, materials or labor; payment of United States taxes; or United States technological advancements. 

It is the sense of the Congress that, to the greatest extent practicable, all equipment and products purchased with funds made available under this Funding Opportunity Announcement should be American-made.

Question 36: The budget justification is a word document, not excel. This document is not easily converted to an excel file. For this FOA, is a pdf acceptable for the budget justification or must it be submitted as an .xls file?
Answer 36: See Section IV.D. of the FOA Document for submission details.  The eXCHANGE system requires that the budget justification be submitted as an .xls file.
Question 37: Following the demonstration phase, who retains ownership of the equipment?
Answer 37: For detailed information regarding equipment ownership, retention, and disposition at the conclusion of a DOE project, please refer to the Administrative Financial Assistance Regulations (10 CFR 600) for further guidance. Title to equipment will depend on entity type, residual value, intended purpose, and proportionate cost share. Question 38: It has come to my attention that some of the cells in the SF424 R&R form are not calculating correctly and cannot be altered. On sheet 1, (F-G) cell AB53 should include the faculty cost-share (non-federal) amounts but does not. Please advise on how to proceed or remedy this issue?
Answer 38: The file may have been corrupted or the calculation for the cell (AB53) deleted. Please download a new SF-424 Research and Related (R&R) Budget from the eXCHANGE site and enter the information.
Question 39: The SF424RRBudget spreadsheet has an issue on sheets 1-A, 2-A,3-A and 4-A. The Non-federal salary cells(from rows 19,28,37,48) of the senior/key person do not get added and only the first cell value shows up in the Total (line 97). The amounts however show up in the final budget. This is causing an issue on sheets 1H-K, 2H-K, 3H-K and 4H-K, where the total budget is not a sum of the adjacent federal and non-federal portions. Could you please fix this issue and send us a pointer to the fixed worksheet?
Answer 39:

There is an error in the formula in cell AL97 of tab “Budget 1 A”.  To repair the formula, complete the following:

 1.     Click on “Review” in the Excel menu bar

 2.     Click on “Unprotect Sheet” (there is no password).

 3.     Paste the following into cell AL97: “=SUM(AL19,AL28,AL37,AL46,AL66,AL75,AL84,AL93,AL95)”

Question 40: If the cost share is front loaded in the first year (Phase 1) of a two year (Phase 2) project, will the value carry over to the second year? Also if cost share in an earlier phase exceeds the required cost share for that phase, can the additional cost share be carried over to the next phase?
Answer 40: Please see Appendix C – Cost Share Information of the FOA document. Cost share will be applied to awards under this Funding Opportunity in a "Dollar for Dollar" fashion, effectively matching Federal funds to Cost Share funds on a proportionate basis throughout the project.
Question 41: Is there a specified format for completing the Budget Justification? If so, where can it be obtained? If not, can the information be included within the SF424R&R on a new tab, as the SF424R&R Budget Instructions state, or does it have to be in a separate Excel file, as the solicitation document states? If there is no specified format, can we assume that the information can be formatted however we want, as long as we answer all the questions?
Answer 41: Please see Section IV.D. of the FOA Document for submission details.  The eXCHANGE system does require that the budget justification be submitted as an .xls file separate from the recipient SF 424 Research and Related.   There is not a template for the Prime Recipient Budget Justification.  Please submit an .xls file that answers all the questions applicable to your application.   
Question 42: If we have multiple NEPA forms (from different contributors) should the institution name always be the name of the lead institution or can it be the name of the contributing institutions as well?
Answer 42:

Please name NEPA forms for the specific organizations name, whether a sub recipient or prime.

Question 43: What date can we expect award selection for grants under Funding Opportunity Announcement DE-FOA-0000479?
Answer 43:

DOE anticipates notifying applicants selected for award by the end of August, 2011.

 

Question 44: I see that the Funding Opportunity Announcement Number: DE-FOA-0000479 has a closing date in June has that been extended? How do I know if the dates have been extended or not? I see many of them do not say they are closed?
Answer 44:

The subject Funding Opportunity Announcement(s) are now closed.  Applications had to be submitted by the due date (closing date) specified on the cover page of the FOA in order to be considered for award. 

Question 45: We’ve submitted a proposal to the above solicitation. The awards have apparently been given out, however our proposal status is still marked as being in review. Could you please explain?
Answer 45:

Question 46: Our Research Team prepared a proposal for an energy conservation / protection ( "Universal two-level system of removable insulation for extreme conditions" ) through the development of the " know -how" for a new technology fabrication of exclusive high-performance reusable heat (sound) insulation for extreme conditions (in the development of ours U.S. Patent, 2009: in order to use the structure for a two-level system not just for heat retention but also for thermal protection under extreme temperatures /from +600°C to +1200°C and above/ when operating, for instance, space objects, in rocket manufacturing, etc., the two-level thermal protection structure is used in the reverse embodiment, i.e., the system’s first level /operating at up to +600°C/ is adjacent to the object protected from overheating, and the second (high temperature resistance) level structure is facing the “hot” environment, for instance, when the object enters the atmosphere at ultrahigh velocity, i.e., in the zone of possible extreme temperatures /+1200°C and above/ , while the second-level structure is protected from external loads by an all-metal shell, for instance, in the form of a load-carrying three-dimensional frame with sheeting made of high-strength heat-resistant materials, for instance, titanium alloy). Question 47: Our company, has applied to “DE-FOA-0000479 Topic 2: Using Power Electronics to Address Balance of System Cost” and we did not received a letter (or email) from DOE regarding the announcement yet. I am wondering if you are still in the process of review or you already have the announcement for Topic 2 of DE-FOA-0000479?

Question 48: Is the DOE still answering questions about DE-FOA0000479?
