Question 1: I am presently in the process of putting a grant request together that addresses [specific technology]. I have looked at all the funding opportunities under the SBIR openings and can't find any listing that even comes close. Is it possible that this area isn't even thought of when these grants are offered by the DOE?
Answer 1:

DOE’s SBIR Program is administered through the DOE Office of Science.  Specific questions regarding this Program would need to be directed to the SBIR/STTR Program itself.  Please see http://science.energy.gov/sbir/ for all information regarding the SBIR Program, including the phone number and e-mail address for any inquiries.

Question 2: DE-FOA-0000621: Energy Savings through Improved Mechanical Systems and Building Envelope Technologies Hello, I just saw your announcement for the above program. I lead a local non-profit focused on a sustainable energy transition. Because we’re geared more towards energy planning, technical assistance, and implementation than education, this is of great interest. Two of our largest challenges in working with residential and commercial customers include: 1. Addressing envelope needs of masonry (stone, brick, block) buildings, residential but especially the large numbers of block commercial, without building new interior stick walls or exterior skins to hold insulation – will you current program support research programs making exterior spray foam formulations or coatings that need no additional covering effective, durable, attractive, and cheap? 2. Biomass for ethanol is potentially a negative energy balance with tremendous external costs, cellulosic a slight improvement but with potentially even higher external costs, yet much of the country has access to potentially large amounts of biomass that *could* be used efficiently for building heating systems with extremely high efficiency - *relative* to alternative biomass energy usage. Will this program support development of automated, reliable, affordable biomass-based building heat systems or the demonstration/commercialization of such systems used in Europe but with little or no penetration in the US? We are not a research institutions, but we are very interested in finding, piloting/demonstrating, and rapidly moving into the mainstream, variations on residential/commercial biomass (likely pelletized) indoor boilers fed by outdoor bins, requiring no alternative heat system as backup, capable of running for two weeks without attention, and providing both bldg. heat and hot water needs. Would this grant program support a community-county wide demonstration of existing technology. Whether yes or no, can you point us in the direction of those in DOE with whom we can communicate regarding existing technology in this biomass for heat area?

Thank you for your interest in the subject FOA.  Please see the Objectives section, in particular the detailed information for each of the Sub-Topics, of the FOA for a detailed summary of the eligible technologies that will be considered for funding under this FOA.  Specific to your question regarding building envelop technologies, under Subtopic 2.1, exterior attachments solutions are considered eligible.  Please note that all applications should address how the cost and performance targets outlined will be met.  Specific to your question regarding biomass-based heating systems, biomass-based systems are not a specific focus of this FOA.  Technologies suited for biomass-based systems are not explicitly excluded, but please note that any eligible technology under this FOA would need to meet the requirements as outlined in Section 1 of the FOA.   Additionally, applications whose focus is on the demonstration of current commercial technologies would not be considered eligible under this FOA.  Finally, please see http://www1.eere.energy.gov/biomass/contacts.html for the appropriate contacts in DOE’s Biomass Program.

Question 4: Would using "Geothermal wells" or "Energy Piles" fall under "Subtopic 1.2: Alternative Space-Heating Systems"? If not, are they applicable to this RFP?
Answer 4:

Geothermal wells or energy piles would be considered eligible under subtopic 1.2.  Any applicant proposing a technology under this subtopic must clearly demonstrate how the targeted COP and payback period of 5 years can be realized as described in Section I of the FOA.

Question 5: Are the restrictions of electric space heating absolute, or are there any criteria that can make it acceptable? Will future grants come out without this restriction?
Answer 5:

Please note that resistive heating is not generally considered an option for space heating and is more applicable for a back-up system. Applications will be considered if the applicant can demonstrate suitability for primary space heating applications and can deliver (or surpass) the required COP for the space.

Question 6: We are an energy efficiency solutions company so I read through the announcement as we were interested in applying, however based on the specific topics and subtopic areas it does not look like we qualify. If we do not quality for this funding opportunity are there any other opportunities currently available through the DOE that may apply to our business?
Answer 6:

Question 7: We are considering responding to funding opportunity DE-FOA-000621, "Energy Savings through Improved Mechanical Systems and Building Envelope Technologies." In making our decision, we would like to verify that our proposed concept falls within the scope of DOE BTP goals. The concept we are considering involves relatively inexpensive retrofits to convert existing older constant air volume (CAV) HVAC systems to variable air volume (VAV) systems.

Question 8: I am wondering whether our proposal can be considered as suitable for your Grants Program announcement - Energy Savings through Improved Mechanical Systems and Building Envelope. I have a proposal on a renewable energy concept we wish to test comprehensively before mass production and commercialization.--(Information Removed)--Your assistance in funding and making this test possible would be greatly appreciated. Please kindly advise what is possible with your department.

Question 9: Would educational buildings be considered? The funding notice specifies home and commercial.
Answer 9:

This FOA is intended to support technology development projects in the areas of HVAC and building envelope solutions.  As outlined in Section 1 of the FOA, the specific areas of interest are High Performance Air Source Cold Climate Heat Pumps, Alternative Space-Heating Systems, Next-Generation Heat Exchangers for Electric Vapor-Compression Heat Pumps and Air Conditioners, High performance Thermal Insulation, Advanced Roof/Attic Solutions and Highly Insulating Windows.  As noted in the FOA, technology solutions should be suitable for residential and/or commercial buildings; an educational facility does fall within the category of commercial buildings.  Note that a technology solution does not have to be applicable to all residential or all commercial buildings, but it should have sufficient impact, such that it supports DOE’s goals for reducing energy consumption in the buildings sector.  Also, please note that applications must be submitted based on the subtopics listed in Section 1 of the FOA; if an applicant wishes to propose development of multiple technology areas, separate applications must be submitted for each subtopic.

Question 10: Regarding Sub Topic 2.1 High Performance Thermal Insulation: The “Appearance” requirement lists as a target “< 1” thickness”. Is it possible to elaborate on the significance of this target and what impact might be expected from it achievement?
Answer 10:

As noted in Section 1 of the FOA, the high performance thermal insulation targets for appearance are <1” in thickness and aesthetically attractive if visible.   The <1” thickness reflects DOE’s interest in the development of cost effective, high performance insulation that is particularly appropriate for retrofit opportunities.  These technology solutions may be applicable to, for example, the insulation of existing wall cavities or as interior or exterior attachment solutions.   As noted in the FOA, the performance and cost targets are provided as a guide.  Applications that demonstrate significant potential impact outside of these targets will be considered; however, accompanying justification must include a convincing, credible and quantitative argument for how the technology will lead to the achievement of great energy savings at reasonable costs and how significant market penetration will be achieved.

Question 11: Please comment on the Concept Paper structure with regard to a Concept Paper “Title Page” (Title Pages are generally required for DOE Concept Papers but it was not mentioned in the FOA). The only mention of a “cover sheet” is found on Page 20 in the FOA with regard to marking the sheet if the Concept Paper contains confidential/proprietary/privileged information. It is understood the Concept Paper is limited to three pages for the Abstract, Technical, Market and Performance Team Sections. Should the Concept Paper include a Title Page? If so, will this Title Page be counted toward the 3 page limit? If a Title Page is required, what information is required for the Title Page (e.g., as is typical of DOE concept papers, include the control number, project title, the name and number of the High Impact topic/subtopic to which the project is responsive, TRL, name of organization, and both the technical (Principal Investigator) and business points of contact for the applicant, denoting the names, titles, addresses, telephone numbers, and electronic mail addresses, key team members and participant organizations, etc.)
Answer 11:

The page limit only applies to the body of the Concept Paper.  The body is defined as the Abstract, Technical, Market and Performance Team Sections.  Applicants may include a separate cover page.  This cover page would not be included in the 3-page limit.  Note that any charts, figures or graphics are considered to be part of the body of the Concept Paper.  Applicant logos included on the cover page are not considered to be a chart, figure or graphic in the context of the 3-page limit.

Question 12: We live in TN and are trying to build an almost 100 sustainable energy/Green home. Are there grants and/or assistance for things like this? Whereas we could be a "poster child" of sorts to show how you can do this to conserve energy?
Answer 12:

The Database of State Incentives for Renewables & Efficiency (http://www.dsireusa.org/) has information on the various state and federal incentive and assistance programs.

Question 13: Is rough order of magnitude costs required for the concept paper? It appears that it is not required but wanted to make sure.
Answer 13:

As noted in Section IV.B of the FOA, Concept Papers should have a Market Section that includes an explanation of how the proposed technology will meet the cost or payback targets as described in Section I.  All calculations must be explained and supported with sources, where applicable. Payback period and cost premium calculations should include well defined baselines.

Question 14: Can we apply for funding from Canada? Of course we are ready to sign a contract (IP) to save your investment for US taxpayers
Answer 14: As provided in the FOA, foreign entities are not eligible to apply as the prime applicant.  However, foreign entities are eligible to apply as subrecipients to a domestic entity provided that, in aggregate, the foreign entities share not receive more than 20% of the total estimated DOE funding and must provide the cost share for their portion of the total project cost. So long as the entity is incorporated or formed under the laws of a State within the United States, DOE generally recognizes it as a domestic entity even if it is partially or wholly owned by a foreign entity. .
Question 15: I was wondering if you can supply the origin and explanation of the COP tables that you supplied for heat pumps and space heating. My understanding was that no heat pumps could perform at the COP's and lower temperatures listed and that all heat pumps switched to electric resistance heating under those conditions.
Answer 15:

It is correct that current, commercial technologies cannot achieve the targets as presented in the FOA.  The purpose of this FOA is to develop new technologies that are capable of operating in cold climates while holding the COP's based on the targets shown in the table.

Question 16: Please let us know if there is any restriction regarding the number of institutions involved in a submission of a proposal for the Topic Area 1: Water and Nutrient Recycle of the DE-FOA0000615 grant. Currently we are considering submission of a proposal which includes participants from two or three research institutions.
Answer 16:

The application must be submitted by a single organization, but there is no restriction on the number of institutions that can partner with the prime applicant on their application.  Partnering institutions would be considered sub-recipients to the prime applicant. 

Question 17: Regarding this statement in the DE-FOA-0000621 announcement. "ground coupled heat exchangers will not be considered since they have been the subject of other recent FOAs" We assume this is referring to horizontal or vertical burried water pipe to earth heat exchange, or ground well water heat exchange HVAC systems. Does this statement also exclude using an Underground Air Tunnel to provide preconditioned air to one end of a heat pump HVAC system?
Answer 17:

The ground coupled heat exchangers refers to Ground Source Heat Pump applications, other (Next-Generation) heat exchangers for Air Source Heat Pumps and air conditioners are covered under this subtopic.
An underground air tunnel would be considered responsive if it can replace the heat exchanger for a Heat pump/Air Conditioner and meets the specifications listed in the table under the subtopic 1.3.

Question 18: Topic 1: Energy Saving Heating, Ventilation and Air Conditioning (HVAC) systems Subtopic 1.2: Alternative Space-Heating Systems Are solar heating systems eligible under this, or any other, subtopic?
Answer 18:

No, solar heating systems are not the focus of this FOA; the requirements for such systems would have been different than is what is shown in the target tables.

Question 19: Our company is looking for funding to support a very important pilot we successfully completed. It involves installing residential hot water systems [information removes]. Would our project be applicable to this grant?
Answer 19:

Question 20: DE-FOA-0000621 restricts the role that foreign entities can have within approved projects (i.e., not eligible to prime the contract, restricted to receiving no more than 20% of funding), however, the FOA does not provide a definition for “foreign entities”. What constitutes a foreign entity? For example, is an organization that has a parent company headquartered in another country but has significant presence in the United States considered a foreign entity? Is there an official definition or general guidance that can help us determine what constitutes a foreign entity?
Answer 20:

Question 21: On page 21 of the FOA, under the description of the required content for the concept paper Technical Section, it states “The expected lifetime of the technology.” Please clarify whether this is asking about the physical lifetime or the market lifetime of the proposed technology (i.e. how long before it stops working vs how long before a competing technology will overtake it).
Answer 21:

The reference refers to the performance (physical) lifetime.

Question 22: On page 21 of the FOA, under the description of the required content for the concept paper Technical Section, it states “Discuss benefits, shortcomings, limitations and challenges.” Are these the benefits, shortcomings, etc of the currently available state-of-the-art technology mentioned in the preceding sentence, or of our proposed technology?
Answer 22:

The benefits, shortcomings, limitations and challenges of the proposed technology should be discussed in the context of the current state of the art.

Question 23: Would the use/research of green roofs be a qualifying item under the DE-FOA-0000621: Energy Savings Through Improved Mechanical Systems and Building Envelope Technologies....Topic 2: Energy Saving Building Envelope Solutions? If it does not qualify under this program, are there any others that it would qualify under?
Answer 23:

Please refer to Section 1 of the FOA, in particular the description of Subtopic 2.2 – Advanced Roof/Attic Solutions, for the scope of applications sought under this Announcement.  In particular, please refer to the target table, which outlines the cost and performance requirements that should be met by technologies proposed under this topic. 

Question 24: What is the hot air temperature requirements for the tables provided in the FoA under Subtopic 1.2 – Alternative Space Heating? Assuming the same temperature on the hot side of the heat pump, the ratio of the Carnot COP of a heat pump from at the high ambient temperature (47 F) to the low temperature (-13 F) is almost 2.5. However the FoA is asking for performance that corresponds to the actual COP ratio of 1.33 only. In general most heat pump technology will have larger degradation in COP at lower temperature than the Carnot COP meaning either the coldest temperature COP target is too high or the nominal temperature COP target is too low! What is the reasoning behind this or are the hot side temperatures requirement for the coldest climate is different than the hot air requirement at the nominal temperature.
Answer 24: In general, the assumption would be that the hot air requirement would be the same regardless of the climate temperature and would typically lie in the standard comfort zone as defined by ASHRAE.  It is correct that most heat pump technology will have a larger degradation in COP at lower temperature than the Carnot COP.  Applicants should include their calculations and assumptions regarding the ability of the proposed technology to meet the COP targets as defined in Section 1 of the FOA, including their assumptions regarding performance degradation over the temperature range and the hot air temperature assumed for each target.

 

Question 25: In reading Subtopic 2.2 pg 10 of the FOA DE-FOA-0000621: Energy Savings through Improved Mechanical Systems and Building Envelope Technologies it appears that the target is new construction and does not address retrofit work. Are retrofit applications acceptable?
Answer 25:

As noted in the overall description of Topic 2, which applies to both subtopics, technologies that apply to retrofit and replacement applications are of particular interest, especially if they address barriers to retrofits of high efficiency equipment or materials. 

Question 26: Per your RFP for Energy Savings through Improved Mechanical Systems and Building Envelope Technologies (DE-FOA-0000621), I would like to inquire if a research on developing PV coated blinds made of a high R-value material is relevant.
Answer 26:

High performance blinds or similar technology would be considered eligible provided that applicants can demonstrate their ability to meet the cost and performance targets as outlined in the FOA.

Question 27: In the solicitation, the topics requested in Building Envelope Solutions include thermal insulation, roofing/attic insulating systems, and super insulated windows. Is EERE interested in barrier membranes under this solicitation, or does it fall outside the scope of projects being sought?
Answer 27:

Building envelope technologies that do not serve in an insulating capacity as measured by an R-value would not be considered eligible under this FOA.

Question 28: Based on the review of the info, can you provide us with answers to the following questions? Does the project fit your mission? Does the project fit your topic? Energy Savings Building Envelope Solutions Funding Opportunity Number DE-FOA-0000621 If not, is there a better topic fit for our project? Can visuals be in the concept paper?
Answer 28:

Question 29: 1) In the FOA “Energy Savings Through Improved Mechanical Systems and Building envelope Technology”, subtopics 1.1 and 1.2 seem to be very similar. How is it that you are distinguishing cold climate heat pump in 1.1 versus the heat pump described in 1.2? We find these to be very similar endeavors. Please explain. 2) In the FOA “Energy Savings Through Improved Mechanical Systems and Building envelope Technology”, you ask for a COP of greater than 1 in a bullet item for electric or gas systems. Yet your table shows COP’s of 4.0, 3.0 and 2.5 for electric heat pump. Is the bullet point related to the COP table and if so, how? The COP that you do ask for has to be related to an indoor temperature. What indoor air temperature are you looking for? For an air to water system what water temperature are you looking for? Is the bullet point related to the COP table and if so, how? The law requires HSPF for heat pumps. For this to be a viable commercialized product in the end, the unit will have to be listed under HSPF-are you concerned about this issue?
Answer 29:

#1 Subtopic 1.1 is focused specifically on air-source heat pump technology.  Subtopic 1.2 is focused on electric- or natural gas-based alternative heating systems. 

#2 As noted in the FOA, the performance and cost targets for proposed technologies are shown in the tables.  All COP values shown for alternative space heating are, in fact, greater than 1 and also greater than the current state of the art based on fuel source.  In general, the assumption would be that the hot air requirement would be the same regardless of the climate temperature and would typically lie in the standard comfort zone as defined by ASHRAE.  Applicants should include their calculations and assumptions regarding the ability of the proposed technology to meet the COP targets as defined in Section 1 of the FOA, including their assumptions regarding performance degradation over the temperature range and the hot air temperature assumed for each target.  All proposed technologies should be able to demonstrate commercial viability, which includes the ability to conform with all regulatory requirements.

Question 30: I have some questions regarding the financial opportunities outlined in DE-FOA-0000621, Energy Savings through Improved Mechanical Systems and Building Envelope Technologies. I am trying to better understand what and who this grant is for, and whether or not my company may qualify for federal financial assistance in the continued research and development of new products for the energy efficient building market. I appreciate your assistance and look forward to hearing back from you.
Answer 30:

The FOA is intended for the development of advanced technologies that have the ability to achieve the cost and performance targets as outlined in section 1 of the FOA.

Question 31: Would a building improvement project to upgrade an existing HVAC system with an alternative system which employs a proven technology which promises significant cost saving and uses locally derived resources as its fuel source?
Answer 31:

The purpose of this FOA is to support development of new, advanced technology.  Applications that propose to demonstrate already proven or commercial technology would not be considered eligible.

Question 32: I have read the eligibility requirements of the FOA and am confused on the wording used. My company is a for-profit company. I am not sure if I fall under item 2) or if I am not eligible to respond to this FOA. Section III, part A on page 16 states: 1) Institution of higher education 2) Nonprofit and for-profit private entities 3) State and local governments 4) Indian tribe economic development entities 5) Combination of the above Can you please clarify the eligibility requirements prior to my concept paper submission.
Answer 32:

Yes, a for-profit company that is publicly traded is eligible for an award under this FOA.

Question 33: Are all proposal submissions to be in either TRL 3 or TRL 4 to start with, or is that for the Cost Share Waiver groups only?
Answer 33:

All projects are generally expected to be initially TRL 3 or TRL 4 to be eligible for funding under the FOA.

Question 34: I realize, from your announcement, that you have a specific application process, but (information removed) has sent an "Unsolicited Proposal" to DOE's ARPA. Is your application paperwork still appropriate?
Answer 34:

To be considered eligible for funding under the Announcement, applicants must follow the registration instructions and submit the required documents as outlined in the FOA.  Applications submitted through other means, including DOE's unsolicited proposal process, will not be considered as part of this FOA.

Question 35: Pages 20-21 of the call has instructions for how to protect confidential information. The first half of page 20 refers to the concept paper and the second half appears to refer to the full proposal but I'm not positive about that. Could you please clarify exactly how to identify confidential information for the concept paper?
Answer 35:

The cover sheet of the Concept Paper must be marked as follows and identify the specific pages containing confidential, proprietary, or privileged information:

Pages [list applicable pages] of this document may contain confidential, proprietary, or privileged information that is exempt from public disclosure. Such information shall be used or disclosed only for evaluation purposes or in accordance with a financial assistance or loan agreement between the submitter and the Government. The Government may use or disclose any information that is not appropriately marked or otherwise restricted, regardless of source.
The header and footer of every page that contains confidential, proprietary, or privileged information must be marked as follows: “Contains Confidential, Proprietary, or Privileged Information Exempt from Public Disclosure.”
In addition, every line and paragraph containing proprietary, privileged, or trade secret information must be clearly marked with double brackets or highlighting.

Question 36: A concept for funding is attached. I hope to receive comment and "coaching" that will align the submittal of concept for Energy Savings through Improved Mechanical Systems and Building Envelope Technologies with customary submission requirements and expectations for the Concept Paper Due 04/17/2012 step. Application guide suggests submitting concept BEFORE due date, and to request review of concept. I have circulated the concept locally and to three BA partners, a total of 20 organizations, seeking partnership. Two organizations responded, though I have received no commitment to-date. On-line application information suggests speaking to: In general, proposals should address the following: n Is the idea new and innovative? n Is the idea timely? n Is there a clear need for the project? n What difference will the project make? n What has already been done/accomplished in this area? n How will the project accomplish its goals and objectives? n How will the project?s effectiveness be evaluated? n Is the project cost effective? Please let me know if the concept should further develop any of these. I assume a detailed budget is not required at this stage. Please let me know if the concept write-up is too long. I have detailed description and some sketches that describe specific conditions that will be studied with a grant. I assume these are expected with submission of a full grant application. I will appreciate having an idea when these will be accepted for review. All Concept Papers must be submitted through the EERE-Exchange system.  DOE will not accept Concept Papers by e-mail.  Instructions for how to submit a concept paper can be found at:  https://eere-exchange.energy.gov/Manuals.aspx.  Please see section IV.B of the FOA for the concept paper submission requirements, including the maximum page length and formatting requirements.  A detailed budget is not required as part of the concept paper submission, but will be required as part of a full application.  See Section IV.C for all full application requirements.  Finally, DOE will not comment on an individual application outside the formal review process as outlined in Section V of the FOA. 

Question 37: I am writing regarding “DE-FOA-0000621: ENERGY SAVINGS THROUGH IMPROVED MECHANICAL SYSTEMS AND BUILDING ENVELOPE TECHNOLOGIES”. We need to replace the inefficient dehumidiciation system in our facility and are looking into a high-efficiency desiccant system with heat-recovery. Can you please confirm if this system upgrade for our exiting facility would qualify for this particular grant?

The purpose of this FOA is to support research and development of advanced technologies.  It is not intended for demonstration or commercial deployment activities.

Question 38: We would like to apply for funding for a demonstration this year of our liquid desiccant HVAC system that reduces energy consumption on new and existing systems by 50%. There seems to be no place for us to apply under FOA 621. Time and time again the wording of FOAs has excluded our technology. Why is the DOE "picking winners"? Actually they are picking losers because they are excluding new technology that they do not know about or properly understand. Or they are being influenced by the large manufacturers to stay with current technology. Please reply promptly if we can submit under FOA 621 as I believe we should be able to.

Please note that this FOA is not intended to be all-inclusive of all HVAC and building envelope technologies.  It is focused on some priority areas identified by the Department where research and development could have a broad impact.  Technologies not applicable to this FOA may be the subject of future FOAs.  Proposers may also elect to submit an application through DOE's unsolicited proposal process (http://www1.eere.energy.gov/financing/unsolicited_proposals.html)

Question 39: My company is planning to submit a Concept Paper to the FOA. Our proposal will bring forth a new idea conceived by (information removed), but reliant upon technologies currently in development by our partner suppliers. At the time of submitting the Concept Paper, (information removed) has taken the role of Prime Applicant, but may wish to let one of the other partners become the Prime Applicant for writing the full proposal and becoming the prime contract with DOE. Would this be acceptable? If not, would it be acceptable for both companies to submit the same Concept Paper, but as different Prime Applicants?
Answer 39:

Yes, it is acceptable if there is a change in prime applicant after the Concept Paper is submitted.  A Concept Paper submission can be shared and revised prior to submitting a full application.  Applicants are encouraged to indicate this possibility in their Concept Paper.

Question 40: We are submitting a concept paper for the above funding opportunity. Since we are a non profit organization, the instructions say that we are exempt from the cost share requirement of 20%, but the online form does not recognize the nonprofit exemption. I'm sure you are swamped with questions today, but I'd appreciate a response.
Answer 40:

The required cost share shown on the form will remain at 20% regardless of whether the waiver applies.  Applicants should enter their proposed Federal and Cost share in the form and complete the certification. 

Question 41: Can we include a separate reference page in the Concept Paper without counting against the 3-page limit?
Answer 41:

Yes, as separate reference page can be included and will not count towards the page limit.

Question 42: Why has my control number changed?
Answer 42:

DOE performed a system update that apparently  caused some control numbers to change.  If you have not yet completed your submission, please use the new control number for naming your submission documents.  DOE will not penalize any applicants whose control numbers do not match.  DOE apologizes for any inconvenience this may have caused.

Question 43: Who do I send the SF 424, and other required applications to? Grant DOE-FOA-0000621 Do these need to be sent before the Concept Paper is submitted?
Answer 43:

No, the SF424 and other required forms do not need to be submitted with the Concept Paper.  These forms will be required as part of the Full Application.

Question 44: Can a team member, sub awardee, submit concept paper on behalf of lead?
Answer 44:

Yes.

Question 45: We seek assurance that we understand the material cost target from Subtopic 2.1: High Performance Thermal Insulation correctly. So, for example, the cost of a hypothetical insulation that is rated R = 8 must cost less than or equal to $0.64 per ft2. Correct?
Answer 45:

Yes, the material cost calculation is correct.  The target cost per square foot per R-value multiplied by the R-value equals the material cost target.

Question 46: I am submitting a concept paper for subtopic 1.1 (high performance cold climate heat pump) and am noticing that the same capacity is required for both 47 and -13. Is this your intent, or does it follow a typical load line to increase capacity at design conditions (or -13) See: Cold Climate Heat Pumps Requirements Target COP at 47ºF / Maximum % capacity degradation from nominal (47ºF) > 4 / 0% COP at 17ºF / Maximum % capacity degradation from nominal (47ºF) > 3 / 10% COP at -13ºF / Maximum % capacity degradation from nominal (47ºF) > 2.5 / 25% Simple payback perioda < 5 years If the capacity is sized to the design condition of -13, a typical system would suffer from extreme short cycling at milder 17F/47F conditions (this may be your intent). I can structure the proposal to meet these capacity targets, but would like clarity before submitting.

It is DOE’s intent to develop advanced technologies capable of meeting the performance and cost targets as outlined in Section 1 of the FOA.  Applicants should include their calculations and assumptions regarding the ability of the proposed technology to meet these targets, including their assumptions regarding capacity, performance degradation over the temperature range and the hot air temperature assumed for each target.

Question 47: I went to the website (Grants.gov) and created a username, however, it is asking for an abstract and I am only able to provide limited information about our new product because of the patent process in progress. Am I supposed to be giving detailed information about our product? I was told the information given to this website is searchable online. I need to get this submitted into the website ASAP, so any information would be of great help!

Applications under this announcement must be submitted to the EERE-Exchange website, not grants.gov.  In EERE-Exchange, you will  be prompted to create an abstract summary of your project.  This summary should not include proprietary information.  You will also be prompted to upload your Concept Paper.  Please see the FOA for instructions on marking proprietary data in your Concept Paper.

Question 48: We are a very small company. The TRL is currently 2 We have partnered with (compnay name removed) The website said that this requirement can be waved. How do we do it? Do we need to do it before the concept paper is submitted ?

As noted in the FOA, DOE has granted a cost share waiver for recipients and subrecipients that are non-profit organizations (as defined in 10 CFR 600.3), institutions of higher education, U.S. National Laboratories, or U.S. Federally Funded Research and Development Centers (FFRDCs).  Eligible entities as listed above are not required to provide a minimum cost share in their applications. If an application is comprised of a combination of members that are and are not eligible for the cost share waiver, only the portion of the budget attributed to the non-eligible member(s) must include the requisite cost share.  Applicants are not required to submit a formal request for waiver of the cost share.  Final eligibility and cost share will be determined during the award negotiation process. 

Question 49: I submitted a Concept Paper for FOA 621 and have a question about the cost share requirement. One of our partners is a National Laboratory, so their portion of the project was not included in the cost share calculation. Therefore, the cost share appears as 14% on the submittal page for the Concept Paper. Will the reviewers realize that 30% of the Federal Funds requested were not required to have a cost share applied to them?

Yes, reviewers will be aware that a portion of the cost share requirement was waived consistent with the cost share waiver outlined in the FOA.

Question 50: I noticed when I submitted our Concept Paper that the Proposed Budget Amount had a line item indicating Phase 1. Our budget and cost share entered was for the entire 3-year project. Was it correct to enter the proposed budget for the entire project (3-year period)?

Yes, the entire budget for all 3 years should be entered in this field. 

Question 51: Has there been a response yet to the concept papers that were submitted for DE-FOA-0000621: Energy Savings through Improved Mechanical Systems and Building Envelope Technologies?

No, DOE is still in the process of reviewing concept papers. DOE anticipates responses will be provided the week of May 13. Applicants will receive a notification from the exchange system when DOE has completed its review.

Question 52: Will DOE be extending the deadline for full applications.

Question 54: I am inquiring about our concept paper submission. I see that the status says “review complete”, however I do not see the outcome of the review (whether the paper was accepted or rejected). Where do I find this information – has it been released yet?

Question 68: Please clarify, should the letters of commitment be included at the end of the Project Narrative file, or as a separate file; and if as a separate file, what file name should be used, and should they be included with other information or on their own as a stand-alone file?

The Letters of Commitment for cost sharing partners should not be included at the end of the Project Narrative file. The letters of commitment should be a separate file.  The file names that are allowable according are:  Control#_LeadOrganization_Appendix.pdf (please ignore the typo on the word “Contral”); or   Control#_Institution_Appendix.pdf.  The letters of commitment should be included with the other information, and should not be on their own as a stand-alone file.   The letters of commitment must be saved in the Appendix File including:   a. Literature cited; b. Two page biographical sketch for each key participant; c. Facilities and equipment; d. Current and pending funding; and Letters of Commitment.

Question 69: I recently received feedback on a concept paper in response to DE-FOA-0000621. The feedback was that a full application was encouraged, but the comments in the summary section were somewhat limited. My organization would appreciate more feedback before proceeding. Is there a way to obtain more detailed information about the concept paper review?

Question 70: What performance start date should we use for our full proposal?

Start Date August 1, 2012.   DOE anticipates making awards with a maximum duration of three (3) years.  Projects must be designed with three (3) distinct phases, with a formal go/no-go decision point between each phase.  Each phase must have a maximum duration of 12 months.

Question 71: When were the encourage / discourage notices posted to the applicants? When is the Full Application due date?
Answer 71:

The encourage/discourage notices were posted May 24, 2012.  DOE extended the due date for the Full Applications, and the new due date is Monday, June 25, at 5 pm Eastern time.  The  DOE  issued an amendment to the FOA with the revised due date.  Please refer to the full text of the FOA under Amendment 001.

Question 72: Could you please explain why did I not receive an encourage / discourage notification?

Applicants with a status of “Not Submitted”  did not receive an encourage/discourage notice because a Concept Paper was not  uploaded by the deadline.   Please check your submission status and whether your concept paper file was uploaded or not in Exchange. 

Question 73: We submitted a Concept Paper for FOA DE-FOA-0000621, and received an evaluation of “discouraged” from DOE. Can we get a debrief that gives us some insight into what we missed in our response?

Or, do we need to show BOTH improved production energy cost intensity AND improved lifecycle energy cost?

DOE will evaluate the merits of each application relative to the criteria provided in the FOA.  The relative merits of the proposed technology will be used to determine the applications strengths and weaknesses.

Question 75: Can applicants claim as cost-share product development efforts which are occurring just prior to award? For example, if our team is investing in R&D in July and the award goes out in August, can the pre-award R&D investment count as cost-share? At a minimum, can applicants claim as cost-share eligible costs which are incurred on/after August 1, 2012 – which is DOE’s stated date to use as the beginning of the period of performance? This would assist in accounting for cost-sharing over time, which is critical given the magnitude of cost-sharing funds.
Answer 75:

Pre-award cost share would be negotiated with DOE if the potential applicant were selected for an award.   The proposed budget in the full application should show  cost share incurred on/after August 1, 2012 which is the expected start date of the awards according item #70 in the FAQ posted in  Exchange.

Question 76: With regard to SF424A, does this funding opportunity require functional or activity breakdown in Section A. Or can the break down in Section A be by project year or project phase.
Answer 76:

The SF424A for this FOA does not require functional or activity breakdown in Section A or Section B.    Lines 1-3 in Section A should be filled out for each of the three project years.   Under Section B, item 6, columns 1, 2 and 3, should be filled out for each of the three project years; and column 5 should be filled out for the entire project period.   

 

 

Question 77: On page 37, under “Other Selection Criteria”, can you please clarify the meaning of the final sub-bullet, “Impact of DOE funds on the project measured by project's increased likelihood of achieving programmatic objectives”?

Question 78: I need a slight clarification of which SF 424 form to use for the full application (our concept paper was approved). The FOA first states “SF 424” but then asks us to name the file “SF 424A.” Also, the only assurances for the SF 424 form on the website is named “SF 424A.” In looking on the Energy.gov website there are several SF424 forms to choose from: • SF 424 Research & Related Budget (R&R) - 3 Year and 5 Year Forms Available • SF-424A Budget Information - Non-Construction Programs • SF-424C Budget Information - Construction Programs Can you please tell me which SF 424 form is appropriate to use for the full application? Is it safe to assume we should use the SF 424A?

Please use SF424 for the full application, and name the file “Control#_ LeadOrganization_ SF424.pdf”.   For the budget, use the SF424A Excel - Budget Information for Non-Construction Programs, and name the file Control#_LeadOrganization_SF424A.xls

Question 79: On page 24 of the FOA, under subsection 3d.ii (Approach), it states that we should present “the tasks required to achieve the goal of the project”; and to “provide detailed plans for the completion of the required tasks”. On page 25, under subsection 3.g (Work Plan), it states that we should “also include a description or justification to accompany the work plan, explaining how the team expects to accomplish [the] milestones by the designated dates”. Can you please clarify what the difference is between the information requested in these two sections? Both sound like a summary of the tasks in the project.

In responding to the Work Plan section, please refer to the Work Plan: Illustrative Template on page 26, as it shows a timeline which is distinguished from the Approach section which does not  ask for a timeline.    Please note that the page numbers have been updated in Amendment 001.

Question 80: 1.Please confirm we should use SF 424A. 2.Item 1 asks for a total project budget, whereas item 5 asks for a separate budget for each year and a cumulative budget. Please confirm which is correct. 3.The FOA requests that these two items be named the same, except that one is a PDF and one is an Excel file. Is that correct? Or should we PDF all budget forms and assurances together into one document named “Control#_LeadOrganization_SF424A.”

1.  Please use SF424 for the full application and SF424A for the budget.  Please use the forms available on Exchange under “View Required Application Documents”.

2.  Both are correct.   SF424 Full Application requires the total project budget data on page 3, section 18.    For SF424A Excel Budget Information,   lines 1-3 in Section A should be filled out for each of the three project years.   Under Section B, item 6, columns 1, 2 and 3, should be filled out for each of the three project years; and column 5 should be filled out for the entire project period and should show the total project budget. 

3.      The full application is SF 424, and should be named “Control#_ LeadOrganization_ SF424.pdf”.   For the budget, use the SF424A Excel - Budget Information for Non-Construction Programs, and name the file Control#_LeadOrganization_SF424A.xls

Question 81: Field #9 asks for “Type of Applicant.” The 424 form instructions include a category for “R. Small Business”, but this drop-down menu only includes categories A. to O., with no choices for “Small Business.” We also have two federal research labs as partners. How should I categorize all three of these organizations on this SF-424?

In Field #9, choose “N” for other, and specify the type of applicant. Do not categorize the partners, the Type of Applicant in Field #9 pertains only to the prime applicant.

Question 83: When filling out the Budget Justification, there is a requirement that the Fringe Benefit and the Indirect rates must have either been approved or negotiated with a federal government agency, or a “Rate Proposal” must be submitted. Does this Rate Proposal need to be included in the Full Application documents, or can this be submitted at a later date? If it must be submitted with the application, how should it be submitted?
Answer 83:

No, there is not a requirement for  approved  fringe and indirect rates when filling out the Budget Justification.  If an applicant were to be selected,  the requirements for rate proposals would be addressed after selection and prior to the award.

Question 84: In preparing the Detailed Budget Justification Form, can applicants use GSA-approved rates, instead of adhering to the built-up rate model indicated in the spreadsheet?
Answer 84:

No, there is not a requirement for  the fringe and indirect rate model when filling out PMC 123.1  Budget Justification.  If an applicant were to be selected,  the requirements for rate proposals would be addressed after selection and prior to the award.

Question 85: Regarding the answer to Question 70, if we propose a project with a total term of less than two years, is it still required that we have three phases, or would two phases be sufficient?
Answer 85:

The requirement is three phases for projects of a shorter duration.

Question 86: What are the required subtopics to be chosen for submission of a full application?
Answer 86:

DOE would like to remind applicants that they are required to indicate a subtopic for the full application.  Each application must be limited to one subtopic.  The valid subtopics are: 

Subtopic 1.1: High Performance Air Source Cold Climate Heat Pumps; Subtopic 1.2: Alternative Space-Heating Systems; Subtopic 1.3: Next-Generation Heat Exchangers for Electric Vapor-Compression Heat Pumps and Air Conditioners; Subtopic 2.1: High performance thermal insulation; Subtopic 2.2: Advanced Roof/Attic Solutions; Subtopic 2.3: Highly insulating windows.

 

Question 87: I am planning to include the optional manufacturing task narrative in my full application to this FOA. I understand that this narrative is a separate 4 page write-up in addition to the 20 pages allotted to the main project narrative. My question is regarding the budget. Should I include the budget for this manufacturing related tasks in the SF424 and SF424A of the main project or should I submit a separate SF424A for the manufacturing related budget. Please explain where and how to include the manufacturing related budget.
Answer 87:

The SF424a needs to have project costs broken out by phase and cost category.  Separation of funding for the optional manufacturing task is not required on the SF424a.

Question 88: In Appendix Item 4d Current and Pending Funding, what is meant when it says that for-profit applicants need to describe all “internal sources of funding for the proposed work or related work that impinges on the proposed program”? Do for-profit applicants need to disclose all prior funding toward the project, outside the Cost-Share that is detailed in the budget?
Answer 88:

“Internal sources of funding for the proposed work”  refers to cost share provided to the project.   “ Or related work that impinges on the proposed program” refers to work on the project critical path funded outside the project.  Disclosure of funding is required outside the Cost-Share if the funds are for work that impinges on the proposed program during the project period.   Funding contributed to the project that occurred prior to the start date of the project period (August 1, 2012) does not require disclosure.

Question 89: 1. The FOA (page 13) refers to a cover page or cover sheet of the project narrative. Is this part of the 20-page narrative, or is it part of the abstract at the very top of the final application form? Is this also separate and different from the public abstract referred to in the FOA (page 23, item 2)? 2. For SF 424, question 4, where can we locate our Applicant Identifier or Control Number? 3. For SF 424, question 5a and 5b, where can we find our federal entity identifier and our federal award identifier? (Is it 0621-1574 for ThermoLift?) 4. For SF 424, is the CDFA number 81.087 (stated in the FAQs) or 81.086 (stated on the cover page of the FOA)? 5. For SF 424, where can we find the title of this CDFA (question 11), and where can we find the title of the FOA (question 12)? Are they the same: “Energy Savings through Improved Mechanical Systems and Building Envelope Technologies”? 6. For SF 424, question 13, where can we find the competition identification number and title? 7. For SF 424, question 14, what is included in the “areas affected by project”? Does this mean areas where the applicant’s work will be taking place, or areas where the applicant’s product and innovation will be potentially used (eg, here, nationwide)? 8. For SF 424, question 17, given the funding cycle for this FOA, what is the earliest possible start date?

Question 90: Regarding FOA 621, Energy Savings through Improved Mechanical Systems and Building Envelope Technologies, we have been encouraged to submit a full proposal. Will EERE allow us to make changes to the total project dollar value or must it remain as proposed/submitted in the Concept Paper? If we are allowed to make changes, to what extent will be considered acceptable?
Answer 90:

The total dollars presented in the concept paper were simply a rough estimate of the work proposed and can be changed in the full application.  However, any changes must comply with anticipated award funding levels contained in the FOA.

Question 91: We are proposing a project with a duration of less than two years, but with three project phases as requested. Phase 1 lasting from 8/1/12 to 12/31/12 Phase 2 lasting from 1/1/13 to 5/31/13 with prework in the Phase 1 period Phase 3 lasting from 6/1/13 to 12/31/12 with prework in the Phase 2 period 1. When filling out form SF-424A, we have decided to name the columns in item 6 (Cells D15, E15 and F15) Phase 1, Phase 2 and Phase 3. In addition, we have named items 8, 9 and 10 – Phase 1, Phase 2, and Phase 3. Is this acceptable? 2. With regard to Section D. We have assumed the first year (remaining 2012) will consume Phase 1 and the Phase 2 prework and this will be done in the 3rd and 4th quarter (2012). Is this the correct way to fill out Section D for our proposal. 3. We have then tackled Section E, naming item 16 Phase 2, and item 17 Phase 3. Due to our timing we have split the funding item 16 between Quarter 1 and Quarter 2 in 2013, and split the funding for item 17 into Quarter 3 and Quarter 4. Is this the correct method for filling out Section #?

Question 93: 1) Could you please provide clarification to the performance metrics for subtopic 2.3? There is a target for “Price premium” of less than or equal to $5/ft2 for a non-dynamic control window. However, under the Cost/Payback targets subheading of the full proposal, we are asked to explain how we will meet “cost or payback targets”. Price and Cost are very different terms. Could you please confirm whether $5/ft2 is the maximum “Price” premium, or the maximum “Cost” premium? 2) Section IV. C. 7: Letters of Commitment specifies that “Letters of Commitment from parties participating in the project, exclusive of vendors, who will not be contributing cost share, but will be integral to the success of the project must be included as part of this Appendix to the Narrative.” The instructions for the letters only specify content regarding the amount and type of cost share contribution. Could you please indicate what type of content you expect to see in these letters from parties NOT contributing cost share?

1) The $5/ft2 is the maximum “Price” not Cost
2) Letters of commitment from non-cost sharing sub-recipients are not required.

Question 94: At the bottom of page 37 of the FOA, under the summary of Merit Review Criteria for applications including a manufacturing component, the third bullet states that one factor that will be considered is the “degree to which the manufacturing process focus on . . . innovations in the technology areas . . . .” What are “the technology areas” that are referred to in this bullet?

The "technology areas" refer to the topic and sub-topic areas specified in the FOA.

Question 95: 1. Please comment on the content and structure of the Full Application's Project Narrative File “Cover Page” (Cover Pages are generally required for DOE applications but it was not clearly outlined in the FOA (only with regard to confidential information disclosure and to "identify the subtopic on the cover page of the project narrative" as found on page 13 of the ammended FOA. Should the Full Application include a Cover Page? If so, will this Cover Page be counted toward the 20 page limit? If a Cover Page is required, specifically what content information is required? 2. On page 24 of the amended FOA, Under section IV D (the "Technology" section), subsection ii ("Approach") it states: Present the tasks required to achieve the technological goals of the project...Provide detailed plans for the completion of the required tasks. This description should align with the work plan table described in Section V.3.g. Is this a typo? It should be section IV.3.g found on page 25, correct? More importantly, as written in the FOA it appears that the Technology "Approach" subsection ought to provide a far more substantive discussion of the project Work Plan than the actual Work Plan section (IV.3.g). The Work Plan section provides the Work Plan Table to illustrate and summarize the discussion in the Approach subsection, is this correct? 3. Under the FAQ section, Question 70 asked what performance start date should we use for the full proposal. I assume the applicant wanted to know the project commencement/kick-off date to scope their project work plan. DOE answered by sayint "Start Date August 1, 2012". This implies that DOE will perform its review of the full proposals, annouce awards, and the grantee can commence their project just over one month from submitting their full proposal. This would be unrealistic. Did DOE mean August 2013? If August 2012 is correct, please explain why. 4. Under FAQ Question 70, it states that "Projects must be designed with three (3) distinct phases, with a formal go/no-go decision point between each phase". Page 15 of the FOA states "Each go/no-go decision will be made by DOE following a project review and consultation with the applicant. Decision criteria will be established prior to award." Therefore, should applicants provide their anticipated go/no-go decision criteria (technical/commercial proof necessary to transition to next phase) in their proposals as a starting point for evaluation by the DOE?

1.   You are not required to put a cover page over your Full Application because SF424 serves this purpose.    Please note that various required documents have page limits as specified throughout the FOA. 
2.  Section V.3.g is a typo, the relevant section is IV.3.g, Work Plan,  on page 25.   The description for the Approach should align with the work plan table described in Section IV.3.g.
3.  The start date is August 1, 2012.

Question 96: I have a question related to the DE-FOA-0000621. I asked this question previously but did not recieve an answer. This question pertains to the same questions asked under the FAQ, numbers 11 & 89. The answer DOE gave to this question pertained to the Concept Paper and NOT the full application, therefore, more clarification is needed. Please, this is very important but a simple yes no answer will do: Does the Cover Page count toward the 20 page limit? Again, the answer DOE gave to question 89 said this was previously answered in the FAQs. It was not, it was answered for the Concept Paper.

Question 97: On page 24, in the following paragraph, does “lifecycle” refer to lifecycle costs or lifecycle GHG emissions/energy consumption? i. Innovation: Describe the proposed technology and/or design concept, including anticipated materials required and method of construction/fabrication. Include a description of the specific applications for which the technology is suitable. Present the current status of the field and how the work proposed here extends beyond currently available state-of-the-art technology in terms of energy efficiency, reduced lifecycle, and reliability. Also discuss any non-energy related benefits. Clearly describe how the proposed technology differs from others under investigation in the field.

The FOA is referring to the  lifecycle of the product alone, and therefore lifecycle costs.

Question 98: What is the difference between “confidential, proprietary, or privileged information” and “patentable ideas, trade secrets, proprietary or confidential commercial or financial information” and why are there separate instructions for each one? Should we default to one set of instructions (Section VIII.D)?
Answer 98:

Section VIII(D) has the proper marking instructions in accordance with 10 CFR 600.15. 

Question 99: The FOA instructions for full applications states that Section 3, Project Narrative File has a 20-page limit. Section 3.1, within the Project Narrative File, instructions for the Optional Manufacturing Task, state that the Optional Manufacturing Task may not exceed 4 pages. Is this 4-page limit for the Optional Manufacturing Task included in the 20-page limit for the Project Narrative File?

No to both questions.   Please fill out lines 1-3 in Section A for each of the three project years including cost share in column f, Non-Federal.   Under Section B, item 6, columns 1, 2 and 3, should be filled out for each of the three project years; and column 5 should be filled out for the entire project period and should show the total project budget. 

Question 101: If a manufacturer is headquartered outside of the US and has offices in the US, is work performed by staff in the US office considered “inside-US” or foreign?
Answer 101:

(a) The term foreign entity means any branch, partnership, group or sub-group, association, estate, trust, corporation or division of a corporation, or organization organized under the laws of a foreign state if either its principal place of business is outside the United States or its equity securities are primarily traded on one or more foreign exchanges.

(b) Notwithstanding paragraph (a) of this section, any branch, partnership, group or sub-group, association, estate, trust, corporation or division of a corporation, or organization that demonstrates that a majority of the equity interest in such entity is ultimately owned by U.S. nationals is not a foreign entity.

 

Question 102: I am having technical issues with submitting my full application on the Exchange website, what is the contact information for technical support?
Answer 102:

For questions regarding the submission of applications through EERE Exchange, all questions must be submitted at least 3 business days prior to each submission deadline to EERE-ExchangeSupport@hq.doe.gov.   For questions submitted within 3 days of the submission deadline, DOE does not guarantee a response.  Please keep a record of all contact you have with EERE Exchange Support to document  the date and time that you opened the ticket,  what you were doing with the date and time,  and describe the problem that you encountered.

Question 103: The Applicant (my client) will be providing the cost-share that is required under this application, all labor and travel expenses that the applicant will have that are associated with this project will be applied to the cost-share % rather than billed under the “Federal” funding portion of the project; all Federal $$ received (if awarded) will be applied to Sub-Awards (project cost). . . So, my question is this ~ can the Applicant also provide cost-share?
Answer 103:

Applicants are required to contribute cost share according to Section III B of the FOA which states that for those entities not eligible for a cost share waiver, the cost share must be at least 20% of the total allowable costs.  Applicants that  are eligible for the waiver still can contribute cost share voluntarily.  

Question 104: Should we still be using August 1, 2012 as the start date for our budgets in the application or should we use October 1, 2012?
Answer 104:

Yes, the start date is August 1, 2012. No, do not use October 1, 2012 for the budget and project period.    DOE may negotiate a different start date with the awardees after the selection process has been completed.

 

Question 105: When submitting an application for the Building Technologies Program, will we need to enter the organization’s Marketing Partner Identification Number (MPIN)? Does the person electronically signing the application on submission have to be the person listed as the Authorized Organization Representative listed in the CCR? Can someone besides the AOR for the organization electronically submit the application to EERE? If someone else other than the designated CCR Point of Contact submits, is it sufficient for the authorization to submit on behalf of the organization be documented internally, or is does this permission have to be recorded with the CCR? If we need to formally designate a member of our organization to submit on the organization’s behalf, how do we do this?
Answer 105:

No, entry of  MPIN is not required.   No, the SF424 application form does not need to be submitted by the AOR in CCR.  Yes, someone other than the AOR can submit the application.  Yes, your internal documentation is sufficient to designate an authorized party. 

Question 106: We are planning to submit a full proposal to this FOA, but there is no APPLY button in the solicitation module (as with other currently open solicitations) -- what do I do? Also, my SF424 is reporting a signature problem -- what do I do?
Answer 106:

Only those applicants who completed the Concept Paper submission prior to the deadline of 4/17/2012 at 5 PM ET are elgible to submit a Full Application to this funding opportunity.  The Apply but goes away after the Concept Paper deadline passes. 

If you did successfully submit a concept paper then the process would be to log into xchange, locate your concept paper in the My Submissions page, click on the control number and scroll down to the Concept paper response

Question 107: Can an applicant include a Cover Page, and if so, will it be counted toward the 20-page Project Narrative limit? If not, where should the applicant mark the proprietary information and the Subtopic?

The applicant can include a cover page that provides only identifying  per section VIII.D  to mark proprietary information and identify the specific pages containing confidential, proprietary, or privileged information, and it will not be counted toward the 20 page limit.  Inclusion of ANY project narrative information on the cover page will cause it to be counted toward the 20 page limit.

 

 

Question 108: While I understand that the cover page does not count toward the page limits as part of the concept paper, and that a concept paper is not required in the full application because the SF 424 is the cover page: 1. I am including a separate cover page beyond the on the full application. Does it count toward the narrative page limit? 2. Does the Table of Contents count toward the narrative page limit?

Please submit the application under the existing institution.  If selected then a revised application (budget etc.), evaluation of the new institution's capability to perform the work  will be required.

Question 111: We believe most of our design/proto/manufacturing would directly correlate to this grant. Can you advise how often this specific grant is renewed, semi-annually, annually, one time ? Are there very similar grants that are open now? Filing due date was the 25th of June.
