This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) on behalf of the Wind Energy Technologies Office (WETO). This funding opportunity is coordinated with Innovation Fund Denmark to support U.S.-Danish consortia collaborating on shared research objectives. EERE funds will be used to support the U.S. entity work through this FOA. Innovation Fund Denmark funds will be used to support Danish entity work through Innovation Fund Denmark’s corresponding funding opportunity.

The goals of this FOA are to:

  • Advance floating offshore wind energy mooring technologies and methods towards cost-effective commercialization and industry growth;
  • Encourage bilateral collaboration to increase the impact of research in the United States and Denmark; and
  • Support research at U.S. minority-serving colleges and universities[1](MSI) and facilitate new relationships between MSIs, other researchers, and industry participants.

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Wind Energy Technologies Office (WETO), a Funding Opportunity Announcement (FOA) entitled “Offshore Wind National and Regional Research and Development.”

The goal of this FOA is to address several major areas of need for offshore wind. Specifically, WETO intends to address offshore wind research priorities for floating offshore wind systems and fixed-bottom offshore wind foundations, develop technologies to monitor birds and bats offshore, connect domestic manufacturing and supply chain assets to the U.S. and global offshore wind development pipeline, create a university-led center of excellence for floating offshore wind and advance offshore wind turbine lighting protection.

This FOA may target technologies, education, and supply chains with applicability to offshore wind energy deployments in all regions of U.S. waters including the Atlantic Ocean, Pacific Ocean, Great Lakes, and the Gulf of Mexico.

It is anticipated that the FOA may include the following Topic Areas:

  1. Floating Offshore Wind Platform Research and Development
  2. Alternative Fixed-Bottom Offshore Wind Foundation Types and Installation Techniques
  3. Technology Advancement for Bird and Bat Research Offshore

The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, project financiers and insurance providers, community organizations, workforce development and labor organizations, and other stakeholders on issues related to offshore wind and research and development (R&D) and deployment needs that are national and regional in focus, including needs relevant to the Atlantic, Pacific, Great Lakes, and Gulf of Mexico.

EERE is specifically interested in information as identified in the “Request for Information Categories and Questions” section of this document.This is solely a request for information and not a Funding Opportunity Announcement (FOA). EERE is not accepting applications.

In conjunction with the National Oceanographic Partnership Program (NOPP), and in coordination with partnering agencies, the Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Wind Energy Technologies Office (WETO) is releasing a Funding Opportunity Announcement (FOA) to support regionally focused, coordinated research efforts to increase understanding of the environmental impacts of offshore wind development as well as to advance and validate technical readiness of tools for monitoring and minimizing impacts.

This FOA will support work across three Topic Areas:

1) Development of methodologies and evaluation of offshore wind impacts on wildlife in U.S. Atlantic waters;

2) Development of methodologies and evaluation of offshore wind impacts on the ecology of commercially fished species in US Atlantic waters; and

3) Environmental baseline studies and environmental monitoring technology development and validation focused on U.S. waters off of the U.S. West Coast, in preparation for future floating offshore wind development.

DOE anticipates issuing a single award of up to $7.5 million for Topic Area 1, a single award of up to $3.5 million for Topic Area 2, and 3–4 awards ranging from $750,000 to $2 million for Topic Area 3. Additional cost share of 30% is required for Topic Areas 1 and 2 and 20% is required for Topic Area 3.

This FOA has Two Topic Areas

Topic Area 1: The overall goal of this Topic Area is to provide funding for a project that will improve wind resource modeling and predictions in offshore wind energy development areas. Using lessons-learned and information gained during the previous program work in complex-terrain wind resource modeling and prediction, this Topic Area will focus on improving wind resource model physics for foundational wind forecasts and other applications in offshore wind energy development areas.

Topic Area 2: The overall goal of this Topic Area is to provide funding for a project(s) that will enable demonstration of a novel technology and/or methodology that will advance the state-of-the-art of offshore wind energy in the United States. The proposed project must either implement an innovative technology at engineering/pilot or full-scale, and/or employ a novel methodology that has yet to be utilized commercially in the United States for offshore wind.

DE-FOA-0002071: Fiscal Year (FY) 2019 Wind Energy Technologies Office Funding Opportunity Announcement

The FOA has been modified to:

1) Revise the eligibility information for applications under Area of Interest 4 on page 21 to remove the requirement that the prime recipient must perform more than 50% of the project work, as measured by the Total Project Costs; and

2) Revise and clarify required LCOE analysis and include additional detail on assumptions in Appendix H – Guidelines for Tall Tower Estimates.

The U.S. Offshore Wind Research and Development Consortium FOA solicits an administrator to establish and lead a voluntary consortium of members committed to shared public/private investment in collaborative R&D focused on realizing technology improvements for the offshore wind industry in the U.S.

The U.S. offshore wind industry has unique technological challenges that have yet to be overcome in the global offshore wind market. In order to establish a consortium to undertake mutually beneficial research and development (R&D) addressing these challenges, a competitive award of $18.5M will be made under this Wind Energy Technologies Office (WETO) FOA. An additional $2.0M will be allocated directly from DOE to DOE/NNSA Federally Funded Research (FFRDC) and Development Centers to carry out R&D activities, either in direct partnership with the applicant, or prioritized by the consortium.

Information sought under this RFI is intended to assist the WWPTO in its strategic approach to pursing the paths forward presented in the 2015 Wind Vision: A New Era for Wind Power in the United States report. WWPTO seeks input from any stakeholders in the broader U.S. offshore wind energy community.

Feedback is solicited from stakeholders in the offshore wind energy community on issues related to the Wind and Water Power Technology Office’s strategic approach to facilitating the development of offshore wind energy in the United States. Specifically the WWPTO seeks to better understand the relative value of Technology Advancement, Market Barrier Removal, and Crosscutting Activities as well as a broader strategic view of the WWPTO portfolio. DE-FOA-0001214: U.S. WIND MANUFACTURING: LARGER BLADES TO ACCESS GREATER WIND RESOURCES AND LOWER COSTS

The purpose of Modification 0001 is to update the Full Application Submission Deadline from 05/28/2015 to 06/04/2015.

This FOA supports Research and Development (R&D) partnerships leading to innovative designs and processes for the manufacturing and assembly of wind turbine blades in order to facilitate deployment of the next generation of multi-megawatt wind turbines. Supported projects will develop cost-competitive integrated solutions that address the challenges of fabricating, transporting overland, and assembling rotor blades longer than 60m, with design concepts scalable to greater lengths, and installing them at wind turbine hub heights of at least 120m.

This FOA is intended to be forward-looking in addressing U.S. market dynamics and domestic manufacturing opportunities through innovative solutions to constructing and assembling larger blades directly applicable to mitigating U.S. transportation constraints. Awards under the FOA will support partnerships between DOE and research and development (R&D) teams, including manufacturers.

The objectives of this FOA are to:

1. Reduce the levelized cost of energy (LCOE) of land-based wind power in appropriate wind regimes by enabling the use of taller towers over their entire lifecycle, allowing wind turbines to capture stronger wind resources aloft.

2. Increase the wind turbine deployment opportunities in lower wind speed regions across the country where wind energy has previously been more expensive to deploy.

3. Increase U.S. competitiveness in alignment with the EERE Clean Energy Manufacturing Initiative (CEMI).

Single Topic Area: This FOA is focused solely on R&D projects intended to raise the technology readiness level of large wind turbine blade manufacturing and installation concepts. New innovations in blade design as well as improvements in manufacturing and assembly processes are expected outcomes of this FOA. Solutions may include, but are not limited to, modular, segmented or site-fabricated blade technologies. Resulting designs and associated manufacturing, logistics and installation requirements may be applicable to both land-based and offshore wind plants.

DOE and Bureau of Ocean Energy Management (BOEM) invite input from the public regarding a research campaign to inform our understanding of offshore wind energy development that could be conducted in the next two to five years during the construction and operation of the first generation of deployed facilities.  We aim to quantify the impact-producing factors (i.e. the characteristics of a project that may cause an impact, such as the sound produced during construction) associated with a project and to evaluate the efficacy of monitoring technologies and techniques deployed at offshore wind farms selected at a future date.

DOE invites input from the public regarding currently lacking data and technologies for characterization of marine and hydrokinetic (MHK) and offshore wind energy resources in support of deployment of wind and MHK technologies. For MHK power, comments regarding the advancement of wave and tidal resource characterization and data gathering for characterization of far-field hydrological and wave environment interactions with MHK energy devices are specifically requested. For wind power, comments regarding research and observation activities and partnerships for offshore wind energy resource characterization to complement, augment, or expand upon ongoing and planned offshore wind meteorological and oceanographic (metocean) data activities are specifically requested.

DE-FOA-0000715: Department of Energy Small Business Innovation Research (SBIR)/ Small Business Technology Transfer (STTR) FY 2012 Phase I (Release 3)

The Department of Energy is making available up to $9 million for roughly 50 energy efficiency and renewable energy projects through the Department’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, which help small businesses develop technologies with a strong potential for commercialization and job creation. SBIR and STTR programs are funded by federal agencies with large research and development budgets that set aside a fraction of their funding for competitions among small businesses. Small businesses that win awards in these programs keep the rights to any technologies they develop and are encouraged to commercialize them. The programs help small businesses bring innovative technologies to market that help spur economic growth and diversify the nation's energy portfolio. The Office of Energy Efficiency and Renewable Energy (EERE)  is the only program Office participating in  Funding Opportunity Announcement (FOA), DE-FOA-0000715 posted on grants.gov and FedConnect.  While this solicitation comprises only EERE topics, it is being run –like all Department of Energy  SBIR solicitations—by the DOE/SBIR office.

 

This FOA marks the first time that the Department of Energy (DOE) has issued three Phase I solicitations in a single year.  This “Release 3” is intended to give small businesses more topics and more opportunities to apply for SBIR/STTR Phase I grants in a given year.  It includes 8 broad topics and 30 subtopics aligned with EERE programs (see below).  Detailed application instructions, including eligibility requirements, can be found on DOE’s SBIR Funding opportunities website under Reference Number DE-FOA-0000715.

DE-FOA-0000410: U.S. Offshore Wind: Advanced Technology Demonstration Projects

The U.S Department of Energy seeks to provide support for regionally-diverse Advanced Technology Demonstration Projects through collaborative partnerships.  By providing funding, technical assistance, and government coordination to accelerate deployment of these demonstration projects, DOE can help eliminate uncertainties, mitigate risks, and help create a robust U.S. Offshore Wind Energy Industry.

 

The primary goals of the Advanced Technology Demonstration Projects are to:

1.  Install innovative offshore wind systems in U.S. waters in the most rapid and responsible manner possible, and

2.  Expedite the development and deployment of innovative offshore wind energy systems with a credible potential for lowering the levelized cost of energy (LCOE) below 10 ¢/kWh or the local "hurdle" price at which offshore wind can compete with other regional generation sources without subsidies.

With over 4,000 GW of gross potential that is relatively close to key load centers, offshore wind energy can help the nation reduce its greenhouse gas emissions, diversify its energy supply, provide cost-competitive electricity to key coastal regions, and stimulate economic revitalization of key sectors of the economy.  However, if the nation is to realize these benefits, key challenges to the development and deployment of offshore wind technology must be overcome, including the relatively high current cost of energy, technical challenges surrounding installation and grid interconnection, and the untested permitting or approval processes. DOE seeks technology demonstration projects that combine innovation with pathways for substantial cost reduction opportunities.
