DE-FOA-0003514: Fiscal Year 2025 Vehicle Technologies Office (VTO) Program Wide Funding Opportunity Announcement

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing on behalf of the Vehicle Technologies Office, a Notice of Funding Opportunity (NOFO) entitled “Fiscal Year 2025 Vehicle Technologies Office (VTO) Program Wide Funding Opportunity Announcement.”

The research, development, demonstration, and deployment (RDD&D) activities to be funded under this NOFO will improve transportation by driving the innovation that can lead to the accelerated deployment of advanced technologies while also significantly improving U.S. competitiveness. This will lead to benefits including increased safety and reliability of batteries, more convenient travel options, decreased cost of driving, increased vehicle and system efficiency, and a more secure supply chain. This program is meant to seek innovative and replicable solutions to support electrified medium- and heavy-duty vehicles (MHDVs), accelerate charging infrastructure deployment, reduce grid impacts through vehicle-grid integration (VGI) strategies, and drastically reduce greenhouse gas (GHG) emissions in support of the Administration goals.

This FOA supports the administration goals laid out above by identifying potential solutions to address the current gaps in electrified MHDV charging infrastructure necessary to enable greater utilization of electrified fleets, and drastically reducing GHG emissions due to MHD trucks. The outcomes of this program will lead to accelerated deployment of large-scale EV charging infrastructure with clean energy resource technologies, as well as provide greater grid resiliency and reliability.

DE-FOA-0003136: Connected Communities 2.0: Innovations to Manage Growing Transportation, Building, and Industrial Loads to the Grid

Modification 0001: The purpose of this modification is extend the Full Application deadline from October 10, 2024 to October 16, 2024 due to natural disaster, Hurricane Milton, impacting the ability of applicants to complete and submit an application by the deadline.

The “Connected Communities 2.0: Innovations to Manage Growing Transportation, Building, and Industrial Loads to the Grid” Funding Opportunity Announcement (FOA) issued by the Office of Energy Efficiency and Renewable Energy is designed to address major new loads from transportation, industry, and buildings on the electric grid by providing new tools for users, planners, and operators of the electric grid. This FOA has two major topical areas:

1. Connected Communities 2.0, focused on grid edge technical measures in buildings, industry, and transportation to prepare the electric grid for these new loads, and improve the resilience of customers and the grid; and

2. Smart Charge Management (SCM), focused on various unique urban, suburban, and rural use cases to build confidence in SCM as an effective approach for electric vehicles (EVs) to provide flexibility and value to the electric grid.

The learnings from these projects should enable electric system planners and operators, strategic planners, regulators such as Public Utility Commissions (PUCs), and other stakeholders to understand and plan for new load growth and peak loads driven by electrification, growth in manufacturing, and new computing developments; and to plan for physical and cyber threats to reliability and resilience, while keeping costs affordable for customers and ratepayers. To achieve this end, the cohort of awarded projects will pursue three primary goals. First, the cohort will demonstrate how smart and coordinated management of EVs and other distributed energy resources (DERs), including the integration of efficiency, smart electrical panels, solar, heat pumps, controls, EV charging, and storage can together provide grid support, reduce system costs, and improve the economics of customer technology adoption, at a scale sufficient to enable confidence in wide-scale adoption. The second goal is to demonstrate approaches that enable acceptance by utilities, PUCs, and communities of smart charge management, grid-edge technical measures and innovative planning strategies as valid methods towards right sizing investments in the distribution system. The third and final major goal for the cohort is to demonstrate approaches towards improved resilience for communities, end-use customers, and the overall grid in the face of growing loads, extreme weather events, cyber threats, and increasing reliance on the electric grid through the use of grid edge technical measures.

This FOA will award an estimated $65M, and is a cross office FOA co-funded by BTO, VTO, SETO, IEDO, GTO, and OE.

The purpose of Amendment 000001 is to revise the Funding Opportunity Announcement to add additional funding to Area of Interest 3, increase the total Estimated Funding total, increase the number of Estimated Funding Revised number of awards, and revise Section IV.D.vii. Diversity, Equity, and Inclusion Plan.


This funding opportunity announcement (FOA) seeks research projects to address priorities in the following areas: the increase in energy density of battery cells containing phosphate-based cathodes; the development of innovative technologies capable of significantly decreasing greenhouse gases; the production and manufacturing of new high-performance E–steels using domestic resources; the advancement of state of the art Na-ion batteries; the improvement of efficiency and convenience of the mobility-system using V2X; the development of planning tools and/or models to identify, quantify, and assess the impact of convenience strategies on regions and/or communities; addressing vulnerabilities and potential cybersecurity threats posed by the nature of EVs and charging infrastructure integrated with the grid, to improve fuel economy and reduce GHG emissions with the goals of carbon pollution free electricity by 2035 and net-zero of GHG emissions by 2050.

DE-FOA-0003372: EERE Wide Joint NOI for Field Validation FOAs

The Funding Opportunity Announcement's (FOA) will be issued by the Solar Energy Technologies Office (SETO), the Building Technologies Office (BTO), and the Vehicle Technologies Office (VTO), in collaboration with the Geothermal Technologies Office, the Industrial Efficiency and Decarbonization Office, and the Office of Electricity to equitably address grid edge challenges.

It is anticipated that the FOAs under this Notice of Intent (NOI) will be released individually and may include the following areas of interest:

SETO Funding Opportunity Announcement No. DE-FOA-0003331 (STRIVES) to develop and demonstrate technology and market tools for better integration of distributed energy resources including solar, wind, and energy storage.

BTO Funding Opportunity Announcement No. DE-FOA-0003136 (Connected Communities) to equitably advance grid-edge solutions for resilient, decarbonized communities including an emphasis on affordable housing communities that have limited availability of distribution capacity for transportation and building electrification.

VTO Funding Opportunity Announcement No. DE-FOA-0003344 (SuperTruck Charge) will demonstrate concepts for managed charging at truck depots/hubs and truck stops that alleviate grid capacity challenges.

EERE seeks to seed one to three university-led Centers of Excellence to catalyze an education, research, and partnership ecosystem to address technology, deployment, and workforce needs for developing U.S. offshore wind industry leadership. The university-led Centers of Excellence funded through this opportunity are intended to accelerate and maximize the effectiveness, reliability, and sustainability of U.S. offshore wind deployment and operation through partnership with industry participants, including wind project developers and technology manufacturers; other institutions of higher education; other research institutions, such as national laboratories; non-governmental organizations; tribes; and state and local-level governments. DE-LC-000L098: FY23 Technology Commercialization Fund (TCF) Base Annual Appropriations Core Laboratory Infrastructure for Market Readiness (CLIMR) Lab Call

This lab call represents the combined effort of nine distinct U.S. Department of Energy (DOE) Technology Offices. The Department of Energy Technology Commercialization Fund (TCF) was established by Congress through the Energy Policy Act of 2005 (EPAct05) and reauthorized by the Energy Act of 2020 (EA 2020) to “promote promising energy technologies for commercial purposes.” Within DOE, the Office of Technology Transitions (OTT) is charged with leading policy and programs related to technology commercialization. The goal of TCF is to improve America’s energy competitiveness and security by accelerating commercialization and the shepherding of critical energy technologies from the lab to the market, where the private sector will continue to innovate.

For Fiscal Year 2023 (FY23), DOE continues to implement the revised approach with TCF for Base Annual Appropriations. Persistent barriers and known gaps that deter the commercialization of laboratory technologies continue to exist and improvements are still needed. The intent of the Core Laboratory Infrastructure for Commercialization topics (Topics 1, 2, 3, 5 and 6) are to fill in missing infrastructure pieces and strengthen those already there by addressing core commercialization challenges, barriers, and gaps, as well as their root causes (inside and outside of the labs). Additionally, for FY23, the lab call will also seek proposals from Labs to advance the commercialization of individual energy-related technologies (Topic 4).

DE-LC-000L084: 2020 VTO Lab Call 2

EERE National Laboratory Guiding Principles require all offices to pursue a merit review of direct-funded national laboratory work. In line with these Principles, the Vehicle Technologies Office (VTO) is issuing this lab call for Fiscal Year 2021 (FY 2021) funding. VTO will award only a portion of its total planned FY 2021 lab funding through this lab call process. Labs are also selected through the standard Financial Opportunity Announcement (FOA) process and are not restricted from applying to any FOAs.

There is approximately $27 million in annual funding to fund all projects with the potential for future year funding pending appropriations, Program direction, and go/no-go decision points.

Some labs also have continuing multi-year projects that have already gone through the merit review process. These will continue to be reviewed through the annual peer review process and labs should work with VTO project and program managers to ensure that ongoing projects are appropriately included in the AOPs to meet AOP deadlines. DE-FOA-0001821: Solar Desalination Notice of Intent

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Solar Energy Technology Office, a Funding Opportunity Announcement (FOA) entitled “Solar Desalination”.

This FOA supports research, development, and potential demonstration of early stage technologies that can significantly reduce the costs of desalination powered by solar thermal energy. Rather than utilizing high-value electricity as an energy input, solar thermal desalination can achieve lower costs than current reverse osmosis systems by lowering the cost of collecting and storing solar thermal energy and increasing the efficiency of thermal desalination technologies. Additionally, thermal desalination can be utilized over a wide range of salt content, making it attractive for applications that require very high salinity feedwater or zero-liquid discharge. Applicants will be expected to propose ideas that have the potential to dramatically decrease the cost of producing solar thermal energy, advance early-stage thermal desalination technologies, or design novel integrated systems that creatively use solar thermal energy to lower the cost of producing fresh water.

It is anticipated that the FOA may include the following Areas of Interest:

Area of Interest 1 – Low cost solar thermal heat - innovative concepts that have the potential to lower the cost of solar thermal collection, transport, and storage below conventional methods of generating heat.

Area of Interest 2 – Innovative thermal desalination techniques - Novel, early-stage thermal desalination technologies that are well suited to be coupled with solar generated heat.

DE-FOA-0001385: SOLUTIONS TO IMPROVE THE ENERGY EFFICIENCY OF U.S. SMALL AND MEDIUM COMMERCIAL BUILDINGS

Through this Funding Opportunity Announcement (FOA), Department of Energy (DOE) seeks to fund the scale-up of promising solutions to the market barriers that hinder the growth of energy efficiency in the small and medium commercial buildings and tenant spaces. The objective of this funding is to build a path for market-ready solutions to be used at scale across the United States (US) to improve commercial building energy efficiency.

According to the US Energy Information Agency, in 2014, 18 Quadrillion Btu was used in commercial buildings, about 19% of total national energy use. Small commercial buildings (under 50,000 square feet in gross floor area) account for more than 40% of the energy used in the commercial sector. Commercial buildings can be made much more efficient using a variety of cost effective efficiency improvements while creating jobs and building a stronger economy. However, well-documented informational, structural, and market barriers, such as split incentives, asymmetrical or inadequate information, higher first costs and high investment hurdle rates, impede the adoption of more energy efficient technologies and practices. These barriers are particularly pernicious in the small and medium size commercial buildings (between 50,000 and 100,000 square feet in gross floor area) that this FOA addresses.

The mission of the US Department of Energy’s Building Technologies Office (BTO) is to help meet DOE Energy Efficiency and Renewable Energy (EERE) and Administration targets to improve energy efficiency in commercial and residential buildings, with a near-term goal of 20% savings by 2020 and 50% by 2030. The Commercial Building Integration (CBI) program plays an important role in meeting the Building Technologies Office goals; it is charged with increasing voluntary adoption of energy efficient technologies and practices in commercial buildings, serving as a critical “market stimulation” link between BTO’s Emerging Technologies and Codes and Standards programs. In order for CBI to help meet BTO, EERE and DOE energy efficiency goals for commercial buildings, the program continues to invest in the development of new resources, tools, and solutions designed to help overcome the aforementioned barriers to energy efficiency. DE-FOA-0001237: Alternative Fuel and Advanced Vehicle Procurement Aggregating Initiatives

The purpose of this amendment is to change the application due date (from August 21 to September 1) as well as to correct omissions and clarify items in response to questions received re the FOA. Affected pages are 22, 32, 33 and 35. Changes are depicted in highlighted text.

The objective of this FOA is to develop and implement an effective purchasing/procurement process designed to coordinate and consolidate bulk orders of alternative fuel vehicles, sub-components, advanced vehicle technologies, alternative fuels, and refueling/charging infrastructure to significantly reduce the incremental cost of commercially available vehicles and/or critical components in markets nationwide. The process will result in increased deployment of efficient alternative fuel vehicles and an associated reduction in reduced U.S. dependence on foreign oil.

The Fuel Cell Technologies Office is a key component of the Department of Energy’s (DOE) Energy Efficiency and Renewable Energy (EERE) portfolio. EERE seeks to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, along with the benefits of increased energy security and reduced criteria pollutants and greenhouse gas emissions.

DOE seeks input from interested stakeholders on fuel cell technology validation, commercial acceleration, and potential deployment strategies for continuous fuel cell rechargers on board light-duty electric vehicles in fleets.

FOA Description:  The Department of Energy's (DOE) National Energy Technology Laboratory (NETL), on behalf of the DOE Office of Energy Efficiency and Renewable Energy (EERE), Vehicle Technologies (VT) Program, is issuing a Funding Opportunity Announcement (FOA) entitled “Wireless Charging for Electric Vehicles.

 

The objective of this FOA is to research and develop a production-feasible wireless charging system, integrate the system into a production-intent vehicle, and to demonstrate the technology’s readiness to deliver the benefits of static (and possibly quasi-dynamic) wireless charging to drivers of light-duty (10,000 lb Gross Vehicle Weight Rating or less) Grid-Connected Electric Drive Vehicles (GCEDV). While the primary focus of this project is the advancement of static and possibly quasi-dynamic charging, the Department of Energy (DOE) recognizes that the research and demonstration results of this FOA may contribute to the future development of dynamic charging capability. This project shall demonstrate wireless charging technology while being cost competitive and compliant with safety standards.
