DE-FOA-0003318: Notice of Intent to Issue Funding Opportunity Announcement DE-FOA-0003183 Bipartisan Infrastructure Law (BIL), Provision 41007(b)(1), Aerodynamics for Offshore Wind Performance and Reliability

The U.S. Department of Energy (DOE) Office of Energy Efficiency & Renewable Energy (EERE) intends to issue, on behalf of the Wind Energy Technologies Office (WETO), a Funding Opportunity Announcement (FOA) DE-FOA-0003183 entitled “Bipartisan Infrastructure Law (BIL), Provision 41007(b)(1), Aerodynamics for Offshore Wind Performance and Reliability”.

The intended FOA would seek applications to fill a critical void in the development of multi-megawatt wind turbines for offshore deployment. Modern offshore wind turbines are the largest rotating machines ever built by humankind. Existing aerodynamic design tools and analysis methods are not well validated for machines of this scale, placing the cost of development and performance expectations from these designs at significant risk. The FOA would support the necessary data and analysis to validate tools used in the design and development of large wind turbine rotors (>10MW) and facilitate the accelerated development and deployment of cost-effective, reliable offshore wind technology.

This Notice is issued so that interested parties are aware of the EERE’s intention to issue this FOA in the near term. All the information contained in this Notice is subject to change. EERE will not respond to questions concerning this Notice. Once the FOA has been released, EERE will provide an avenue for potential Applicants to submit questions.

DE-FOA-0003057: Bipartisan Infrastructure Law: Silicon Solar Manufacturing, and Dual-use Photovoltaics Incubator

Mod 000001: Added “Applicant Education Services” section IV.A.ii.

This funding opportunity announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE), Solar Energy Technologies Office (SETO). Some of the awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL).

BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, drive the creation of good-paying union jobs, tackle the climate crisis, and ensure strong access to economic, environmental, and other benefits for disadvantaged communities. BIL appropriates more than $62 billion to the U.S. Department of Energy (DOE)4 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the technologies of tomorrow through clean energy demonstrations.

DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20505 to benefit all Americans.

This FOA will invest appropriations of $45 million over three years for development of new solar photovoltaics (PV) technologies to improve U.S. domestic manufacturing and competitiveness and secure our domestic energy supply chains.

The activities under this FOA are partly funded by BIL section 41007(c)(2)—the Advanced Solar Energy Manufacturing Initiative, which appropriates $20 million to carry out this activity, and was authorized by the Energy Act of 2020. In addition, appropriations from fiscal year 2023 will be used, authorized under Division Z Section 3004(b) of the Energy Act of 2020, (42 U.S.C. 16238(b)). These activities support the broader government-wide approach to strengthening critical domestic manufacturing and supply chains and to maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice. These BIL sections are focused on: Photovoltaics and Manufacturability of low cost, high quality solar systems

This funding opportunity has two topic areas. Topic 1 is focused on demonstration activities that support the domestic silicon PV module supply chain. Topic 2 is focused on RD&D and product development for dual-use PV with the aim of developing these market segments in the United States and increasing deployment.In both Topic Areas, SETO funding aims to retire technical, business, and market risks of solar hardware to validate pathways to commercial success through customer engagement and trials. Successful awardees will be well positioned to attract follow-on private investment, grow their businesses, generate revenue, and create jobs. This will help address SETO’s aims to support U.S. manufacturing across the solar value chain..

Through this FOA, DOE will invest $35,000,000 under Section 41006(a)(2) to fund the first large-scale investment for the development of a pilot tidal and/or current Research, Development and Demonstration (RD&D) site in the U.S., with the aim to position tidal and/or current energy generation as a key clean energy contributor ready for net-zero emissions power sector while creating good jobs. An additional $10,000,000 under Section 41006(a)(2) will be invested in a community-led tidal and/or current energy project, where balancing community energy priorities and technology innovation will accelerate tidal and current energy technologies for the generation of power to promote the resilience and economic development of coastal communities.

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Water Power Technologies Office (WPTO), this Funding Opportunity Announcement (FOA) titled “Bipartisan Infrastructure Law Section 41006: Water Power Projects: Innovative Technologies to Enable Low Impact Hydropower and Pumped Storage Hydropower Growth.” Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, more commonly known as the Bipartisan Infrastructure Law (BIL).

This FOA seeks applications to address innovative solutions to retrofit non-powered dams with environmentally sustainable hydropower at a reasonable cost; applications to address development and testing technologies that mitigate challenges to pumped storage hydropower deployment, including market and revenue uncertainty, development costs and financing, long development timelines, permitting challenges, construction risks, and environmental impacts; and applications to address and encourage emerging organizations to support hydropower development. WPTO expects the amount of funding available for projects under this FOA will be approximately $14.5 million and cover the following topic areas:

1. Hydropower Retrofits for Non-Powered Dams;

2. Innovative Pumped Storage Hydropower Technologies; and

3. Hydropower R&D by Emerging Organizations.

This FOA seeks to support the efforts of a diverse group of hydropower stakeholders to work together to discuss and address issues regarding the modernization of the U.S. hydropower fleet, the sustainability of hydropower systems, and the impact of hydropower facilities on the environment. These efforts will enhance and inform the current and future needs of R&D for hydropower technologies and environmental mitigation efforts at DOE and in industry.


The selected recipient will actively convene, engage, and facilitate discussions among a diverse group of hydropower stakeholders including but not limited to representatives from Tribal nations, hydropower developers, owners/operators of hydropower facilities, research institutions, hydropower industry representatives, NGOs, non-profit organizations, resource agencies, other interested parties, etc.

The purpose of this modification is to announce the addition of a $10 million topic area to its proposed funding opportunity DE-EE0002845 BIPARTISAN INFRASTRUCTURE LAW (BIL), SECTION 41006(A)(2): U.S. TIDAL ENERGY ADVANCEMENT to advance tidal and current energy systems, bringing the total funding to $45 million. This new topic area will support at least one tidal or current energy planning and execution project in the United States, preferably led by a community-based organization or local/municipal government entity. With the addition of this topic area, WPTO’s funding opportunity will advance a comprehensive approach to tidal and current energy development in the United States, ranging from funding community-led planning and project execution to making the first large-scale investment in a tidal research, development, and demonstration site.

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Water Power Technologies Office (WPTO), a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL), Section 41006(a)(2): U.S. Tidal Energy Advancement.”

To support the development of tidal and current energy systems in the United States, and move the state of these technologies, DOE will provide the first large scale investment for the development of a tidal Research, Development and Demonstration (RD&D) site. This FOA will provide $35 million in total funding supporting Section 41006(a)(2) to fund a tidal or river current site development, preferably led by a project/site developer in the U.S., and fund in-water demonstration of at least one tidal energy system.

The overall goals of this FOA are to:

Build upon state clean energy strategies with local partners; Attract competitive tidal/current developers for technology site integration; Improve tidal/current Research and Development (R&D); Build site infrastructure and supply chains, with increased participation at the state level, including local agency, tribal and university research participation; andEstablish a working business model covering site development to commercial scale.

DOE is compiling a "teaming" partner list to facilitate widespread participation in this FOA. This list allows organizations with expertise in the topics to express their interest to potential applicants and to explore potential partnerships. Background and Context

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Solar Energy Technologies Office (SETO), this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law (BIL).

Under Section 41007(c)(1), the BIL provides funding to carry out research, development, demonstration, and commercialization activities relating to solar energy technologies, which includes conducting workforce development activities.

The activities to be funded under this FOA support the broader government-wide approach to addressing the climate crisis and maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice.


Program Purpose

This FOA supports the administration goals laid out above by supporting the development of workforce programs and partnerships that will facilitate the continued deployment of solar energy technologies, while supporting an inclusive workforce with opportunities for career advancement, including through union membership. As part of the whole-of-government approach to advance equity and encourage worker organizing and collective bargaining, this FOA and any related activities will seek to encourage meaningful engagement and participation of labor unions and underserved communities and underrepresented groups, including consultation with Tribal Nations.


Areas of Interest

SETO will consider and evaluate a variety of multi-stakeholder high-road training partnership proposals under this FOA. Projects should primarily relate to PV solar deployment and associated careers including in installation, system design, operations and maintenance (O&M), electrical work, project management, sales, and business operations. Proposals focused on manufacturing for solar PV modules and other equipment will be considered, but is not expected to be the primary area of focus for the funding program. Proposals related to CSP or other solar-thermal heating systems will not be considered.

The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, and other stakeholders on issues related to sec. 41001 of the Bipartisan Infrastructure Law (BIL), which appropriated $505 million “to advance energy storage systems toward widespread commercial deployment by lowering the costs and increasing the duration of energy storage resources.” The RFI lays out a proposed structure for three provisions within Sec. 41001 in line with a strategy for energy storage technology commercialization.

The intent of this RFI is to obtain public input regarding DOE’s proposed implementation possibilities of the energy storage demonstration programs and crosscutting issues related to the energy storage demonstration landscape:

This is a Request for Information (RFI) issued by the U.S. Department of Energy on behalf of the Energy Efficiency and Renewable Energy’s (EERE) Geothermal Technologies Office (GTO). The intent of this RFI is to obtain feedback on Section 41007 (a) of the Infrastructure Investment and Jobs Act (IIJA), which authorizes activities under section 615(d) (Enhanced Geothermal Systems Demonstrations) of the Energy Independence and Security Act of 2007 (42 U.S.C. 17194(d)). Specifically, this RFI seeks input on: 1. Section 41007 (a) Enhanced Geothermal Systems Pilot Demonstrations Structure and Implementation Strategy and Requirements, 2. Employment: Expanding Union Jobs and Effective Workforce Development, 3. Equity, Environmental and Energy Justice (EEEJ) Priorities, and 4. Build America, Buy American Requirements. This is a Funding Opportunity Announcement (FOA) for Phase 3 of the Remote Alaska Communities Energy Efficiency (RACEE) Competition. This Funding Opportunity Announcement is open to the 13 Community Efficiency Champion (CEC) communities that received technical assistance through Phase 2 of the RACEE Competition through the Notice of Technical Assistance DE-FOA-0001479.

DOE is seeking applications from these 13 CEC communities to implement their energy efficiency plans with one or more energy strategies to help these communities meet their pledge of a 15 percent energy use reduction by 2020. Communities can achieve the total pledged energy reduction by implementing energy efficiency and renewable integration projects, in any combination of size and number- so long as the applications demonstrate through feasibility, economic, engineering and other analysis that with implementation the community will make substantial progress toward the pledged 15 percent energy use reduction.

The RACEE Competition is focused on developing and implementing effective, reliable solutions that fit the community’s needs, not necessarily deploying new technology for the sake of the technology’s innovative qualities. For the purposes of this FOA, innovation is based on the process and potential for transformative and sustainable impacts on how the community currently uses energy, and/or the potential for replication in other Alaskan communities. For example, communities that develop and implement effective strategies not currently in practice, strategies that engage the entire community to implement the energy plan, demand or supply-side projects to achieve the pledged targets, could be considered innovative.

DE-FOA-0000410: U.S. Offshore Wind: Advanced Technology Demonstration Projects

The U.S Department of Energy seeks to provide support for regionally-diverse Advanced Technology Demonstration Projects through collaborative partnerships.  By providing funding, technical assistance, and government coordination to accelerate deployment of these demonstration projects, DOE can help eliminate uncertainties, mitigate risks, and help create a robust U.S. Offshore Wind Energy Industry.

 

The primary goals of the Advanced Technology Demonstration Projects are to:

1.  Install innovative offshore wind systems in U.S. waters in the most rapid and responsible manner possible, and

2.  Expedite the development and deployment of innovative offshore wind energy systems with a credible potential for lowering the levelized cost of energy (LCOE) below 10 ¢/kWh or the local "hurdle" price at which offshore wind can compete with other regional generation sources without subsidies.

With over 4,000 GW of gross potential that is relatively close to key load centers, offshore wind energy can help the nation reduce its greenhouse gas emissions, diversify its energy supply, provide cost-competitive electricity to key coastal regions, and stimulate economic revitalization of key sectors of the economy.  However, if the nation is to realize these benefits, key challenges to the development and deployment of offshore wind technology must be overcome, including the relatively high current cost of energy, technical challenges surrounding installation and grid interconnection, and the untested permitting or approval processes. DOE seeks technology demonstration projects that combine innovation with pathways for substantial cost reduction opportunities.
