DE-FOA-0003296: Combined Wellbore Construction High Temperature Tools and Reservoir Thermal Energy Storage (RTES)

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing Funding Opportunity Announcement (FOA) DE-FOA-0003296 on behalf of the Geothermal Technologies Office (GTO). GTO actively pursues research, development, and demonstration projects to facilitate technology validation and demonstration, reduce cost, and improve performance of geothermal technologies. The economic viability of geothermal projects across the resource spectrum depends on developing and improving enabling technologies and detailed understanding of the subsurface, including geologic qualities, permeability, and other attributes.

This funding opportunity comprises two topic areas with separate objectives and technical focus.

Topic Area 1: High-Temperature Tools for Well Integrity Evaluation

Topic Area 1 seeks applications to address wellbore tools and technology to supplement and advance beyond currently available off-the-shelf (OTS) solutions provided by the oil and gas industry for cement and casing evaluation. Current solutions are suitable for the upper end of the oil and gas industry’s temperature needs but are not generally considered adequate for use in hotter, EGS systems.

As advancements and novel methods in casing and cementing are implemented, a critical, early element of success is evaluating their efficacy. Given the harsh conditions often encountered in geothermal borehole environments, obtaining quality inspection and confirmation information can be a costly and difficult task. The projects selected under Topic Area 1 of this FOA will seek to address the availability of downhole cement and casing evaluation tools for use in high temperature and hostile geothermal wellbores.

Topic Area 2: Utilization of Reservoir Thermal Energy Storage (RTES) Technology for Decarbonization of Industrial Processes

Topic Area 2 seeks to demonstrate low-temperature (<130 C) RTES technology with applications to industrial processes such as melting plastic, removing moisture, treating chemicals, and others. RTES takes advantage of large subsurface storage capacities, geothermal gradients, and thermal insulation associated with deep geologic formations to store thermal energy to be extracted in the future for beneficial use on a variety of timescales.

The activities funded through this FOA will advance the Biden-Harris Administration’s goals to achieve carbon pollution-free electricity by 2035 and achieve a net-zero-emissions economy by 2050. Strategic goals for this FOA are derived from DOE’s Enhanced Geothermal Shot and its associated roadmap, and GTO’s GeoVision Roadmap and Multi-Year Program Plan.

DE-FOA-0003028: Solar-thermal Fuels and Thermal Energy Storage via Concentrating Solar-thermal Energy

This request for information (RFI) is intended to inform the U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) on the specific research, development, and demonstration opportunities to enable cost-effective production of hydrogen, ammonia, liquid fuels—such as gasoline, diesel, jet fuel—and solid fuels using concentrating solar-thermal energy.

In addition, SETO seeks information on thermal energy storage (TES) for concentrating solar power and concentrating solar-thermal (industrial) applications. While TES is an integral feature of concentrating solar-thermal power (CSP) generation, other applications of TES include energy supply for industrial process heat. Multiple modes of TES include sensible heat, latent heat, and thermochemical energy storage. Sensible heat TES using molten nitrate salt is currently used in commercial CSP plants. High temperature sensible heat storage in tanks of large size have had inconsistent operational success. Future generation CSP plants may make use of particles or rock to store thermal energy as they do not suffer from temperature limitations. This RFI will focus on improvements to various TES technologies appropriate for CSP integration for both power and industrial decarbonization applications.

DE-FOA-0002636: FY22 BETO Waste Feedstocks and Conversion R&D

Amendment 000002 - The purpose of this amendment is to modify Subtopic Area 2B Metrics to replace “reduction in variability” with “extension of performance”. And under the third bullet in Subtopic Area 2b Specific Requirements, replace “variability” with “duration”. See FOA DE-FOA-0002636/000002 for details.

Amendment 000001 - The purpose of this amendment is to modify Appendix G to correct an error to allow the following feedstocks for Topic Area 3: Syngas (derived from other allowable feedstocks). See FOA DE-FOA-0002636/000001 for details.

This FOA (Funding Opportunity Announcement) supports two priority areas in the Bioenergy Technologies Office (BETO) research and development (R&D) portfolio. The first of these priority areas addresses new strategies for energy and resource recovery from waste streams. Waste streams including municipal solid waste, animal manure, wastewater residuals and other organic wastes have been identified as a key feedstock for the production of biofuels and bioproducts. These wastes represent significant environmental liabilities in the forms of fugitive methane emissions, air and water quality impacts, and odors, amongst others. These wastes also disproportionately are cited in disadvantaged communities leading to a multitude of health impacts on the surrounding populations. There are also significant costs associated with the management of these waste streams including treatment, hauling, and disposal or tipping fees. These economic factors make these waste streams an economic liability to the communities managing them but also a cost-advantaged feedstock for the production of biofuels and bioproducts.

The second priority area addressed by this FOA targets improved organisms and inorganic catalysts. BETO’s Conversion R&D Program has identified process robustness as a key challenge that must be addressed prior to scale-up. This includes the development of more robust organisms and catalytic processes for the conversion of sustainable feedstocks and intermediates into biofuels and bioproducts. Topic Area 2 of this FOA (including subtopics 2a and 2b) seeks technologies to improve the economic viability of microbial production processes by improving the productivity and robustness of the engineered microorganisms. Topic Area 3 focuses on inorganic catalyst development and investigating catalyst robustness and the mitigation of negative impacts or impurities found in bio-derived streams. Topic Areas 2 and 3 will ultimately improve the economics of sustainable biofuels production to realize cost goals of under $2.50/gallon by 2030 and to enable more processes that are capable of producing sustainable aviation fuel and meet the White House’s goal of reducing aviation emissions by 20% by 2030.

Topic Area 1: MSW Feedstock Technologies

Topic Area 2: Robust Microbial Cells

Topic Area 3: Robust Catalytic Processes

Topic Area 4: Community Scale Resource and Energy Recovery from Organic Wastes

Questions regarding the FOA must be submitted to FY22FeedstockConversionFOA@ee.doe.gov.

DE-FOA-0002525: Wells of Opportunity (WOO): Amplify II & ReAmplify

Background:

Geothermal energy is a renewable and diverse solution for the United States—providing reliable and flexible electricity generation and delivering unique technology solutions to America’s heating and cooling demands. Geothermal resources can be found nationwide, are “always on,” and represent vast domestic energy potential; however, only a fraction of this potential has been realized due to technical and non-technical barriers that constrain industry growth. In fact, the U.S. Department of Energy’s (DOE’s) Geothermal Technologies Office’s (GTO) recent GeoVision report concludes that with technology improvements, especially in areas relevant to enhanced geothermal systems (EGS), geothermal power generation could increase 26-fold from today, representing 60 gigawatts-electric (GWe) by 2050[1].

Enhanced Geothermal Systems (EGS) are engineered geothermal reservoirs, created where there is hot rock (175-300+°C), but little to no natural permeability and/or fluid saturation.  During EGS development, subsurface permeability is enhanced via safe, well-engineered stimulation processes that re-open pre-existing fractures, create new ones, or a combination of both.  These open conduits increase permeability and allow fluid to circulate throughout the rock. This fluid transports heat to the surface where electricity can be generated with current power generation technologies.

In addition to geothermal wells that have been targeted for EGS development, the hydrocarbon[2] industry also has an opportunity to contribute to the development of geothermal resources nationwide through the use of wells for power or heat production. The adaptation of hydrocarbon reservoirs, which are traditionally located in sedimentary basins, to geothermal production and utilization would expand the sector’s geographic reach outside of the Western U.S. where natural geothermal systems reside. Many hydrocarbon fields enounter temperatures high enough for geothermal energy and heat production. This unused heat, combined with the wealth of data, knowledge, workforce, and infrastructure in place in support of these fields underscores the benefits of exploring their geothermal potential. While a comprehensive nationwide resource assessment that evaluates the potential of existing hydrocarbon wells for geothermal development does not yet exist, a number of studies have looked at geographic subsets of the sedimentary basins of the U.S., where most hydrocarbon exploration and development occurs. Blackwell et al. (2006) provided a conservative estimate of 100,000 EJ of thermal energy in basins nationwide deeper than 4km[3]. A more detailed study on a subset of 15 U.S. basins by Porro et al. (2012) reported 135,000 EJ including only basins in the western United States (not including the Gulf Coast region)[4]. Finally, a study by Zafer & Cutright (2014) estimate the thermal energy resource base for the state of Texas alone to be 166,000 EJ[5]

Purpose:

Through periodic funding opportunity announcements (FOAs), GTO partners with industry, academia, national laboratories, industry experts, etc. to increase the use of domestic geothermal energy across a range of resource types by improving technologies, reducing costs, and mitigating barriers. Within GTO, the EGS Program actively pursues research, development, and demonstration projects to facilitate technology validation and deployment, reduce cost, and improve performance of EGS. Specifically, the economic viability of EGS depends on developing and improving enabling technologies and a detailed understanding of rock mass behavior and permeability enhancement.  While achieving cost-competitive electricity generation from EGS is a long-term goal, in the near-term, research, development, and demonstration projects will move industry along the learning curve toward technological readiness.

Through the FY21 Wells of Opportunity (referred to as WOO going forward) FOA, GTO is soliciting geothermal and hydrocarbon well owners or operators with existing wells that are willing to partner with DOE to advance and test EGS technologies in-situ.  These wells could be “idle” or currently used for injection, production, and/or monitoring. Due to the criticality of the technology prototyping and methodology testing phase of research and development in the innovation pipeline, this FOA focuses on active field testing, where the Federal government takes on the associated cost and risks.

  • Topic Area 1 – Amplify (EGS Near-Field RD&D):  This field validation effort will culminate in new power production, adding to the commercial viability of existing geothermal fields. The goal of Amplify is to illustrate that near-field and in-field EGS can be successfully deployed now as a result of recent technology advancements and that low permeability/underproductive wells near and in existing hydrothermal fields can be turned into valuable assets using EGS techniques.

  • Topic Area 2 – ReAmplify  (Geothermal production from hydrocarbon wells): The objective of this initiative is to establish the commercial viability of geothermal energy production from existing hydrocarbon fields. The goal of ReAmplify is to establish a pilot program where the production of geothermal heat from existing hydrocarbon fields can be demonstrated for electricity production or direct use applications.

Building a clean energy economy and addressing the climate crisis is a top priority of the Biden Administration. This FOA will advance the Biden Administration’s goals to achieve carbon pollution-free electricity by 2035 and “deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050“[6] to the benefit of all Americans. The Department of Energy is committed to pushing the frontiers of science and engineering, catalyzing clean energy jobs through research, development, demonstration, and deployment (RDD&D), and ensuring environmental justice and inclusion of underserved communities.

The R&D activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA focuses on critical aspects of reservoir management needed for widespread commercialization of EGS technologies which directly supports the Biden Administration’s goals for a clean energy future.  In addition, this FOA provides an opportunity to reduce carbon emissions from the fossil fuel sector and facilitate clean geothermal energy/heat production from hydrocarbon wells.

DE-FOA-0002396: FY21 BETO Scale-up and Conversion FOA DE-FOA-0002396

Amendment 000001: The purpose of this amendment is to remove the Risk Mitigation Plan for Topic Areas 1b and 1c; update Appendix G - Acceptable Feedstocks, to correct an error and reconcile Topic Area 3a requirements with the text of the FOA; and update Appendix H - Supplemental Content Requirements and Instructions. See FOA DE-FOA-0002396/00001 for details.

Building a clean and equitable energy economy and addressing the climate crisis is a top priority of the Biden Administration. This FOA will advance the Biden Administration’s goals to achieve carbon pollution-free electricity sector by 2035 and to “deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050.“[1] The Department of Energy (DOE) is committed to pushing the frontiers of science and engineering, catalyzing clean energy jobs through research, development, demonstration, and deployment (RDD&D), and ensuring environmental justice and inclusion of underserved communities.

In support of these Administration priorities, the Bioenergy Technologies Office (BETO) is focused on developing technologies that convert domestic biomass and other waste resources (e.g., municipal solid waste, biosolids) into low-carbon biofuels and bioproducts. These bioenergy technologies can enable a transition to a clean energy economy, create high-quality jobs, support rural economies, and spur innovation in renewable energy and chemicals production – the bioeconomy. The activities funded through this opportunity will mobilize public clean energy investment in the biofuels, chemical and agricultural industries, accelerate the deployment of bioenergy technologies, and support achieving economy-wide net-zero emissions by 2050.

This FOA supports high-impact technology RDD&D to accelerate the bioeconomy and, in particular, the production of low-carbon fuels for the aviation industry. BETO is focusing on applied RDD&D to improve the performance and reduce cost of biofuel production technologies and scale-up production systems in partnership with industry. By reducing cost and technical risk, BETO can help pave the way for industry to deploy commercial-scale integrated biorefineries and reduce greenhouse gas emissions from hard to decarbonize sectors, such as aviation. The Program is focused on developing and demonstrating technologies that are capable of producing low-carbon drop-in biofuels at $2.50 per gallon gasoline equivalent (GGE) by 2030, as well as associated renewable chemical co-products to achieve this target.[2] BETO is focused on biofuel production pathways that can deliver at least 70% lower lifecycle greenhouse gas emissions than petroleum.

The research and development (R&D) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will support high-impact RDD&D focusing on the production of low-GHG fuels for the aviation industry, as well as the long-haul trucking and marine industries by soliciting proposals to scale-up technologies; cost effectively produce biomass derived sugars as an intermediate for the production of biofuels and bioproducts; and support cost effective separation technologies. In addition, the FOA will support increasing the efficiency of residential wood heaters and the production of renewable natural gas.

An informational webinar will be held on April 16th, 2021 at 3:00 PM ET. The webinar will review the Funding Opportunity Announcement and Merit Review process, but will only discuss Topic Area 1: Scale-up of Biotechnologies specific requirements due to the complex nature of the topic area. _____________________________________

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Bioenergy Technologies Office (BETO), a Funding Opportunity Announcement (FOA) entitled “FY21 Bioenergy Technologies Scale-up and Conversion FOA.”

Building a clean energy economy and addressing the climate crisis is a top priority of the Biden Administration. The Administration has laid out a bold plan to lead the world in building a clean energy economy, addressing climate change and achieving net-zero emissions no later than 2050 to the benefit of all Americans. The Department of Energy is committed to pushing the frontiers of science and engineering, catalyzing clean energy jobs through research, development, demonstration, and deployment (RDD&D), and ensuring environmental justice and inclusion of disadvantaged communities.

In support of these Administration priorities, BETO is focused on developing technologies that convert domestic biomass and other waste resources (e.g. municipal solid waste, biosolids) into low-carbon biofuels and bioproducts.

This FOA may support high-impact technology RDD&D to accelerate the bioeconomy and, in particular, the production of low-carbon fuels for the aviation industry. The Program is focused on developing and demonstrating technologies that are capable of producing low-carbon drop-in biofuels at $2.50 per gallon gasoline equivalent (GGE) by 2030, as well as associated renewable chemical co-products to achieve this target. BETO is focused on biofuel production pathways that can deliver at least 70% lower lifecycle greenhouse gas emissions than petroleum.

DE-FOA-0002090: Buildings Energy Efficiency Frontiers & Innovation Technologies (BENEFIT) - 2019

This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Building Technologies Office (BTO). BTO’s overall goal is to improve the energy productivity of buildings without sacrificing occupant comfort or product performance. The goal is to use energy more productively and efficiently, not simply to use less energy. Progress towards achieving this goal will make building energy costs more affordable to the benefit of American families and businesses.

BTO research is focused on reducing energy intensity for major segments of the sector with the most opportunity for energy savings, while balancing the need to maintain occupant comfort and productivity, and product performance. This includes both new and existing buildings, both residential and commercial, including their energy-consuming and labor-saving equipment. The development of next-generation building technologies, including building materials, components, equipment, energy models and systems, is critical to increasing energy productivity in a cost-effective manner.

BTO’s Emerging Technologies (ET) program invests in the research and development to create the next-generation building technologies, tools and systems to enhance energy efficiency. The program focuses on the most energy-intensive technologies for residential buildings and in commercial buildings, where the opportunity for cost-effective energy savings is greatest. These technologies include air conditioning, space heating, water heating, lighting and sensors & controls, all of which are addressed in this FOA.

Achieving BTO’s priorities across the building technology landscape requires sustained, multifaceted innovation. With this FOA, BTO intends to fund high-impact, early-stage research in the following areas:

Topic 1: Flexible Building Technologies

Topic 2: Heating, Ventilation and Air Conditioning (HVAC) Technologies

Topic 3: Solid-State Lighting (SSL) Technologies

2) Section III.B. - Cost Sharing

a) Addition of text:

EERE Cost Share 20% and 50%
The cost share must be at least 20% of the total allowable costs (i.e., the sum of the Government share, including FFRDC costs if applicable, and the Recipient share of allowable costs equals the total allowable cost of the project) for research and development projects and 50% of the total allowable costs for demonstration and commercial application projects and must come from non-Federal sources unless otherwise allowed by law. (See 2 CFR 200.306 and 2 CFR 910.130 for the applicable cost sharing requirements.)

3) Submission Deadline for Full Applications extended to 04/05/2017, 5:00 PM ET.

The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Bioenergy Technologies Office (BETO) and the U.S. Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) announce a joint funding opportunity to support Integrated Biorefinery Optimization. DOE has funded biorefinery technology development projects, since 2002, to meet two EERE performance goals: 1) reduce dependence on imported oil, thereby enhancing energy security; and 2) spur the creation of a sustainable domestic bio-industry. USDA-NIFA has funded programs and projects that target vital topical areas related to the development of regional systems for the sustainable production of biofuels, industrial chemicals, biopower, and biobased products; as well as investing in America’s scientific corps and developing workforce in bioenergy, bioproducts, and the bioeconomy. Robust scale-up of commercially viable biorefinery technologies will help USDA-NIFA meet two important goals: 1) to enhance energy security through the reduction in the dependence on foreign oil; and 2) to spur the creation of a sustainable domestic bioeconomy. This work supports NIFA’s mission to accelerate deployment of energy efficiency and renewable energy technologies to strengthen U.S. energy security, economic vitality, and environmental quality.

Federal support for first-of-a-kind Integrated Biorefineries (IBRs) could significantly reduce the
technical and financial risks associated with new technology deployment, thus accelerating the growth of the U.S. bioeconomy, reducing costs to consumers, enabling reductions in environmental pollution in the transportation sector and improving energy security.

There are still unresolved technical and non-technical challenges within the IBRs that need to be addressed in order to achieve reliable and continuous operation that effectively competes with the petroleum refining and petrochemical industries. Many of these challenges are related to:

• Complexity and variability of non-food feedstocks;

• Operational difficulties encountered with handling of solids in the production process;

• Recalcitrance of feedstocks to efficiently convert into products;

• Inhomogeneity of intermediates resulting in non-uniform heat and mass transfer during the
manufacturing processes;

• Complex multi-step separation and purification steps;

• Non-monetization of byproducts and residual streams;

• Difficulties in translating bench-scale and pilot-scale learnings to the next step in scale-up such as demonstration-scale or pioneer-scale commercial level;

• Non-competitive cost of bioproducts due to higher capital and operational expenses; and

• Shortage of capital for long-term industrial projects.
As a result of these barriers, there are only a few pioneer-scale commercial IBRs in early stages
of commissioning, start-up, and/or production, and a wider deployment of highly-efficient IBR
facilities is still a goal to be realized. A number of the challenges result in schedule delays,
increased capital (CapEx) and operational (OpEx) expenses, and scale-up complications.

The FOA will identify, evaluate, and select applications proposing projects to address challenges encountered with the successful scale-up and reliable continuous operation of IBRs for the manufacture of Advanced or Cellulosic Biofuels (see Definitions) and associated higher value
bioproducts. The FOA seeks applications for projects focused on addressing these challenges,
reducing risks, and providing resources to accelerate commercialization of biofuels and bioproducts.

The FOA includes four topic areas as follows:

• Topic Area 1: Robust, continuous handling of solid materials (dry and wet feedstocks,biosolids, and/or residual solids remaining in the process) and feeding systems to reactors under various operating conditions;

• Topic Area 2: High value products from waste and/or other under-valued streams in an IBR;

• Topic Area 3: Industrial separations within an IBR; and

DE-FOA-0001632: Buildings Energy Efficiency Frontiers & Innovation Technologies (BENEFIT) – 2017

The Emerging Technologies (ET) Program of the Building Technologies Office (BTO) supports applied research and development (R&D) for technologies and systems that contribute to reductions in building energy consumption. In the United States, the ET Program has the broad aim of supporting the development of cost-effective technologies that can reduce aggregate building energy use intensity by 30% by 2020, and 45% by 2030, relative to the consumption of 2010 energy-efficient technologies. The ET Program strives to meet this goal by researching and developing cost-effective, energy-efficient technologies to be introduced into the marketplace. A portion of the ET budget provides support for the Department of Energy (DOE) national laboratories in five areas: solid-state lighting, heating, ventilation, air-conditioning, and refrigeration (HVAC&R) (includes water heating and appliances), sensors & controls, windows & envelope, and modeling & tools. The remaining budget is distributed through competitive solicitations, including Funding Opportunity Announcements (FOAs) like this one, to allow all interested parties (corporations, universities, non-profits, as well as the national labs) to innovate advanced technologies that lead to reduced primary energy consumption in buildings.

In prior years, the BENEFIT FOA consisted of two sections (Innovations: early-stage; Frontiers: later-stage, roadmap-driven) to complement the core funding provided by the program ([1], [2], [3], below). This FOA consists of four topic areas within these two sections (e.g., “Innovations” and “Frontiers”), as well as a new third “Scale-up” section for pre-commercial prototype development. Two targeted “Frontiers” topics are focused on Advanced HVAC&R and Miscellaneous Electric Loads (MELs), and two open topics are focused on early-stage R&D applications (“Innovations”) and pre-commercial prototype development and scale-up (“Scale-up”), respectively. This pursuit of early-stage (Innovations), as well as later-stage (Scale-up) investments in the open topics will provide balance to the BTO R&D portfolio and targeted technology topic and program areas.

DE-FOA-0001232: Funding Opportunity Announcement (FOA) Number DE-FOA-0001232: Project Development for Pilot and Demonstration Scale Manufacturing of Biofuels, Bioproducts and Biopower (PD2B3)

The purpose of Modification 000002 is to correct the following:

1) The minimum throughput requirements for topic areas as described in "Section I.B - Topic Areas/Technical Areas of Interest" and "Appendix D – Allowable Feedstock Definitions".

The purposes of Modification 000001 are to clarify the following:

1) The minimum throughput requirements for topic area;
2) The Period of Performance for Phase 1; and
3) The FOA inbox contact information.

The Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), announces a notice of availability of funding for financial assistance from the Bioenergy Technologies Office (BETO). DOE has funded biorefinery technology development projects since 2002 to meet two EERE performance goals: 1) dramatically reduce dependence on imported oil; and 2) spur the creation of the domestic bio-industry.

This FOA will identify, evaluate, and select applications proposing project development and execution plans for the manufacture of Advanced or Cellulosic Biofuels (“Biofuels”, as defined in the Energy Investment and Security Act of 2007 (EISA 2007) §201), bioproducts, refinery compatible intermediates, or biopower in a domestic pilot or demonstration scale Integrated Biorefinery (IBR). Scale-up and validation of these process technologies is essential to enable the industry to build future pioneer- and commercial-scale facilities. The FOA seeks applications for projects to first design, and then construct and operate IBR facilities. There will be a down-select review between the design phase (Phase 1) and the construction/operation phase (Phase 2). The down-select decision will be made by DOE at the completion of the design phase. Project performance in Phase 1, as well as portfolio balance, availability of funds, and other factors will be considered in the down-select decision process. Only projects selected by DOE as a result of the down-select process will receive additional funding and be permitted to proceed into the construction/operation phase (Phase 2).

The FOA will include three topic areas as follows:

• Topic Area 1: Pilot scale production of Biofuels from high impact cellulosic, algal, or biogas feedstocks. Minimum feedstock throughput must be 1 dry metric ton (DMT) per day or equivalent throughput of algal biomass or biogas. Bioproducts and biopower are only allowed as co-products from the facility.
• Topic Area 2: Demonstration scale production of Biofuels from high impact cellulosic, algal, or biogas feedstocks. Minimum feedstock throughput must be 50 DMT per day or equivalent of algal biomass or biogas. Bioproducts and biopower are only allowed as co-products from the facility.
• Topic Area 3: Production of either biopower or Biofuels from biosolids and other allowable Wet Waste Feedstock streams. Bioproducts are also allowed as co-products from the facility. Minimum feedstock throughput must be 1 DMT per day.

Applications submitted in response to this FOA must address the entire process, from feedstock handling through to biofuel, bio-product, or biopower distribution. Applicants who propose the production of biopower must include a discussion of the costs of combined heat and power or electricity generation in the full application.

All applications must stress articulation of the project’s value proposition, target markets, competitors, and distribution channels for proposed technology, along with known or perceived barriers to market penetration, including mitigation strategies. The value proposition should include a discussion of the current and potential market share, and the economic competitiveness of the proposed process.

Applicants who intend to replicate and commercialize the technology through other than scale-up methods, such as through modular deployment or other mechanisms, must present equivalent information to sufficiently describe their envisioned commercialization strategy.
Recognizing the significant capital investments that have been made through prior BETO FOAs, BETO also encourages innovative reuse and repurposing of capital equipment purchased under prior DOE programs.

A limited amount of preparatory work to support the design of the proposed pilot scale project will be allowed within the scope of the project. Typically up to 10% of the total Phase 1 project budget (total allowable budget) may be proposed for the preparatory R&D, but the amount is subject to negotiation after notification of selection for negotiation of an award. Preparatory work may include limited research and development (R&D) including expenses for equipment, salaries, and supplies. All project costs, including any preparatory R&D work, will be subject to the 50% cost share requirement.

All applicants must clearly establish that sufficient work at prior scale has been completed to justify that the proposed IBR meets either Technology Readiness Level 6 criteria for pilot scale applications or Technology Readiness Level 7 criteria for demonstration scale applications.

DE-FOA-0001481: Request for Information (RFI): Understanding Scale-Up and Operation Challenges for Integrated Biorefinery Optimization

The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE) Bioenergy Technologies Office (BETO) seeks feedback from industry, academia, research laboratories, government agencies, and other stakeholders on issues related to “challenges encountered with the successful scale-up and reliable operation of integrated biorefinery plants (IBRs).” Specifically, BETO seeks information that will help it understand additional areas of research, capabilities, and yet to be addressed barriers and opportunities for stakeholder engagement pertaining to technology development and engineering solutions for the reliable operation of IBRs to produce biofuels, biochemicals and bioproducts.

BETO seeks information on all IBR processes and technologies, including any and all systems processes, technologies, methods and equipment employed to convert woody biomass, agricultural residues, dedicated energy crops, algae, municipal solid waste (MSW), sludge from wastewater treatment plants, and wet solids, into biofuels, biochemicals, and bioproducts.BETO seeks information on technical challenges that have hindered, or could in the future hinder, the achievement of reliable continuous operations. BETO is particularly interested in receiving stakeholder input on production systems expected to be in the range of feedstock throughput of 1 DTPD (Dry Tonne per Day) to 1,000 DTPD to:
1. Understand scale-up and mitigate operational risks and challenges for integrated biorefinery plants;
2. Develop robust handling of variable solid materials (dry and wet feedstocks, and/or residual solids remaining in the process)and investigate reactor feed systems operating under vacuum or at positive pressures;
3. Improve pre-processing methodologies to transform diverse types of feedstocks into homogeneous, standardized intermediates;
4. Advance process intensification focused on simplification (such as reduction in number of process steps); enable reliable, robust continuous operations; increase selectivity and enable hybrid separations; cost reduction through innovative fabrication and construction methods (for example, modularization of systems); and/or efficient water management techniques;
5. Address unique process issues (for example, the need to remove oxygen and lignin to facilitate efficient processing of feedstocks into products, the need to remove natural or derivatized contaminants), and pathways including
i. biological;
ii. thermochemical;
iii. catalytic
iv. biochemical;
v. algae; and
vi. hybrid pathways; and
6. Develop strategies to reduce Capital Expense (CapEx) costs by reducing technical risks and ensuring minimum modifications during different phases of the execution (for example, construction, commissioning, operations, etc.) of biorefinery projects.

This RFI is not a Funding Opportunity Announcement (FOA); therefore, EERE is not accepting applications at this time. EERE may issue a FOA in the future based on or related to the content and responses to this RFI; however, EERE may also elect not to issue a FOA. DE-FOA-0001166: Buildings Energy Efficiency Frontier & Innovation Technologies (BENEFIT) - 2015

The Emerging Technologies (ET) Program of the Building Technologies Office (BTO) supports applied research and development for technologies and systems that contribute to building energy consumption.  BTO’s goal is to deliver 50% primary energy savings in the year 2030, relative to the baseline energy consumption projected by the 2010 Annual Energy Outlook.  The ET Program is helping to meet this goal by enabling cost-effective, energy-efficient technologies to be developed and introduced into the marketplace.  The ET Program maintains support for the national laboratories in five core areas:  Solid-State Lighting, HVAC (includes water heating and appliances), Sensors & Controls, Windows & Envelope, and Modeling & Tools.  This FOA combines an early-stage research and development topic (Innovations) with a later-stage research and development topic (Frontiers) that complement the core funding provided to the national labs and allow all interested parties, including corporations, universities, and non-profits as well as the national labs, to contribute to advancement in two of these core technological areas:  Non-vapor compression HVAC technologies and advanced vapor compression HVAC technologies. These topics are combined into this single, relatively large FOA in order to reduce administrative costs and to ensure that only the best applications are supported.

DE-FOA-0000823: Building Technologies Innovations Program

BTO is seeking innovative approaches for improving the energy performance of buildings.  BTO plans to stimulate new innovations in the ET portfolio by supporting relatively small projects that evaluate new ideas aligned with our program goals. The funding for each project will be between $250K- $750K, with the average award ~ $500K.  These projects will be of relatively short duration (≤ 2 years), with clear milestones for measuring success.  All building energy topics are eligible for submission, with the exception of solid-state lighting.  Note that this FOA is only for the ET program that supports research and development; proposed deployment efforts will not be considered. Technology Innovations supported under this FOA may have the opportunity to seek additional, larger amounts of funding through future BTO FOAs.

All proposed technologies or approaches must have the potential to reduce building energy consumption, energy costs, or GHG emissions, or a combination of these benefits.  Both technology performance improvements and technology cost reductions are of interest.  BTO expects a concise overview, justification for why a proposed technology or approach will lead to significant improvement over the current state-of-the-art, a detailed description of the technical approach, a strong team and resources, and a description of a commercialization path within five years.  Any benefits must be clearly described and justified.  In addition, the commercialization potential of the proposed technology or approach will be considered as part of the evaluation process.  Given the FOA objective of researching and developing technologies that are within 5 years of commercialization, applicants must describe how the proposed technology or approach can be realistically commercialized within 5 years.  For example, if an award from this FOA provides the first 2 years of support, assuming additional follow-on support is obtained what would be the path to commercialization within the remaining 3 years?
