The Office of Technology Commercialization (OTC) is issuing this lab call to solicit proposals for the Energy I-Corps (EIC) program. The goal of EIC is to train researchers at DOE National Laboratories, and DOE plants, and sites to identify market pathways for their technology. This call solicits proposals from DOE National Laboratory, plant, and site technology transfer offices to participate in EIC, for researchers to develop skills in commercialization, and to investigate the market potential for DOE-funded technologies at a critical juncture on the path toward commercialization.

DOE expects to select EIC projects in the following three topics:

Topic 1: EIC Pipeline Development - This topic seeks proposals for projects and programming that have the potential to directly increase participation in EIC Training Cohorts (Topic 2) in future EIC lab calls.

Topic 2: EIC Training Cohort (Cohort 22) - This topic seeks team applications to participate in EIC Cohort 22. Selected teams of researchers will participate in an intensive two-month, curriculum-based program to learn the principles of the business model canvas, define value proposition, and identify customer segments. Teams will develop hypotheses on these elements and interview at least 75 stakeholders as part of the customer discovery process to iterate on their business model canvas and to better understand the market’s adoption readiness of the lab technology.

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Advanced Materials and Manufacturing Technologies Office (AMMTO), a Notice of Funding Opportunity (NOFO) entitled, “Critical Minerals and Materials Accelerator”

Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support industry-led partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale so to address CMM challenges in high impact areas. The CMM Accelerator program will advance these mid-stage innovations through validation, benchmarking, access to national lab test beds, testing in industry relevant environments, technoeconomic analysis, and life-cycle assessment. The program establishes a pipeline to support technology maturation to ultimately unlock private capital investments.

EERE is not accepting applications for this Notice of Intent (NOI). This NOI is issued so that interested parties are aware of EERE’s intention to issue this FOA in the near term. All the information contained in this NOI is subject to change. EERE will not respond to questions concerning this NOI. Once the FOA has been released, EERE will provide an avenue for potential applicants to submit questions.

The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) number DE-FOA-0003568 regarding the 2026 Energy Critical Materials Assessment. This RFI seeks public comment on energy technologies of interest, materials of interest, supply chain information, market dynamics, challenges to domestic industry, methodology, DOE critical materials and DOI critical minerals lists, and other stakeholder issues related to the Energy Critical Materials Assessment. Such input will inform the 2026 Energy Critical Materials Assessment.

Power electronics (PE) are essential to the conversion and control of electrical power in U.S. critical infrastructure. As this infrastructure—including grid-integrated power, industrial manufacturing, transportation, and digital networking and communications—brings more innovative technologies online to meet changing market demands and improve energy security and resiliency, it also places significantly higher performance demands on PE technologies. Silicon (Si) PE have been relied on for decades to meet infrastructure’s power conversion and control needs, but these intensifying performance requirements have surpassed what traditional Si PE can offer.

AMMTO is seeking input on its draft strategic framework, to improve its accuracy and value to the PE industry. This request for information (RFI) outlines the information DOE AMMTO is seeking from the public to inform the development of its Power Electronics Strategic Framework. Responses to this RFI will be used as input to update the draft framework. Both the RFI responses and the draft framework will be used by DOE to help shape key decisions concerning the future of the AMMTO Power Electronics program and its impact. AMMTO is specifically interested in feedback on the initial version of the power electronics strategic framework that accompanies this RFI.

The National Landscape of High-Impact Crosscutting Opportunities for Next Generation Harsh Environment Materials (HEMs) and Manufacturing Process Research, Development, and Demonstration identifies the highest impact investment opportunities for high-performance materials designed for harsh service environments. Advanced, high-performance HEM components with extended life and higher reliability are needed to achieve energy efficiency gains, emissions reductions, and lowered overall costs through improvements in electric energy production/conversion, energy storage, and energy utilization technologies.

The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, and other stakeholders to ensure AMMTO’s technology assessments within this space are optimally positioned to allow investments that address the major opportunities and challenges.

The Advanced Materials and Manufacturing Technologies Office (AMMTO) supports the development of a globally competitive U.S. energy industrial base that drives supply chain resiliency and energy security through materials and manufacturing innovation. The development of circular supply chains that enable efficient use of materials through reuse, repair, remanufacture, and recycling is important toward accomplishing these goals. Efforts to achieve a robust and competitive manufacturing sector through innovation in circular supply chains cannot be successful without: (1) a comprehensive understanding of the landscape of technical and non-technical factors that could impact the adoption of emerging technologies and (2) strong connections across the circularity field to accelerate innovations from R&D-scale to commercial practice. This NOFO seeks to establish a new accelerator which will address this need through the development of a comprehensive technical and market analysis portfolio and stakeholder engagement activities.

The Accelerator’s analysis portfolio will establish a comprehensive understanding of both technical and non-technical factors impacting the adoption of emerging technologies for circular supply chains. Technical factors of interest include the state of emerging technologies in terms of performance and cost metrics. Awareness of these technical factors requires strong understanding of the R&D landscape as well as the state of industrial practice. Non-technical factors of interest include market conditions, supply chain dynamics, policy and regulatory landscape, workforce readiness, infrastructure capabilities, among others. These non-technical market factors may be region-specific and would be critical to inform a systems-level perspective of potential barriers and pathways to widespread commercial adoption. The Accelerator will leverage understanding of technical and non-technical factors to analyze market opportunity within specific product and material market segments. This will identify specific early adopter markets and sequential pathways to more broadly scale the deployment of emerging technologies for greater impact. Opportunities to leverage advancements in emerging technologies and market tools (e.g., standards, offtake agreements, verification frameworks, data systems, etc.) across product and material segments will also be identified.

The Accelerator’s stakeholder engagement activities will cultivate a range of stakeholders that are critical to both supporting the analysis portfolio and to facilitating the coordination needed for technology adoption for circular supply chains. These stakeholder engagement activities will strengthen relationships with industry members to support increased sharing of data and best practices as there are many synergistic technology needs across different product and material segments. These programs will enable enhanced diffusion of advancements in emerging technologies, business models and market tools throughout the circularity field. Most importantly, these stakeholder engagement activities will establish and cultivate relationships between potential performer groups that will strengthen the innovation ecosystem needed to deliver on other funded programs focused on building circular supply chain technologies.

SMASH Incubator seeks to address the lack of sufficient private investment that is available to successfully commercialize the output of research, development, and demonstration activities and bring innovative solar photovoltaic (PV) technology to market.

Specifically, projects funded through this NOFO will encourage innovations in solar photovoltaic (PV) manufacturing across the supply chain, with the aim of reducing U.S. reliance on imported materials and technologies. This NOFO also encourages the development of new solar hardware and technology for domestic use and potential export. These activities are expected to deliver jobs and economic growth in the clean energy sector, while increasing national energy security.

Topic Area 1 seeks to conduct early-stage pilot-scale testing and demonstration of innovative processes or products that can substantively increase domestic manufacturing in all segments of the crystalline silicon solar module supply chain. Each segment also includes the manufacturing equipment used in that segment, input materials for that segment, process control and characterization tools, and consumables used in that segment, which today are predominantly made outside the United States.

Topic Area 2 aims to support the cadmium telluride (CdTe) PV industry, an increasingly valuable part of the U.S. economy and leading domestic renewable energy technology. All segments of the CdTe PV module supply chain are of interest, including improvements in materials, processes, manufacturing, components, metrology, demonstration, recycling, and reclamation.

Topic Area 3 is focused on R&D and demonstration activities with the goal of de-risking new non-module PV components and manufacturing processes, while developing and validating a realistic pathway to commercial success. This includes structural and electrical components and tools that can be made domestically and improve performance, functionality, reliability, or ease of installation for PV systems.

This Lab Call covers opportunities to advance and optimize industrial processes across ITO’s mission space. The topics covered in this Lab Call address priorities in one or more of the following ITO Program Areas:

• Energy-Intensive Industries (EII): Technology solutions tailored to the highest energy-intensive subsectors where novel technologies could have the greatest impact, including iron and steel, cement and concrete, chemical and petrochemicals, forest products, and food and beverage.
• Cross-Sector Technologies (CST): Technology solutions that address challenges common across all industrial subsectors, such as energy use associated with industrial heat.
• Technical Assistance & Workforce Development (TAWD): Tailored resources to foster the industrial workforce of the future and help manufacturers move cost-effective, market-ready technologies and energy savings practices to today’s factory floors.

This funding will be for a three-year term with the intention to renew funding in support of these activities in future multi-year terms in the form of core capabilities and centers or as competitive calls. The goal of this long-term program is to establish high-impact capabilities supporting the advancement of technology solutions for industry.

This Lab Call is part of DOE’s larger industrial strategy to support technologies across the innovation pipeline, from fundamental science and research to deployment and commercialization.

The activities of interest in this Lab Call are varied and include establishing and expanding capabilities, centers, and other activities to advance ITO’s goals for industry at the national labs.

These activities can support accelerating transformational research and development (R&D) as well as new and increased demands for demonstration and deployment (D&D). Expanding the role of national laboratories in D&D is an important opportunity to leverage capabilities to accelerate the U.S. industrial sector.

Projects selected in this NOFO will a) test strategies that mitigate adverse impacts and/or maximize benefits to wildlife and ecosystems at LSS facilities, b) provide technical assistance and engagement opportunities that enable stakeholders to improve the compatibility of LSS facilities with wildlife, or c) provide technical assistance and stakeholder engagement opportunities related to agrivoltaics.

Topic Area 1 is focused on improving the ability of stakeholders to implement strategies that improve the compatibility of LSS facilities with wildlife and ecosystems. Projects will test new or existing strategies for mitigating adverse impacts on and/or maximizing benefits to wildlife and ecosystems from LSS development (e.g., wildlife-permeable fencing, native vegetation management, wildlife movement corridors). Projects will also provide technical assistance and stakeholder engagement opportunities on wildlife-solar interactions to improve coordination and collaboration among stakeholders and make research findings and best practices more accessible.

Topic Area 2 is focused on disseminating agrivoltaic research, sharing best practices, and enabling cross-sector collaboration. Projects will provide technical assistance and engagement opportunities to entities involved in LSS development, including but not limited to solar industry members, agricultural practitioners, rural cooperatives, Tribal governments and communities, and local governments.

Applicants must include the team members needed to achieve the stated objectives, disseminate the project outputs, and convene the appropriate stakeholders, including those who can implement proposed solutions. Team member or partner willingness to participate in the project can be demonstrated by providing letters of commitment in project applications. Organizations that are eligible to apply or participate as project collaborators include but are not limited to private or for-profit entities, colleges and universities, state agencies, non‐profits, community‐based organizations, and federally funded R&D centers (FFRDCs). Relevant stakeholder groups include solar developers, owners, and operators, environmental consultants, academic researchers with wildlife or agrivoltaics expertise, Tribal governments and communities, and state agencies and nonprofits working on wildlife, hunting, conservation, environmental, and agricultural issues.

An Action Plan for Maritime Energy and Emissions Innovation (Action Plan) calls for the Federal government to define Sustainable Maritime Fuel (SMF) in 2025. As described in the Action Plan, the maritime industry cannot rely solely on drop-in fuel replacements, so vessels must look towards alternative energy sources such as clean methanol, ammonia, hydrogen, electrification, and efficiency improvements as the industry moves towards zero- and near zero-emission fuels. This action is key to evaluating many subsequent goals in the plan pertaining to future production volumes of SMFs. It will also help to align community, industry, government, financiers, and other maritime stakeholders regarding what qualifies as a SMF. This alignment will help to advance technology and investment with a consistent understanding of future maritime fuels.

This Request for Information (RFI) seeks to engage industry, government, and maritime stakeholders for feedback on how to define “Sustainable Maritime Fuel.”

While this RFI is being published by the U.S. Department of Energy (DOE), DOE is also working with other agencies to support the development of an SMF definition; these agencies include but are not limited to the U.S. Department of Transportation, the U.S. Department of Agriculture, the Department of State, and the Environmental Protection Agency. This collaborative effort seeks feedback on a variety of aspects that may affect the eventual SMF definition, including but not necessarily limited to: minimum carbon intensity reductions, sustainability factors, criteria air pollutant inclusion (e.g. NOx, SOx, and particulate matter), acceptable feedstocks, how to align with global requirements (e.g. International Maritime Organization (IMO) and FuelEU), and whether accounting for emission reduction technologies (such as onboard carbon capture) should be included.

SPARC Topic Area 2 seeks to develop new production pathways to produce sustainable liquefied propane and/or petroleum gases from a variety of biomass and waste resources including municipal waste, agricultural residues, forest resources and fats, oils, and grease. Topic Area 2 will support multiple conversion routes to produce propane and LPG.

DE-FOA-0003520 MASY NOFO: Maximizing Algal System Yield

The MASY NOFO seeks applications to address ’pinch points’ in algal system operations that currently limit expansion of algae as a domestic bioenergy feedstock. Developing algal systems that use photosynthetic growth of algae (micro-, macro-, and cyanobacteria) is an important component of BETO’s strategy.

The focus of this document is addressing and overcoming the unique challenges related to recirculation of products and materials at the end-of-use (EOU) or end-of-life (EOL) back into the economy. This document aims to describe EERE’s economic and environmental impact goals related to increasing product and material circularity and to communicate EERE’s work in advancing the approaches, strategies, and technologies that contribute to achieving those goals. Funding Opportunity Announcement (FOA) DE-FOA-0003371 FY24 Scale-up of Integrated Biorefineries supports higher risk bioenergy technologies that are ready to scale, ultimately demonstrating feedstock-conversion variations, or production pathways, to support commercialization and meet the Sustainable Aviation Fuel (SAF) Grand Challenge goal of 35 billion gallons per year of SAF production by 2050 and the Clean Fuels and Products Shot goal of 50% projected demand for maritime, rail, off-road, and renewable carbon-based chemicals by 2050.

The activities to be funded under this FOA will support the advancement of cost-shared research, development, and demonstration projects with partners in industry, academia, and the National Laboratories focused on the design, construction, operation, and validation of new technology and feedstock pathways for engineering scale integrated biorefineries. The intent of this FOA is to reduce technology uncertainty and risk through cost-shared pilot- and demonstration-scale biorefinery projects. Clean hydrogen and fuel cell technologies are important elements of a comprehensive energy portfolio, particularly for use in hard-to-decarbonize sectors of the economy (such as heavy-duty transportation and industrial applications) and to enable long duration energy storage for a clean electric grid. Advancing clean hydrogen and fuel cell technologies directly supports the Biden-Harris Administration’s goals of achieving carbon pollution-free electricity by 2035 and net-zero emissions economy-wide by no later than 2050, benefiting all Americans.

This NOFO supports the vision outlined in the U.S. National Clean Hydrogen Strategy and Roadmap: affordable clean hydrogen for a net-zero carbon future and a sustainable, resilient, and equitable economy. The NOFO will target research, development, and demonstration (RD&D) topics critical to scaling hydrogen infrastructure and enabling increased adoption of clean hydrogen across sectors, particularly in heavy-duty (HD) vehicles and other heavy-duty transportation applications, which supports the U.S. National Blueprint for Transportation Decarbonization. Increased adoption of hydrogen technologies will help achieve economies of scale and drive down costs, directly supporting the Department of Energy’s (DOE) Regional Clean Hydrogen Hubs (H2Hubs) Program, an $8 billion federal investment to create networks of hydrogen producers, consumers, and local connective infrastructure to accelerate the use of hydrogen as a clean energy carrier and a carbon-free input to a number of chemical and industrial processes. Improvements in clean hydrogen technologies will also contribute to the long-term viability of the H2Hubs and other commercial-scale deployments. Activities funded under this NOFO will also align with the H2@Scale Initiative, which aims to advance affordable hydrogen production, transport, storage, and utilization to enable decarbonization and revenue opportunities across multiple sectors. The NOFO’s objectives support DOE’s Hydrogen Shot goal, which targets affordable clean hydrogen production at $1/kg within a decade.

Hydrogen and fuel cells can provide benefits and create opportunities for communities that have been historically underserved—such as improving air quality, providing resiliency, and creating jobs, including good-paying union jobs. Description

Wood is an important renewable source of fuel for residential heat, with 10% of American households (approximately 13 million) burning wood for heat and 2% using wood as their primary heat source. Although wood heaters provide a small percentage of energy used in residences in the United States, the devices are a substantial source of particulate matter emissions. These emissions contain fine particulate matter (PM) along with other pollutants, including carbon monoxide (CO), volatile organic compounds (VOCs), toxic air pollutants (e.g., benzene and formaldehyde), and black carbon. Improvements in the design and automation of wood heaters have the potential to significantly reduce emissions and increase efficiency. In addition to wood heater design, proper installation and operation also determine the level of emissions and efficiency of residential wood heaters.
As innovation has driven the improved performance of residential wood stoves, they have become more efficient and cleaner burning, as proven by laboratory certification tests. Measuring stoves’ performance as they burn in residences with real user behavior (in-situ) will give more insight into the stoves’ efficiency as well as the indoor and outdoor air quality. Collecting in-situ data will provide both industry and government with information to guide further innovation of cleaner and more efficient wood stoves and the best use of renewable wood feedstocks.

Background

Since fiscal year 2019 the U. S. Department of Energy (DOE) Bioenergy Technologies Office (BETO), an element of DOE’s Office of Energy Efficiency and Renewable Energy (EERE), has been the steward of funds to support the development of cleaner burning, higher efficiency residential wood heaters. These funds have supported topics in Funding Opportunity Announcements (FOA), Wood Heater Design Challenge (WHDC) competition, a FY23 Cooperative Research and Development Agreement (CRADA) call, and a series of workshops held in 2022. A recommendation from the March 2022 workshop series was to focus on the in-situ testing of wood heaters to better understand their actual performance as influenced by many factors, including but not limited to operator control, chimney design, climate, and wood quality. This RFI seeks further input from stakeholders to define the goals and objectives for a planned effort to collect in-situ wood heater performance data.

Purpose

The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, and other stakeholders on issues and considerations related to testing residential wood stoves in-situ to enable the development of cleaner, more efficient wood heaters. The planned in-situ field data collection effort will monitor wood heater performance in operation by the homeowner rather than an imposed duty cycle in a laboratory environment. This FOA has two major topical areas:

2. Smart Charge Management (SCM), focused on various unique urban, suburban, and rural use cases to build confidence in SCM as an effective approach for electric vehicles (EVs) to provide flexibility and value to the electric grid.

The learnings from these projects should enable electric system planners and operators, strategic planners, regulators such as Public Utility Commissions (PUCs), and other stakeholders to understand and plan for new load growth and peak loads driven by electrification, growth in manufacturing, and new computing developments; and to plan for physical and cyber threats to reliability and resilience, while keeping costs affordable for customers and ratepayers. To achieve this end, the cohort of awarded projects will pursue three primary goals. First, the cohort will demonstrate how smart and coordinated management of EVs and other distributed energy resources (DERs), including the integration of efficiency, smart electrical panels, solar, heat pumps, controls, EV charging, and storage can together provide grid support, reduce system costs, and improve the economics of customer technology adoption, at a scale sufficient to enable confidence in wide-scale adoption. The second goal is to demonstrate approaches that enable acceptance by utilities, PUCs, and communities of smart charge management, grid-edge technical measures and innovative planning strategies as valid methods towards right sizing investments in the distribution system. The third and final major goal for the cohort is to demonstrate approaches towards improved resilience for communities, end-use customers, and the overall grid in the face of growing loads, extreme weather events, cyber threats, and increasing reliance on the electric grid through the use of grid edge technical measures.

The Department of Energy’s (DOE’s) Geothermal Technologies Office’s (GTO) 2022 Enhanced Geothermal Shot^TM analysis, building on the 2019 GeoVision report, concludes that with aggressive technology improvements, in areas relevant to enhanced geothermal systems (EGS), geothermal power generation could provide 90 gigawatts-electric (GWe) firm, flexible power to the U.S. grid by 2050.

Enhanced Geothermal Systems are engineered geothermal reservoirs, created where there is hot rock (175-300+°C), but little to no natural permeability and/or fluid saturation. During EGS development, subsurface permeability is enhanced via safe, well-engineered reservoir stimulation processes that re-open pre-existing fractures, create new ones, or a combination of both. These open conduits increase permeability and allow fluid to circulate throughout the hot rock. The fluid transports the otherwise stranded heat to the surface where clean, renewable electricity can be generated with current power generation technologies.

Relative to other geothermal resources, EGS have the potential to provide the most growth in the electric sector, and in the GeoVision scenarios, support noteworthy growth within the non-electric sector for district heating and other direct-use applications. This potential expands if superhot EGS resources (>375°C) are accounted for. Without significant and sustained investment in EGS technology development and demonstrations to refine our ability to access and develop these resources, however, the 90 GWe target will not be achieved.

The GTO GRID FOA seeks applications from teams focused on geographic regions defined within specific power pools, joint utilities groups, utility service territories, or Tribal jurisdictions in the conterminous U.S., Alaska, Hawaii, or U.S. territories to quantify the value of geothermal power in supporting an equitable transition to a future decarbonized grid and economy. Regional grid modeling studies should use one or more analysis approaches and tools such as capacity expansion modeling, production cost modeling, Loss-of-Load based analyses, machine learning applications, and/or alternate modeling or market design approaches.

GTO’s mission is to increase geothermal energy deployment through research, development, and demonstration (RD&D) of innovative technologies that enhance exploration and production. Its vision is a vibrant domestic geothermal sector that contributes to a carbon-pollution free electric sector by 2035 and a net-zero emission economy by 2050 while providing economic opportunities and environmental benefits for all Americans. In September 2022, the U.S. Departments of Energy, Transportation, Housing and Urban Development, and the Environmental Protection Agency executed an historic memorandum of understanding (MOU) for the signatory agencies to accelerate our nation’s affordable and equitable clean transportation future.¹ As a result of the comprehensive decarbonization strategy called for in the MOU, those agencies issued the U.S. National Blueprint for Transportation Decarbonization, which set the goal to achieve net-zero carbon emissions in the transportation sector – including off-road equipment – by 2050^2. The Transition to net-zero emission technologies requires coordination among all aspects of the supply chain, including feedstock supply, alternative fuel production, equipment manufacturers, safety implementation, customer demand, and government regulation. To develop a national strategy to decarbonize the sector, three critical questions must be addressed:

1. What is the current state of the off-road vehicle fleet?
2. Which powertrain technologies are most promising for decarbonization of off-road vehicles?
3. What is the timeline for the off-road sector to transition to net-zero emission GHG technologies?

“Off-road vehicles are primarily designed to operate away from existing roadways. This category contains a disparate and very diverse set of vehicles and use cases, including construction and mining equipment, industrial equipment, agriculture equipment, lawn and garden equipment, and recreational vehicles.”¹

The purpose of this Request for Information (RFI) is to understand the off-road sector alternative propulsion technology preferences, which technologies seem most promising, and what are the key barriers to achieving the transition to net-zero emissions by 2050. The propulsion technologies under consideration for this RFI are: biodiesel, renewable diesel, renewable natural gas, battery electric, direct electrification (catenary), electric hybridization, hydrogen fueled internal combustion engines and hydrogen fuel cells. Currently, no one alternative propulsion technology is a clear choice for sector decarbonization. SETO’s PVRD program works to accelerate the deployment of solar energy technologies by funding innovative R&D in PV cell and module technologies, balance-of-system components, reliability tracing and tracking, metrology, and other key research questions in PV. To accelerate toward these deployment targets and augment SETO’s ongoing PV research portfolio,12 this FOA will fund R&D on innovative cell- and minimodule-level technologies focused on three major goals:

•Enable cost reduction on an LCOE basis through development of durable, high-efficiency cell and module PV technology

•Identify pathways to reduce the carbon intensity and energy intensity of industrial processes required to fabricate PV cells and modules

•Increase technical viability of PV cells and modules tailored for emerging integrated PV sectors, such as building-integrated PV (BIPV) and vehicle-integrated PV.

This FOA will fund innovative R&D projects that aim to advance the state of the art in various cell and module technologies to accomplish these goals of cost reduction, lower carbon intensity, and viability of dual-use markets. This FOA is separated into two topic areas:

•Photovoltaic Advances in Cell Efficiency, Reliability, and Supply Chain (PACERS): Applications in four PV supply chain, cell, and module technology spaces are of particular interest: low-carbon synthesis of metallurgical-grade silicon (MGS, here defined as silicon that is 98% pure as defined by the 5/5/3 standard)13 production, crystalline silicon (c-Si) PV, III-V PV, and organic PV (OPV). However, proposals for any industrial process, cell, or minimodule-level research that enables the goals of this FOA will be considered, excluding areas specified as not of interest in Section I.C., such as perovskite technology, which is addressed in other funding programs, and CdTe technology, which is addressed in Topic Area 2.

•Building Academic Capabilities in Cadmium Telluride: Applications describing advanced R&D projects requiring the procurement or upgrade of CdTe equipment are of interest. Proposals should detail work that will enhance fabrication, characterization, or analytical capabilities while also benefiting the larger CdTe PV research community.

DE-FOA-0003072: WASTE: Waste Analysis and Strategies for Transportation End-uses

The research and development (R&D) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will aid communities with resource and energy recovery strategies associated with their organic waste streams. Organic waste streams represent major sources of fugitive methane emissions, volatile organic compounds, and other pollutants. The White House set a goal of reducing methane emissions by 30% by 2030. By developing strategies that can prevent the landfilling of these wastes, one of the major sources of fugitive methane can be mitigated. Holistic waste management strategies can also benefit communities by reducing other impacts associated with waste collection and processing infrastructure including reducing truck traffic, odors, litter, and other air, water, and health impacts.

Topic Area 1 is focused specifically on helping communities beyond a conceptualization phase by supporting more in-depth feasibility or scoping analysis. Oftentimes, staff and organizational capacity in communities (particularly in rural, remote, Tribal, or smaller communities) is limited. While technical assistance programs can accomplish some of these objectives, direct financial assistance can close this capacity gap.

Topic Area 2 is targeted towards communities that have previously completed feasibility analysis and are seeking funding to further refine their project concept. Municipal and non-profit staff capacity and availability of funding often makes detailed design work out of reach for many communities and this topic aims to close that gap. Projects selected under Topic Area 2 will have an opportunity to construct and operate their designed pilot facility based on the down-select process described in the FOA.

Building a clean and equitable energy economy and addressing the climate crisis is a top priority of the Biden Administration. This FOA will advance the Biden Administration’s goals to deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050 to the benefit of all Americans. This FOA is funded by two Department of Energy (DOE) offices: the Office of Energy Efficiency and Renewable Energy’s (EERE) Bioenergy Technologies Office (BETO) and the Office of Fossil Energy and Carbon Management’s (FECM) Carbon Conversion Program.

BETO’s primary focus is on developing technologies that convert domestic biomass and/or waste resources to affordable biofuels and bioproducts that significantly reduce carbon emissions on a life-cycle basis as compared to equivalent petroleum-based products. These bioenergy technologies can enable a transition to a clean energy economy, create high-quality jobs, support rural economies, and spur innovation in renewable energy and chemicals production. The activities funded by BETO through this funding opportunity will mobilize public clean energy investment by addressing research and development (R&D) challenges in the conversion of various seaweeds and blends of seaweeds (with wet waste feedstocks such as waste microalgae) to low-carbon fuels and chemicals. These activities can also help develop solutions for communities that are affected by harmful algal blooms to reduce the costs associated with managing these wastes.

The priority of FECM’s Carbon Conversion Program is to develop multiple pathways by which captured and concentrated carbon dioxide (CO₂) is converted into economically viable and environmentally sustainable products. The near-term objective of this program’s R&D is to accelerate deployment of carbon management technologies through the conversion of CO2 into value-added products. Under this FOA, applications are sought that use anthropogenic carbon dioxide emissions in the cultivation process and then convert macro and/or micro algae into low carbon products. Conversion for agricultural products such as animal feed are of particular interest.

Algae is a promising type of renewable biomass-based feedstock with the potential to contribute to BETO’s and FECM’s missions and help meet the aggressive clean energy goals being pursued by DOE. For purposes of this FOA, “algae” includes microalgae, cyanobacteria, and macroalgae (also referred to as seaweed). All types of algae may be of interest to this FOA, subject to the topic-specific requirements described in each Topic Area.
