The Wind Energy Technologies Office (WETO) is within the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE). EERE advances America’s leadership in science and technology through early-stage research and development in sustainable transportation, renewable power, and energy efficiency.

WETO enables growth and U.S. competitiveness in the domestic wind industry by supporting early-stage research on technologies that enhance energy affordability, reliability, and resilience and strengthen U.S. energy security, economic growth, and environmental quality. WETO works with DOE National Laboratories, industry, universities, and other federal agencies to conduct research and development activities through competitively selected, directly funded, and cost-shared projects. WETO’s efforts target land-based utility-scale, offshore, and distributed wind power to fully support a national clean energy economy.

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Wind Energy Technologies Office (WETO), Funding Opportunity Announcement (FOA) DE-FOA-0002236 entitled “Offshore Wind Atmospheric Science and Project Development.”

This FOA has Two Topic Areas

Topic Area 1: The overall goal of this Topic Area is to provide funding for a project that will improve wind resource modeling and predictions in offshore wind energy development areas. Using lessons-learned and information gained during the previous program work in complex-terrain wind resource modeling and prediction, this Topic Area will focus on improving wind resource model physics for foundational wind forecasts and other applications in offshore wind energy development areas.

Topic Area 2: The overall goal of this Topic Area is to provide funding for a project(s) that will enable demonstration of a novel technology and/or methodology that will advance the state-of-the-art of offshore wind energy in the United States. The proposed project must either implement an innovative technology at engineering/pilot or full-scale, and/or employ a novel methodology that has yet to be utilized commercially in the United States for offshore wind.

This funding opportunity announcement (FOA) supports federal investment in innovative, early-stage advanced manufacturing applied research and development (R&D) projects that focus on specific high-impact manufacturing technology, materials, and process challenges. The topics are aimed at foundational energy-related advanced manufacturing technologies that impact areas relevant to manufacturing processes (where energy costs are a determinant of competitive manufacturing) and broadly applicable platform technologies (the enabling base upon which other systems and applications can be developed). DE-FOA-0001496: SOLAR ENERGY EVOLUTION AND DIFFUSION STUDIES II - STATE ENERGY STRATEGIES (SEEDSII-SES)

This Funding Opportunity Announcement (FOA) aims to reduce the soft costs of solar deployment through two approaches, referred to as Topic 1 and Topic 2 in the FOA. The first topic, “Topic 1” is targeted at increasing our foundational understanding of technology evolution, soft costs, and barriers to solar deployment in the US. By combining cutting edge research tools with the creation, analysis and functionalization of data and information, this second round of the Solar Energy Evolution and Diffusion Studies (SEEDS) program will examine how solar technologies, the electric grid system, and the institutions that create the solar business marketplace support or impede the evolution and diffusion of solar by partnering researchers with data and energy practitioners. “Topic 2” will directly tackle soft costs and market barrier challenges at the state and regional level by maximizing the benefits of solar electricity through energy and economic strategic planning. This program targets partnerships between states and utilities/electricity sector entities that look to increase solar deployment in their region. This will be achieved through analytical support to develop and implement strategies to: determine or expand renewable energy and other goals, such as: maximizing emissions reductions; hedging against fuel price volatility; creating jobs; expanding access to electricity; and/or increasing grid resiliency, among others.

EERE will issue a Funding Opportunity Announcement for approximately $20.9 million to cover two distinct topics. “Topic 1” is targeted at increasing our foundational understanding of technology evolution, soft costs, and barriers to solar deployment in the US. By combining cutting edge research tools with the creation, analysis and functionalization of data and information, this second round of the Solar Energy Evolution and Diffusion Studies (SEEDS) program will examine how solar technologies, the electric grid system, and the institutions that create the solar business marketplace support or inhibit the evolution and diffusion of solar by partnering researchers with data and energy practitioners. “Topic 2” will directly tackle soft costs and market barrier challenges at the state and regional level by maximizing the benefits of solar electricity through energy and economic strategic planning. DE-FOA-0000984: Wind Forecasting Improvement Project in Complex Terrain

The purposes of this modification are to:

1. update the FOA with information presented during the Informational Webinar on the support roles of DOE National Laboratories and NOAA with respect to the FOA research areas with the addition of Appendix G.

2. revise the FOA to show that applicant replies to reviewer comments is extended from two business days to three business days in Section IV.F.


This Funding Opportunity Announcement (FOA) is aimed at improving the physical understanding of atmospheric processes which directly impact the wind industry forecasts and incorporate the new understanding into the foundational weather forecasting models.  The awardee, in partnership with Department of Energy (DOE), National Oceanic and Atmospheric Administration (NOAA), and a Balancing Authority (BA), will conduct a field campaign in an area of complex terrain to assess how physical processes alter wind speeds at hub heights. From this research, the team will work to develop physical modeling schemes or atmospheric theories that can be incorporated in foundational weather models to improve wind forecasting.

Through this Funding Opportunity Announcement (FOA) The Advanced Manufacturing Office (AMO) of EERE seeks to establish a Clean Energy Manufacturing Innovation Institute for Composites Materials and Structures that will support U.S. prosperity and security; and contribute to the creation of the pilot National Network for Manufacturing Innovation. The vision for the Institute is to revitalize American manufacturing and support domestic manufacturing competitiveness. The technical topic area for this Institute is low cost, energy efficient manufacturing of fiber reinforced polymer composites. The Institute will target continuous or discontinuous, primarily carbon and glass fiber systems, with thermoset or thermoplastic resin materials. These types of composites are foundational technologies that are broadly applicable and pervasive in multiple industries and markets with potentially transformational technical and economic impact.

DE-FOA-0000806: Foundational Program to Advance Cell Efficiency II (FPACE II): Model Systems

With this Funding Opportunity Announcement (FOA), the Department of Energy (DOE) SunShot Initiative is soliciting collaborative research teams to define and fabricate model systems that utilize a single p-n junction device structure and have the potential to approach Shockley-Queisser power conversion efficiency limits (for a chosen bandgap and absorber material). The emphasis of this FOA is assembling cohesive and highly diverse teams of experts within and outside the PV community who can achieve the goals of creating a model system concept and a subsequent device that can approach theoretical limits. DOE SunShot anticipates significant collaboration between experts in fundamental materials, characterization, device physics, ab-initio simulations, and PV device integration to adequately address these issues.

This Funding Opportunity Announcement (FOA) is being issued by DOE to solicit applications for improving accuracy of solar forecasting in the short-term (0-6 hours) and day-ahead timeframes. This FOA is part of the DOE “SunShot   Initiative” and addresses the EERE performance metric of increasing the viability and deployment of renewable energy technologies.  Launched in 2011, the SunShot Initiative aims to reduce the cost of solar energy systems by about 75% between 2010 and 2020. Achieving this target could result in solar meeting roughly 14% of U.S. electricity needs by 2030 and 27% by 2050.  Advancements in generation (conventional as well as solar) and transmission technology, improved accuracy in solar resource forecasting, the evolution of operational practices, and the adoption of consistent codes, standards, and regulatory procedures will collectively enable the successful integration of high levels of solar penetration on the grid. Specifically, there is a significant need for strong leadership and a clear way forward in: (a) establishing a standard set of metrics for solar forecast accuracy assessment, (b) development of new methods/algorithms/processes for solar forecasting, and (c) a rigorous estimation of the various value streams (including economic and reliability aspects) due to improved accuracy solar forecasting.

To further address these issues and encourage stakeholders to participate in improving the accuracy of solar forecasting, and to establish American leadership in cutting-edge solar resource forecasting techniques, the DOE, through this announcement, is planning to fund specific activities in foundational and applied research to improve the accuracy of solar forecasting, and demonstrating the application of more accuracy solar forecasts in power system operations. These activities are expected to enable significant, sustainable, and measurable progress in achieving accurate solar forecasting that is developed through foundational research, meet accuracy targets on a set of metrics developed by stakeholder consensus, validate the improved forecasts through data from existing and new instrumentation, and result in benefits shown through incorporating the forecasts into real-time power system operations and assessing the resulting impacts.

DE-FOA-0000492: Foundational Program to Advance Cell Efficiency (F-PACE)

The U.S. Department of Energy (DOE) seeks to fund applied scientific research that provides the technical foundation for significant increases in solar photovoltaic (PV) cell efficiency, to enable commercial and near-commercial PV technologies to achieve $1 per watt installed system cost targets by the end of the decade.  Combined with the technical and funding resources from the National Science Foundation (NSF), this joint Funding Opportunity Announcement (FOA) for the “Foundational Program to Advance Cell Efficiency” (F-PACE) will identify and fund solar device physics and photovoltaic technology research and development that will improve PV cell performance and reduce module cost for grid-scale commercial applications.  Projects funded under this FOA are intended to address identified cost and efficiency barriers through advances in the PV science knowledge base, improved materials and processes for PV cell components, and innovative approaches for closing the gap between production cell efficiency and laboratory cell efficiency, and between laboratory cell efficiency and the theoretical maximum.  These goals jointly support the missions of the DOE Office of Energy Efficiency and Renewable Energy’s (EERE) Solar Energy Technologies Program (SETP) and the NSF Electrical, Communications and Cyber Systems (ECCS) Division.  Through this FOA, ECCS and SETP intend to jointly pursue foundational research into PV cell and sub-cell technology to support the Sunshot initiative, which has a goal to reduce the cost of solar electricity from solar by 75% over the next decade to make it competitive with conventional fossil-fuel sourced generation.  

There will be three topics to which an application may be submitted under this FOA:

  • Topic 3: Barrier Focus Teams
